Dear Ms. Telschow:
The Community and Economic Development Department has completed administrative land use review
of the proposed Personal Wireless Service Facility (PWSF) improvements located at 33414 21" Avenue
SW, Federal Way. The applicant proposes to upgrade an existing Personal Wireless Service Facility
(PWSF) by adding two (2) new omni antennas to a fire station rooftop owned by South King Fire &
Rescue. Associated upgrades to existing equipment cabinet within the fenced area behind the station are
also included. The proposed upgrade is to provide 700MHz LTE 4G high speed wireless coverage to
customers in the area.
The Process III Master Land Use (MLU) application submitted June 29, 2012, is hereby approved based
on the enclosed findings of fact, incorporated into this decision in full, and the following conclusions
based on those facts:
1. The proposal is consistent with the comprehensive plan;
2. The proposal is consistent with all applicable provisions of Federal Way Revised Code (FWRC);
3. The proposal is consistent with the public health, safety, and welfare;
4. The streets and utilities in the area of the subject property are adequate to serve the anticipated
demand from the proposal;
5. The proposed access to the subject property is at the optimal location and configuration; and
6. Traffic safety impacts for all modes of transportation, both on and off site, are adequately
mitigated.
The remainder of this letter outlines the land use review process required for this particular site
improvement; summarizes the State Environmental Policy Act (SEPA) process; and provides other
procedural information. This land use decision does not authorize initiation of construction activities.
REVIEW PROCESSES REQUIRED
Pursuant to FWRC 19.15.030(3), improvements and/or additions to an existing developed site that are not
exempt from SEPA shall be processed under Use Process III. The Director of Community and Economic
Development will make the initial land use decision based on written comments and information gathered
during site plan review. Any appeals of the decision will be decided by the Hearing Examiner after a
public hearing.

SEPA PROCESS
The City of Federal Way issued a Determination of Nonsignificance (DNS) on August 14, 2012, pursuant to
Washington Administrative Code 197-11-350. Following review of the environmental checklist, the city
determined the proposal would not have a probable significant adverse impact on the environment, and an
Environmental Impact Statement would not be required, and no SEPA based mitigation was necessary.
BUILDING PERMIT ISSUANCE REQUIRED
The City's Building Division is currently reviewing the building permit (File #12-103007-CO) associated
with the PWSF upgrade. No work may begin until the building permit is issued. Please contact the Permit
Center, at 253-835-2607 if you have any questions regarding the building permit.
REQUESTS FOR CHANGE OF VALUATION
Any affected property owners may request a change in valuation for property tax purposes, not
withstanding any program of revaluation.
APPROVAL DURATION
Unless modified or appealed, the Process III decision is valid for five years from the date of issuance of
the decision. Time extensions to the decision may be requested prior to the lapse of approval following
the provisions listed in FWRC 19.15.110.
APPEALS
The effective date of issuance is three calendar days following the date of this letter, September 1, 2012.
Pursuant to FWRC 19.65.120, this land use decision may be appealed by any person who submitted
written comments or any person who has specifically requested a copy of the decision. Any appeal must
be in the form of a letter delivered to the Community and Economic Development Department with the
established fee and within 14 days after the effective date of issuance of this decision, or September 17,
2012. The appeal letter must contain a clear reference to the matter being appealed and a statement of the
factual findings and conclusion of the Director disputed by the person filing the appeal. The Federal Way
Hearing Examiner will hear any appeals of the Process III decision.
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development.

The Planning Division hereby presents the following analysis to the Director of Community and Economic
Development pursuant to content requirements of the Process III written decision as set forth in Federal Way
Revised Code (FWRC) 19.65.100(4).
Proposal — The applicant proposes to upgrade an existing Personal Wireless Service Facility (PWSF)
by adding two new omni antennas to the South King Fire & Rescue fire station building. The proposal
also includes associated equipment cabinet addition within the existing fenced equipment area. The
proposed upgrade is to provide 700MHz LTE 4G high speed wireless coverage to customers in the area.
2. Site Conditions — The existing PWSF is located on the rooftop of a fire station owned by South King
Fire & Rescue at 33414 21" Avenue SW, Federal Way. The ground equipment is to be located within
an existing fenced area behind the existing building.
3. Comprehensive Plan and Zoning — The City's Comprehensive Plan designation is Single Family,
High Density and the zoning is Single Family Residential (RS 5.0). PWSFs are permitted in the RS
zone pursuant to FWRC 19.200.190.
4. Review Process — The replacement and addition of antennas to the existing PWSF is not exempt from
State Environmental Policy Act (SEPA) review and is subject to Process III `Project Approval' review.
State Environmental Policy Act (SEPA) — The proposal is not exempt from environmental review
pursuant to Washington Administrative Code 197-11-800(25)(a)(iii). The city utilized the Optional DNS
process as allowed by SEPA Rules. A combined Notice of Application and Optional Determination of
Nonsignificance was issued July 20, 2012. No comments were received during the integrated comment
period. The city's Responsible Official issued a Determination of Nonsignificance August 14, 2012.
The threshold determination appeal period ended August 28, 2012, with no appeals submitted to the
Federal Way City Clerk.
6. Public Notice — Pursuant to Process III and SEPA regulations, a Notice of Land Use Application and
Optional DNS were published in the Federal Way Mirror, posted at two locations at the subject site,
and displayed on the designated city notice boards on July 20, 2012. Notices were also mailed to
property owners within 300 feet of the subject property. No comments were received on the land use
application or SEPA DNS notice.
7. Prioritized Locations — The applicant proposes to locate the PWSF on "Existing broadcast, relay and
transmission towers," which is the second priority location of the five prescribed in FWRC
19.255.010(4). Higher prioritized location, Structures located in the BPA trail, is not feasible as this
proposal is an upgrade to an existing facility. There are no alternative BPA towers in the proposed
vicinity. Staff finds the applicant has met the burden to utilize the second prioritized location. The
addition of two omni antennas should provide the full benefit of service to the area.
PWSF Development Standards — PWSFs located on existing structures shall meet development
standards prescribed in FWRC 19.255.020(1). The following are staff responses to each criterion:
a. (ii) The PWSF exceeds the minor facility thresholds for number of antennas and size, but creates
no more adverse impacts than a minor facility. Based on site photos and detailed drawings, the
proposed addition will be installed in the same manner as the previously approved antennas and
the visual impact will be unchanged.
b. The combined antennas will not exceed 15 feet above the existing rooftop facility. The existing
facility is 45.40 feet tall; the new antenna is 48.80 feet. The height will be increased by 3.40 feet.
c. This section does not apply as the proposed PWSF is not in a right-of-way.
d. The proposed antennas will be painted to match existing tower. The impacts to surrounding uses
will be no greater than the existing facility.
e. The proposed size and number of the PWSF is necessary to meet coverage objectives as depicted
in the project narrative provided by applicant.
f. The proposed ground equipment will be added to an existing fenced area. The footprint of the
facility will not be enlarged and will meet the setback requirements.
9. Screening Standards — PWSFs are required to be screened using best available technology and design.
The proposed antennas will be screened and painted to match the existing antennas. These measures
appropriately mitigate visual impacts of the facility, cause no adverse cumulative effects, and meet
aesthetic standards set forth in FWRC 19.255.020(1)(d).
10. Electronics Equipment Standards — Applicant proposes to upgrade the existing equipment enclosure
with ancillary equipment. Proposed upgrades will occur within the enclosure and no material
expansions or changes to the architectural design of the enclosure are proposed. Therefore, these
changes are exempt from PWSF standards set forth in FWRC Chapter 19.255 and are permitted outright
with no further regulatory action required pursuant to FWRC 19.255.010(3)(g).
11. Security Screening — The PWSF includes existing equipment shelter; no new fencing or expansion
of existing fencing is proposed.
12. Cumulative Effects — The city must consider the cumulative visual effects of the PWSF mounted on
an existing structure in determining whether additional permits may be granted so as to not adversely
affect the visual character of the city. Based on the plans and photo -simulations of the proposed
modifications, the PWSF will not adversely affect the visual character of the city. The additional
antennas will be camouflaged through best available technology and design and will have less of an
impact than creating a new PWSF site.
13. Process III Decision Criteria — Based on the above findings, staff has determined the proposal is
consistent with applicable site plan approval criteria required for Process III `Project Approval'
pursuant to the following FWRC 19.65.100(2) items. Staff responses (italicized) follow each
criterion:
a. It is consistent with the comprehensive plan;
The proposal is consistent with the following Federal Way Comprehensive Plan goals and
policies:
PUGI — Work with private utility companies to allow them to provide full and
timely service that meets the needs of the city's residents and businesses, both
present and future.

PUG2 — Work with private utility companies to allow them to provide service in
a way that balances cost-effectiveness with environmental protection„ aesthetic
impact, public safety, and public health.
PUPI 7 — The city should require that site specific utility facilities such as
antennas and substations be reasonably and appropriately sited and screened to
mitigate adverse aesthetic impacts.
b. It is consistent with all applicable provisions of this title;
The site plan has been reviewed under FWRC Title 19, "Zoning and Development
Code, " with specific attention to the following divisions andlor chapters: Division 1,
Administration; Chapter 19.65, Process 111 Project Approval; Chapter 19.200, Single
Family Residential (RS); and Chapter 19.255, Personal Wireless Service Facilities.
c. It is consistent with the public health, safety, and welfare;
No adverse impacts are anticipated as a result of the proposal. The PWSF has received
approval from South Icing Fire & Rescue. The Process X AE U application has been
reviewed under SEPA, FWCP, and applicable provisions of the FWRC.
d. The streets and utilities in the area of the subject property are adequate to serve the
anticipated demand from the proposal;
The city's Traffic Division has determined the PWSF will not require concurrency
review and will not adversely affect the current level of service. The Lakehaven Utility
District has determined no sewer or water improvements are required for the PWSF.
e. The proposed access to the subject property is at the optimal location and configuration;
The facility is an existing site and no changes are proposed to the access points to the
facility.
f. Traffic safety impacts for all modes of transportation, both on or offsite, are adequately
mitigated.
As the facility is unmanned, this criterion is not applicable.
These findings shall not waive compliance with future City of Federal Way codes, policies, and standards
relating to this development.

The city and jurisdictional agencies have reviewed the environmental checklist submitted with the Verizon
Wireless — SEA Mirror Lake Process III Master Land Use (MLU) application. It has been determined that the
proposal will not have a probable significant adverse impact on the environment. As a result, an Environmental
Impact Statement (EIS) is not required to comply with the State Environmental Policy Act (SEPA). A copy of
the Determination of Nonsignificance (DNS) is enclosed.
The Optional DNS Process was used to review this proposal. The 14-day comment period required by SEPA
rules ran concurrently with the public comment period associated with the notice of land use application,
which began on July 20, 2012, and ended August 6, 2012. The city did not receive written comments regarding
the MLU application or environmental checklist. Pursuant to Washington Administrative Code (WAC) 197-11-
355, a second comment period is not required upon issuance of the DNS.
The enclosed DNS was issued on August 14, 2012. The city will provide a copy of the DNS to the Department
of Ecology, agencies with jurisdiction, Puyallup and Muckleshoot tribes, and anyone requesting a copy. All
final determinations may be appealed within 14 days following the issuance of the DNS. No licenses, permits,
or approvals will be issued until completion of the appeal period, which ends August 28, 2012.
The decision not to require an EIS does not grant the license, permit, or approval you are seeking from the city.
The environmental record is considered by the decision maker(s) and conditions will be imposed to reduce
identified environmental impacts, as long as the conditions are based on adopted and designated city policy.
After a final decision has been made on your proposal you may, but are not required to, publish a Notice of
Action as permitted in RCW 43.21C.075. The Notice of Action sets forth a time period after which no legal
challenges regarding the proposal's compliance with SEPA can be made. The city is not responsible for
publishing the Notice of Action.

designation is Single -Family - High Density and the zoning designation for the subject site is Single -Family
Residential (RS5.0). Pursuant to the development application submittal requirements established in Federal
Way Revised Code (FWRC) 19.65, the City has 28 days to determine whether your application is complete.
NOTICE OF COMPLETE APPLICATION
Please consider this letter as a Notice of Complete Application. Pursuant to the FWRC, the application is
deemed complete as of June 29, 2012, based on a review of your submittal relative to those requirements as set
out in the Development Requirements checklist. The submittal requirements are not intended to determine if an
application conforms to the City of Federal Way codes; they are used only to determine if all required materials
have been submitted.
Having met the submittal requirements, a Notice of Application and Optional Environmental Determination of
Nonsignificance (DNS) will be published in the Federal Way Mirror and posted at the subject property and on
the City's official notice boards within 14 days of this letter. Notification will also be mailed to persons
receiving property tax statements for property within 300 feet of the subject property.
CLOSING
A 120-day time line for reviewing the Process III application has started as of June 29, 2012. The City has 120
days from the date that an application is deemed complete to take action on the application. However, the 120-
day time line can be stopped at any time that the City requests additional information. You will be informed of
the status of the 120-day time line when you are notified in writing that additional information is needed.

PROJECT DESCRIPTION
INTRODUCTION
Verizon Wireless (here after referred to as "Verizon") is a wireless telephone company operating
throughout the United States of America. Verizon is licensed to operate in the United States by
the Federal Communications Commission (FCC). Verizon is currently expanding its network in
the King County area to make available improved telephone service and provide wireless capacity
to its subscribers.
This proposal describes the scope of the proposed project by providing specific information
regarding the project location, zoning, specifications, and required services.
It is Verizon's desire to work with the City of Federal Way to ensure that this project is consistent
with local ordinances and zoning regulations while providing wireless coverage to Verizon's
customers and provide critical communication services for emergency, business, and personal use.
Project Goals
The goal of the Verizon SEA Mirror Lake Site is to upgrade Verizon's existing network to provide
better telephone service. Verizon intends to achieve these network goals consistent with all policies
and ordinances of the City of Federal Way.

GENERAL PROJECT DESCRIPTION
Project Overview
The applicant, Verizon, proposes to modify an existing telecommunication facility located at 33616
21 st Avenue SW (Parcel No. 1321039062) to provide expanded services.
The proposed modification consists of the following: Add two (2) new omni antennas and one (1)
cabinet. Please see Sheet A-1.2 and A-2 for additional information.
Facility Specifications
■ Antennas - Verizon is proposing to add two (2) new omni antennas. Please see Sheet A-
1.2 and A-2 for additional information.
■ Color - The antennas and associated mounting hardware will be painted to match the
existing site conditions.
■ facility Maintenance - The facility is generally serviced once a month. One (1) to two (2)
employees are on site for an average of four (4) hours of maintenance checks. This check
is typically for preventive maintenance purposes. In the event of a problem, a crew is
dispatched to the site immediately.

(b) The combined antennas and supporting structure may extend up to, but
not exceed, 15 feet above the exisdiig- or proposed roof' or other

Antennas may be mounted to rooftop appurtenances, as identrfed in
FWRC 19,110.070, provided they do not extend beyond 15 feet above
the maximum height of the structure as defined per FWRC 19.05.080,

Verizon Wireless's proposed modifications will not create additional adverse impacts. The
proposed equipment cabinet will need all applicable requirements.
Screening Standards
According to the FWRC 19.255.020(3):
Screenning standards for all PWSFs. PWSFs shall be screened or camouflaged
through employing the best available technology and design, as determined by the
city. Thus may be accomplished by use of compatible materials, location,
lanndscapinng, color, stealth techniques such. as, but not limited to, artificial trees
mud hollow flag poles, and/or other methods or tecluniques to achieve minimum
visibility of the facility as viewed from public streets or residential properties. In
addition, the provisions for landscaping as outlined in the use zone charts, FWRC
Title 19, Division VI, Zoning Regulations, sliall apply.
The new antennas will be painted to match the existing fire station. The cabinet will be located
within die existing fenced area behind the fire station.
Standards for Electronic Cabinets
According to the FWRC 19.255.020(4):
Standards for electronic cabinets.
(a) Electronic cabinets shall either:
(i) Be placed inn a new or existing completely enclosed building. It is the
applicant's responsibility to prove that the maximum size of the
building is die miniinum size necessary to house die equipment; or
(ii) Be placed above ground in a new or existing equipment enclosure.
It is the applicant's responsibility to prove that the maximum size of
the building is die minimum size necessary to house the equipment.
(b) Equipment enclosures sliall be screened with one or a combination of
the following methods, which shall be acceptable to die city: fencing,
walls, landscaping, structures, buildings or topography which will block
die view of the equipment enclosure to the greatest extent possible from
any street aid/or adjacent properties, as determined by the director of

conununity development services. Screening may be located aiiywliere
between the enclosure and Lie above -mentioned viewpoints.
Landscaping for the purposes of screening sliall be maintained in a
healthy condition, pursuant to FWRC 19.125.090(2).
(c) If the equipment cabinet is located within a new enclosed building, the
buildinng shall conform to all applicable development standards and
design guidelines for the rurderlying zone. The enclosed building shall be
architecturally designed and shall be compatible with existing buildings
on the site. The enclosed building shall be screened to the greatest extent
possible from any street and/or adjacent properties by landscaping
and/or topography.
The new equipment cabinet will be located within die existing fenced area/equipment enclosure
behind die fire station.
Standards for Equipment Enclosures
According to the FWRC 19.255.020(5):
Standards for equipment enclosures.
(a) Electronic equipment enclosures shall not be allowed within the right-of-
way.
(b) In residential zones, equipment enclosures located above ground on
properties adjacent to the public right-of-way shall meet all applicable
setback requirements for residential development of the underlying
zone. For developed sites m nonresidential zones, the setback
requirements for the equipment enclosure shall be those of the principal
use of the subject property. For undeveloped sites in nonresidential
zones, the setback requirements for the equipment enclosure shall be 20
feet for front, side, mud rear yards. However, for undeveloped sites irn
nonresidential zones, if the applicant call demonstrate that the
equipment enclosure call blend in harmoniously with the existing site
and complement the landscape buffer requirements of the underlying
zone, as determined appropriate by the director of community
development services, the equipment enclosure call be located inside of

The subject area accommodates existing telecommunication facilities and a fire station.
Access/Circulation
The site will be accessed by the existing right of entry. There are no traffic impacts associated with
these types of facilities as they are umnanned and require infrequent maintenance.
FCC Time Period Guidelines
On November 18, 2009, the FCC issued a Declaratory Ruling (FCC-09-99A1) that created periods
of time under the Telecommunications Act (TCA) in which zoning authorities must act upon siting
applications filed by wireless carriers or be in violation of the TCA. Specifically, the timelines are
as follows: ninety (90) days for co -locations and one hundred fifty (150) days for all other sites
including new towers. Please see die FCC Declaratory Ruling 09-99A1 for more detailed
information.
Federal Requirements
Verizon's telecommunication facility will meet or exceed current standards and regulations of the
FAA, the FCC, and any other agency of the Federal government With die authority to regulate
towers and antennas.
Verizon's site will conform to all FAA/FCC regulations, and because die maximum ERP is less
than two thousand (2,000) watts and/or the height of the facility is greater than ten meters (10m),
an environmental evaluation of radio frequency emissions is exempted per CFR Title 47 Part 24,
Subpart E.
Verizon has a license from the FCC to provide wireless telecommunication services throughout
Washington State.

Dear Tiffany,
This report presents a noise survey performed in the immediate vicinity of the proposed
Verizon telecommunications facility at 33414 21st Avenue SW in Federal Way, Washington.
This noise survey extends from the proposed equipment to the nearest properties. The
purpose of this report is to document the existing conditions and the impacts of the acoustical
changes due to the proposed equipment. This report contains data on the existing and
predicted noise environments, impact criteria and an evaluation of the predicted sound levels
as they relate to the criteria.
Ambient Conditions
Existing sound levels were measured on site with a Larson -Davis 820 sound level meter on
July 31, 2007 to determine ambient sound levels. Measurements were conducted as close
to the proposed location as possible and the property lines in accordance with the State of
Washington code for Maximum Environmental Noise Levels WAC 173-60-020. The average
ambient noise level was 67 dBA, due primarily to traffic noise 21 rst Ave SW. The weather
during the measurements was clear and the roads were dry.
Code Requirements
The site is located within the City of Federal Way Zoning jurisdiction on property in use as a
Fire Station. The nearest receiving properties, to the south, are Commercial.
The proposed new equipment consists of equipment support cabinets, which are expected to
operate 24 hours a day.
Federal Way Municipal Code Section 22-956 adopts by reference the maximum noise levels
set forth in WAC 173-60. WAC 173-60-030 identifies properties used for commercial
purposes as Class B EDNA. Under WAC 173-60-040, noise from equipment on a Class B
EDNA property is limited as follows:

Predicted Emergency Equipment Sound Levels
The proposed equipment includes one Ericsson RBS 6102 cabinet. According to
manufacturer data, this cabinet produces a sound pressure level of 55 dB(A) at a distance of
3 feet.
To predict equipment noise levels at the receiving properties, this survey used the methods
established by ARI Standard 275-2010. Application factors such as location, height, and
reflective surfaces are accounted for in predicting the sound level at the nearest receivers.
The cabinet is to be located within an existing equipment lease area on a new concrete pad.
The nearest receiving property is located 50 feet south. There is an existing sound barrier
that will provide some attenuation to this property line. The predicted sound level is shown in
Table 1 below.

As shown in Table 1, the sound pressure level from the proposed cabinet is 24 dB(A) at the
nearest receiving property, which meets the 60 dB(A) noise limit to a commercial property.
Furthermore, this will not contribute to the existing ambient noise levels at the site. No
addition mitigation will be required to meet code.

The State Environmental Policy Act (SEPA), Revised Code of Washington (RCW) Chapter 43.21C,
requires all governmental agencies to consider the environmental impacts of a proposal before making

INTRODUCTION
Verizon Wireless (here after referred to as "Verizon") is a wireless telephone company operating
throughout the United States of America. Verizon is licensed to operate in the United States by
the Federal Communications Commission (FCC). Verizon is currently expanding its network in
the King County area to make available improved telephone service and provide wireless capacity
to its subscribers.
This proposal describes the scope of the proposed project by providing specific information
regarding the project location, zoning, specifications, and required services.
It is Verizon's desire to work with the City of Federal Way to ensure that this project is consistent
with local ordinances and zoning regulations while providing wireless coverage to Verizon's
customers and provide critical communication services for emergency, business, and personal use.
Project Goals
The goal of the Verizon SEA Mirror Lake Site is to upgrade Verizon's existing network to provide

Project Overview
The applicant, Verizon, proposes to modify an existing telecommunication facility located at 33616
21 st Avenue SW (Parcel No. 1321039062) to provide expanded services.
The proposed modification consists of the following: Add two (2) new omni antennas and one (1)
cabinet. Please see Sheet A-1.2 and A-2 for additional information.
Facility Specifications
Antennas - Verizon is proposing to add two (2) new omni antennas. Please see Sheet A-

proposed equipment cabinet will need all applicable requirements.
Screening Standards
According to the FWRC 19.255.020(3):
Screening standards for all PWSFs. PWSFs shall be screened or camouflaged
through employingg die best available tecluiology and design, as determined by the
city. This may be accomplished by use of compatible materials, location,
landscaping, color, stealth techniques such as, but not limited to, artificial trees
aid hollow flag poles, and/or other methods or tecluliques to achieve minimum
visibility of the facility as iriewed from public streets or residential properties. In
addition, the proArisionns for landscaping as oudnned in the use zone charts, FVVRC
Title 9 Diirision VI, Zoning Regulations, sliall apply.
The new antennas will be painted to match the existing fire station. The cabinet will be located
within the existing fenced area behind die fire station.
Standards for Electronic Cabinets
According to the FWRC 19.255.020(4):

(a) Electronic cabinets shall either:
(i) Be placed in a new or existing completely enclosed building. It is the
applicant's responsibility to prove that the maximum size of the
building is the nninimum size necessary to house the equipment; or
Q Be placed above ground in a new or existing equipment enclosure.
It is the applicant's responsibility to prove that the maximum size of
the building is the minimum size necessary to house the equipment.
(b) Equipment enclosures shall be screened iaritln one or a combination of
the folloArinng methods, which shall be acceptable to the city: fencing,
walls, landscaping, structures, buildings or topography which will block
the view of the equipment enclosure to the greatest extent possible from
any street and/or adjacent properties, as determined by the director of

community development services. Screening may be located anywhere
between the enclosure and the above -mentioned viewpoints.
Landscaping for the purposes of screening shall be maintained ill a
healthy condition, pursuant to FWRC 19:125.090(2).
(c) If the equipment cabinet is located w2tliun a new enclosed building, the
building shall conform to all applicable development standards and
design guidelines for the underlying zone. The enclosed building shall be
architecturally designed and shall be compatible Aritli existing buildings
on the site. The enclosed building shall be screened to the greatest extent
possible from any street and/or adjacent properties by landscaping
and/or topography.
The new equipment cabinet will be located within the existing fenced area/equipment enclosure
behind the fire station.
Standards for Equipment Enclosures
According to the FWRC 19.255.020(5):
Standards for equipment enclosures.
(a) Electronic equipment enclosures shall not be allowed ia2thin the right-of-
way.
(b) In residential zones, equipment enclosures located above ground on
properties adjacent to the public right-of-way sliall meet all applicable
setback requirements for residential development of the underlying
zone. For developed sites in nonresidential zones, the setback
requirements for the equipment enclosure shall be those of the principal
use of the subject property. For undeveloped sites in nonresidential
zones, the setback requirements for the equipment enclosure shall be 20
feet for front, side, and rear yards. However, for undeveloped sites in
nonresidential zones, if' the applicant can demonstrate that the
equipment enclosure call blend in harmoniously ivith the existing site
and complement the landscape buffer requirements of the underlying
zone, as determined appropriate by the director of community
development services, the equipment enclosure call be located inside of
the 20-foot setback but outside of the required landscaping buffer of the
underlying zone.
(c) Equipment enclosures shall be designed, located, and screened to
minimize adverse visual impacts from the public right-of-way and
adjacent properties.
(d) Equipment enclosures shall be designed, located, and screened to
minimize adverse visual and functional impacts on the pedestrian
envirorument.
(e) Equipment enclosures and screening shall not adversely impact vehicular

The new equipment cabinet will be located within the existing fenced area/equipment enclosure

Security Fencing
According to die FWRC 19.255.020(6):
Security fencing.
(a) No fence shall exceed six feet in height as stipulated in FWRC
19.125.160(5).
(b) Security fencing shall be effectively screened from view through the use
of appropriate landscaping materials.
(c) Chain -link fences shall be painted or coated with a nnonreflective color.
The new equipment cabinet will be located widen the existing fenced area/equipment enclosure
behind the fire station. There are no proposed changes to the equipment enclosure and/or
fencing.
Existing Use
The subject area accommodates existing telecommunication facilities and a fire station.
Access/Circulation
The site will be accessed by the existing right of entry. There are no traffic impacts associated with
these types of facilities as they are unmanned and require infrequent maintenance.
FCC Time Period Guidelines
On November 18, 2009, the FCC issued a Declaratory Ruling (FCC-09-99A1) that created periods
of time under the Telecommunications Act (TCA) in which zoning authorities must act upon siting
applications filed by wireless carriers or be in violation of the TCA. Specifically, the timelines are
as follows: ninety (90) days for co -locations and one hundred fifty (150) days for all other sites
including new towers. Please see the FCC Declaratory Ruling 09-99A1 for more detailed
information.
Federal Requirements
Verizon's telecommunication facility will meet or exceed current standards and regulations of die
FAA, die FCC, and any other agency of die Federal government with the authority to regulate
towers and antennas.
Verizon's site will conform to all FAA/FCC regulations, and because the maximum ERP is less
than two thousand (2,000) watts and/or the height of the facility is greater than ten meters (10m),
an environmental evaluation of radio frequency emissions is exempted per CFR Tide 47 Part 24,
Subpart E.
Verizon has a license from die FCC to provide wireless telecommunication services throughout
Washington State.

OF ALL CODES AND AUTHORITIES HAVING JURISDICTION.
15. PROVIDE VERIZON WIRELESS WITH A WRITTEN WARRANTY, EFFECTIVE FOR ONE YEAR
AFTER DATE OF ACCEPTANCE, FOR THE COMPLETE INSTALLATION. REPAIR OR REPLACE
ANY DEFECTS ARISING DURING THIS PERIOD AT NO EXTRA COST TO VERIZON WIRELESS.
