Per the Januaiy 11, 2019, queuing data provided by Starbucks, the 950, percentile queues for the AM hour is anticipated to be about eight vehicles, or 160 feet. The on -site drive -through storage must be designed to accommodate the expected queue length of 160 feet. 17. Traffic impact fees for the project will be calculated based on the fee schedule in effect at the time a completed building permit application is filed, and must be paid prior to permit issuance. Community Design Guidelines - The plans have been revised as follows: Site changes include addition of two benches to the SE plaza, (Starbucks will provide the tables and chairs for the SW plaza) four trash receptacles have been added to the plan, a pedestrian crossing form main entry plaza entry area has been added. Parking next to building south sidewalk has been shifted east to accommodate the walk width. Building design changes — North - This wall is less than 60ft wide. It is totally screened from the north by evergreen trees and the neighbor's fence. We have added landscaping between the drive -up lane and the building. Masonry wall has CMU base and brick has recess +d courses for a reveal/banding pattern. This masonry design is existing on all sides of the buil Ing. South - This wall is less than 60ft wide. New 6 deep canopies are shown over the main entrance to the coffee shop and over the new entry and stor front for the 2nd tenant. Modulation is provided by the vertical elements of the main entry and the rocessed entrances and storefronts. West - 6ft deep canopi are pr ded over 0 6 of wall length and the modulation of the wall is provided by the 1 Ide by deep projection of the drive -window. We have a new large window being adding south of the drive -up and there is a landscape base between the drive -up lane and the building wall. In addition, there is a 5ft wide landscaping strip on the west side of the drive -up lane that includes shrubs and trees to soften view from the west. East - This wall has just under 50% glass, but it is spaced in such a manner as to appear to be more. Current zoning is Neighborhood Business (BN). The improvements were permitted by the City of Federal Way and constructed in 1992/93. Access is from SW 339th St and by a drive connection to adjacent parking areas to the east. SW 339th is a private access/egress drive that also serves retail uses to the east. 215t Ave SW is improved with street frontage consisting of curb and gutter, about 2.5ft of planter strip and a 4.5ft wide sidewalk.) The site has sewer and water service from Lakehaven Water and Sewer. There are two existing meters, one for irrigation. It is not expected that new water or sewer service will be needed. There is a fire hydrant in the south yard landscaping. The existing building is wood frame construction with a floor slab on grade. 18ft high exterior perimeter walls are clad with standard size face brick veneer in a light tan color with horizontal bands made by recessing some masonry courses. The base of the building is defined by about 28" of split face CMU with a cast top cap. Windows are recessed with a precast lintel beam. Windows are clear glass with natural color anodize aluminum frames. Exiting roof top HVAC units are screened by a 2ft + high parapet. The building entrance features a glass faced gable roof that extends north over what was the main lobby of the bank. This roof has skylights that effectively provide volume and daylighting to the space. Construction Type -is VB. He building does not have a fire sprinkler system. PROJECT PROPOSAL The, project consists of converting the former bank use to a two tenant building. A coffee shop of about 2,194 sf gross area and a credit union office of about 1,810 sf gross area. The coffee shop will utilize the existing drive -up lane(s) around the north side of the building and modify the existing bank type drive up window to accommodate the new use with a single drive up lane. Other changes to the building will consist of revising the current main entry to open the area up to allow more parking and an outside pedestrian plaza near the entry, and new canopies at the coffee shop entry and over the adjacent windows to the east of the main entry. One of the existing windows on the south wall will become a new entry for the office use. New parking stalls near the entrances and added in the front yard will increase parking to 39 stalls. No addition floor area will be added to the existing building. The existing drive-thru roof that extends into the west yard will be removed. A new large window will be cut into the west wall. r- �U New or restored landscaping will be provided as required at the perimeter, the parking islands or peninsulas, and as shown on plans and required for walls longer than 60ft and to screen the drive-thru window lane. Community Design Standards- Fagade modulation and screening standards - Regarding walls longer/wider than 60ft applies only to the east and west walls since the south and north walls are less than 60ft in width. The south fagade will have the primary entrances, a pedestrian plaza of over 200sf and canopies over the entries and window areas. The north fagade is barely visible from 21st Ave SW and that view will be screened ,by new landscaping in the front yard. The east fagade is longer than 60ft but has more than 50% of the width in windows. This fagade will also have a pedestrian plaza/ patio of over 200sf plus new Type IV -landscaping along the fagade. The west fagade has a modulation element that is 4ft deep and 13ft wide by the full wall height. Since the drive-thru lane does not allow more than about 5ft of landscaping next to the building wall, the proposal is for the combination of the Type III landscape buffer strip and Type III landscaping along the building wall would be equal to eight feet of Type II landscaping. Utilities - The existing utility box in the front yard will be screened with Type I landscaping. Building Orientation - The building front and primary entrances face SW 339th, the entry street. Pedestrian Circulation - The existing pedestrian path from the building to the sidewalk on 215t Ave SW will be reconstructed where it crosses the drive aisle in the west yard. The pathway will be constructed of exposed aggregate concrete. New pedestrian plaza/patio areas will be concreter with a broom finish to match existing sid�alks in the side. Comprehensive Plan & Zoning De ignation — The zoning district and Federal Way Comprehensive Plan designation is Neighborhood Business (BN). The proposed office/retail use and fast food restaurant with drive -through (fast food) are permitted in this zone under FWRC 19.215.010 and 19.215.020. The proposal located within the Twin Lakes Commercial Subarea Plan and node is the largest neighborhood business area of zoning in the city. 3. Environmental Revieav —The proposed improvements are exempt from environmental review. No new gross floor area or parking stalls exceed threshold exemptions of FWRC 14.15.030(1)(c). 4. Critical Areas — The site is in the 10-year critical aquifer recharge area. As a condition of approval, a Hazardous Materials Inventory Statement shall be submitted by the tenants at the time of construction permits �- 5. Change of Use —The proposal is a change of use from a bank to two tenant spaces for fast food and retail. The tenant for Suite B is undetermined at this time, but shall be limited to the office/retail uses in FWRC 19.215.010. The city has reviewed the proposal for compliance with use -specific provisions including, but not limited to, parking, bulk zoning regulations, surface water quality improvements, and the Community Design Guidelines. The proposal meets zoning regulations as noted below. 6. Maximum Height— The height of the building is approximately 21 feet above average building elevation. The height of the structure is below the 35-foot height maximum in the BN zone. The building is an existing structure and no additional gross floor area is proposed triggering compliance with FWRC 19.30.090 and the bulk dimensional requirements in the BN zone. 7. 1'arking— Pursuant to FWRC 19.215.010-020, fast food restaurants require 1 parking stall for every 80 square feet of gross floor area and office/retail requires 1 parking stall for each 300-square feet of gross floor area. The existing building is 4,004 square feet and requires 34 spaces (fast food - 2,194 square feet and office/retail - 1,810 square feet). The applicant proposes 39 parking stalls, exceeding the minimum. 8. Landscaping — Per FWRC 19.125.060(5), Type III perimeter landscaping is required for the north, south, east, and west property lines, and surrounding the outdoor garbage enclosure on the northwest corner. The planting plan details Type III landscaping along all property lines at least five -feet in width meeting city standards. Final occupancy is subject to a Planning Division final inspection. As a condition of approval, the applicant shall schedule a final landscape inspection. 9. Comurreng — The city's Traffic Division reviewed the applicant's concurrency application (18-105878-00- CN) for a coffee -shop with a drive -through and bank and concluded the proposed development will generate 25 new PM peak hour trips. The Traffic Division noted that all intersections impacted by one or more weekday evening peak hour trips from the proposed development will meet the level of service standards with programmed improvements. A Capacity Reserve Certificate was issued April 1, 2019. 10. i Transportation Impact Fee — In order to mitigate the impacts of new development on the city's street infrastructure, the applicant will be subject to the transportation impact fee (TIF). Street Improvemenir — The applicant is required to install street frontage improvements along 215t Avenue SW as part of this proposal per right-of-way modification application 18-103466-SM. The modified street section, corresponding to the ity Standard Street Section Type `E,' shall contain: • Retain the existing curb and gutter in its current location and alignment; • Install a six-foot wide planter strip (with street trees, and street lights), and construct the required eight -foot sidewalk behind the new planter strip; and • Adequate right-of-way exists along your property; additional dedication will be required. 12. Access — The proposal will use an existing access to SW 3391h Street (which is a private street). No new access points are proposed onto 211, Avenue SW. 13. Solid Waste and Recycling — The existing garbage enclosure and containers will meet current stormwater requirements, and are reviewed at the time of construction permits. The applicant proposes improving the landscape screening around the storage area. The future tenants shall install dumpsters with covers in the existing enclosure. 14. Stormzvater—The proposal meets the flow control and water quality standards in the 2016 King Couny Surface Water Design Manual (KCSWD1Vl and Ciy of Federal Way Addendum. 15. Community Design Guidelines — The proposed coffee -shop and bank complies with the provisions of FWRC Chapter 19.115, "Community Design Guidelines" that are reasonably related and applicable to the area of development as detailed below. a. Building Design — The building primary entrance is located on the north facade but is clearly visible from the right-of-way, 21st Avenue SW, and SW 339th Street. Landscaping and a pedestrian plaza help define the suite entries. Methods of articulation and accessory elements are incorporated in the overall architectural design. Windows along the north and east facade, foundation landscaping, and variation in materials are all used to articulate blank walls. The north, south, east, and west building facades, which are longer than 60 feet and visible from a right-of-way, have incorporated "two of four" facade treatments. These treatments include canopies, facade modulation, and trellises. b. Surface Parking Lot— Directional pavement markings as proposed and drive -through revisions have been reviewed the by the Traffic Division. c. Pedestrian Circulation —Two new pedestrian walkways are incorporated in the design from the main entrance to 21st Avenue SW, and from the main entrance to SW 3391h Street. A spill coming from material (such as waste oil) stored in or near the trash enclosure The situations in scenario "A" (leaking containers and managing runoff) are the foundation of your Spill Prevention Plan, and will be managed by using best management practices selected from the checklists that follow. This is consistent with the arrival patterns associated with a drive -through. Data utilized in the calculations is Starbucks data collected over six months from Jan -June 2018, 7-9 AM M-F, for all US drive -through locations. This data shows an average service rate for Starbucks drive -through as 4.1 minutes. Anticipated drive -through queues are estimated to be approximately 5 vehicles, or approximately 100 feet, on average. The 951h percentile queues show that queues could reach 8 vehicles, or approximately 160 feet, during the AM peak weekday hour. During the weekday peak PM hour, the 50th and 95th percentile queues are estimated to be 2 vehicles and 5 vehicles, respectively.
