Steel Lake Minutes 020723 1st Quarter 2023_DS ApprovedSteel Lake Advisory Committee 1st Quarter Meeting February 7th, 2023 Minutes 4:00 to 5:30 pm Committee and CoFW Staff Attendance: Tom Dezutter (Chair), Margaret Reyhner, Jeromy Benson, Mark Sabol, Dave Heimer, Kyle Langan (Aqua Technex Guest), Terry Thomas (North Lake Guest), Shelley Springer, and Dan Sternkopf. Call Meeting to Order Meeting was called to order by Tom Dezutter on February 7, 2023 at 4:03 pm. Approval of August 25, 2022 Q3 Meeting Minutes Approved by Mark Sabol with no changes 2nd by Dave Heimer Approval of November 21, 2022 Q4 Meeting Minutes Approved by Mark Sabol with no changes 2nd by Margaret Reyhner Water Quality Monitoring Data Update Kevin will be presenting the data from summer 2022 at the 2nd quarter meeting. All data is within normal limits. Aquatic Vegetation Survey Update/Spray Report Not many invasive species except for water lilies located within the docks and various small patches. Questions If we have a person that wants an invasive species growing at their property, can we allow this? We can take care of invasive species on both sides of their property. Could we provide information about invasive species to the home owner? King County Noxious Weed Board could come and discuss this subject and provide information to the home owner. To Do David Heimer will provide the contact information for KC Noxious Weed Board to Margaret. Margaret will get the address of this resident. Geese Management Contract was renewed for this year Minimum of 2 dozen geese on the lake before they will treat. Status of LMD Assessments, Collections, and Deliquents/Current Financials Resident on the lake would like to pay the assessment fees, but not the interest from 2021 and 2022. The interest is a small amount. Should we waive this amount? Mark Sabol approved the motion all past due interest can be waived. 2nd by Margaret Reyher and it was agreed to by the group. Resident on the lake hasn’t paid the LMD assessment for 4 years. Property should have a lien placed against it. Questions Can we get receive a chart that shows what the assessment are for the properties on the lake? Is every parcel a different fee amount based on sf? The fee is based on multi family verus single parcel. Should the silt problem be added to the LMD scope? We are limited to aquatic decisions, geese and water quality. We know the cost before we agree to take on concerns. We do not know the cost involved to manage the silt or service water drainage. Review LMD Scope, Duration and Assessment Rates Dan shared the past LMD scope. RCW 36.61 explains broadly the LMD scope. If everyone could take a look at this document. RCW 36.61 is being reviewed and maybe revised. You can always add “budget permitting” to the LMD Scope document. This will cover the item(s) that do not get completed. TO DO Create a chart on the items that need to get done on the lake. Need a special meeting to discuss the LMD scope. Dan will take the 2013 time sheet and update for 2023. Provide the formula on how the assessment rates are figured out for the Fish and Wildlife. They would like to understand how the cost is determined since each lake uses a different formula. Dan will put together the time frame for the LMD scope and email. The group will review and provide comments to the group email. Dan will provide the percentage of funds spent each year to see if the group may need to raise assessment rates. Tom would like to have a meeting with Dan and discuss the timeline, LMD Scope, voting, etc. Kyle Langan, AquaTechnex will provide a cost estimate if the lake gets toxic from the blue green algea.. Approval of LMD Petition for Renewal Was discussed briefly since the LMD may want to change their scope.
