We are busy as usual and thank you for the call. I have been meaning to follow-up with Tom Schuck from Fortney Weygandt (copied). Below, the city requires the following items due to the CVS construction. If they are not addressed a code violation will run with the land. 5 ^^ It was a pleasure to working with Gene Kasey of Kasey Construction my interactions 'Were very positive. He gave me schedule when the trees were being shipped from Oregon and Canada. I believe the irrigation lines were broken when fill was placed on top of them after he installed them. I look forward to the opportunity to work with him again. Removed Landscaping Please install Type III Landscaping in Auto -zone's front and side -yard (north) 5-ft. landscape buffers. The contractor removed plants, trees, ground -cover, mulch and soil during construction (see map). These actions were outside of approved building permit scope. • Type III landscaping shall be a mixture of evergreen and deciduous trees interspersed with large shrubs and groundcover. Tree, shrub, and groundcover spacing shall be appropriate for the species type. You must replace with conforming landscaping regardless of what was there previously. Ensure you have 20 tree units per acre on the Autozone parcel and submit a landscape plan show utilities (there were wire sticking out of the ground in Feb.). • Please provide an irrigation plan with your submittal. Fencing Please show fencing proposed on the plans, an elevation, and the location as this is a commercial site. You are exempt from a building permit if the fencing 6 ft. or less. • Per FWRC 19.115.090(1)(f) If utilized, chain -link fences visible from public rights -of -way or adjacent properties, and not screened by Type I landscaping as defined by Chapter 19.125 FWRC, shall utilize vinyl -coated mesh, powder -coated poles, dark color(s), and architectural element(s) such as pole caps and/or decorative grid pattern. ■ Fencing may locate in required yards if not over 6 ft., if greater on the property line. • Plastic slats in chain -link fencing are not permitted. • You may opt for black wrought iron; another applicant is doing this to secure the site. CVS Irrigation Issues • Per FWRC 19.125.090(a) the new plantings shall be maintained and replaced if dying. 3 I observed irrigation pooling in the street tree landscape strip (Public Works), near the dumpster and perimeter landscaping beds SW Campus beside the plaza. It appears several of the irrigation lines are cracked and need replacing per FWRC 19.125.090(2)(b): " irrigation maintenance. All portions of any irrigation system shall be continuously maintained in a condition such that the intent of an irrigation design is fulfilled. Uncontrolled emission of water from any pipe, valve, head, emitter, or other irrigation device shall be considered evidence of nonmaintenance." Driveways ■ We have received complaints from the public about driveways scraping the bottom of cars. We request you resolve this for customers, if it takes re -grading, resurfacing or lengthening the asphalt this must be done. You mentioned Barghausen did a site visit and thought there were no issues. On my site visits I found issues in the city car. Please contact Kevin Peterson, Kevin.Peterson@cityoffederalway.com for more information. Other • Please confirm the climbing vines are installed on the trellises. If not I will inspect those during my Autozone inspection. Submittal Submit 3 copies of a new landscape plan with planting requirements prepared by a registered landscape architect. You can resubmitted under commercial building permit file no. 15-105936-CO. Please re -submit in person to the Permit Center with the attached resubmittal form. (without this form your materials may be disposed). As discussed you do not need to submit a Use Process III revision in this instance. Let me know if you have any questions. Sincerely, L. During construction, the contractor performed unauthorized earth work and removed Type III landscaping' (required tree units in the Neighborhood Business zone, large shrubs and groundcover) from the AutoZone located on tax parcel 132103-9100. The Department sent you a letter on July 6, 2017, outlining the voluntary correction requirements (file no. 17-10176-00-VO). In response, you submitted a landscape buffer replacement plan on July 26, 2017, prepared by Barghausen Consulting Engineers; approved by Planning on August 8, 2017. LANDSCAPE INSPECTION On October 30, 2017, planning staff inspected the repaired areas. Accordingly, the replacement landscaping complies with Federal Way Revised Code (FWRC) Chapter 19.125 'Outdoors, Yards and Landscaping' minimum requirements. The voluntary correction file is hereby closed. CLOSING This letter shall not waive compliance with future of City of Federal Way codes, policies, and standards relating to this proposal. We are busy as usual and thank you for the call. I have beenm aning to fall -up with Um Schuck from Fortney Weygandt (copied). Below, the city requires the following items due to the CVS construction. If they are not addressed a code violation will run with the land. It was a pleasure to working with Gene Kasey of Kasey Construction my interactions were very positive. Please provide an irrigation plan with your submittal. Fencing Please show fencing proposed on the plans, an elevation, and the location as this is a commercial site. You are exempt from a building permit if the fencing 6 ft. or less. Per FWRC 19.115.090(1)(f) If utilized, chain -link fences visible from public rights -of -way or adjacent properties, and not screened by Type I landscaping as defined by Chapter 19.125 FWRC, shall utilize vinyl -coated mesh, powder -coated poles, dark color(s), and architectural element(s) such as pole caps and/or decorative grid pattern. Fencing may locate in required yards if not over 6 ft., if greater on the property line. o Plastic slats in chain -link fencing are not permitted. ■ You may opt for black wrought iron; another applicant is doing this to secure the site. CVS Irrigation Issues • Per FWRC 19.125.090(a) the new plantings shall be maintained and replaced if dying. ■ I observed irrigation pooling in the street tree landscape strip (Public Works), near the dumpster and perimeter landscaping beds SW Campus beside the plaza. ■ It appears several of the irrigation lines are cracked and need replacing per FWRC 19.125.090(2)(b): " irrigation maintenance. Please contact Kevin Peterson, Kevin.Peterson@citvoffederalway.com for more information. Other Please confirm the climbing vines are installed on the trellises. If not I will inspect those during my Autozone inspection. Submitltal f • Submit 3 copies of a new landscape plan with planting requirements prepared by a registered landscape architect.
