RE PHS Non-Motorized SEPAStacey,
The SEPA is supposed to cover both Phase 1 and 2. The NEPA does cover both phases. It is a bit of a different project as we have 4 different Federal Aid grants that are being distributed
at different times. We have a grant for design cost, and a second for right of way that cover both phases of the project so we had to have the NEPA cover both phases. We have two different
grants for each phase of construction, but we don’t get the Phase 2 funds until 2026.

both Phases (as indicated in the Adoption of Existing Environmental Document form). Many of the submitted materials discuss/show both phases.
