The proposal includes a change of use of the Extended Stay Hotel to use as permanent supportive housing with 86 efficiency dwelling units. Interior improvements include offices, gathering room, TV room, warming kitchen, and laundry facilities. Minor upgrades to the site include revisions to the surface parking and new covered outdoor open space. Pursuant to Federal Way Revised Code (FWRC) 19.15.045 and 14.10.020, within 28 days of receiving an application, the city shall determine whether all information and documentation required for a complete application has been submitted. NOTICE OF COMPLETE APPLICATION Please consider this correspondence a formal Letter of Complete Application. Pursuant to FWRC 19.15.045 and 14.10.020, the application is deemed complete as of February 22, 2024. This determination of completeness is based on a review of your submittal relative to applicable requirements referenced within FWRC 19.15.040 and 14.10.020. The submittal requirements are not intended to determine if an application conforms to city codes; they are used only to determine if all required materials have been submitted. A 120-day time line for reviewing the Process III application has started as of this date. The city’s development regulations allow the department 120 days from the date that an application is deemed complete to act on the application. However, the 120-day time line will be stopped any time the city requests corrections and/or additional information. You will be informed of the status of the 120-day time line when you are notified in writing that corrections and/or additional information are needed. NOTICE OF APPLICATION/OPTIONAL DNS Formal processing and review of your applications will now begin. A Notice of Application and Optional DNS (NOA/DNS), enclosed, will be posted on the city’s website, posted on-site by the applicant, published in the Federal Way Mirror, and mailed to the persons within 300 feet of each boundary of the subject property within 14 days of this letter, pursuant to FWRC 19.65.070(2) and 14.10.040. The department also has the responsibility to notify other agencies that may have jurisdiction over your development project or an interest in it. The department is issuing the notice under the optional DNS process and will use a single integrated comment period to obtain comments on the notice of application and the likely threshold determination for the proposal. Further posting instructions and the notice board will be available for pick-up at Will Call at the Permit Center/Receptionist Area on the 2nd floor of City Hall on March 1, 2024. CLOSING The Development Review Committee (DRC) staff will continue to review the proposal and will prepare initial technical review comments that will be forwarded to you in a separate correspondence at a later date. Technical review comments may result in a request for additional information and revisions in order to comply with applicable code requirements.
