STATE ENVIRONMENTAL POLICY ACT
DETERMINATION OF NONSIGNIFICANCE (DNS)
AND ADOPTION OF EXISTING ENVIRONMENTAL DOCUMENT
Pacific Highway Non-Motorized Corridor—South 308th Street to South 288th Street
FILE NO: 24-100477-SE
Proposal: Construction of a shared-use path along the Pacific Hwy S
corridor from S 308th St to S 288th St. The non-motorized improvements
will consist of a path/trail that for portions of the alignment will parallel
the roadway and portions will be located within the (partially unopened)
right-of-way for 16th Ave S. The segments of the trail located off-roadway
will include pedestrian-scale illumination for safety. The project will
include traffic calming, signal modifications, pedestrian crossing
improvements, compact roundabout, pedestrian scramble phase, and bulb-
outs. The project will be constructed in two phases. Phase 1 of
construction is programmed and will be on 16th Ave S from S 304th to
Dash Point Road. Phase 2 will be programmed in the future and include S
308th St to S 304th St and Dash Point Rd to S 288th St. This is a multi-year
project, and the programming reflects the funds available within the span of
the regional TIP.
Proponent: City of Federal Way Public Works Department
Location: The west side of Pacific Hwy S, starting at S 308th St then
transitions to the west side of the 16th Ave S corridor in front Federal Way
High School to from just south of S 304th St to S Dash Point Road. At S
Dash Point Rd (SR 509) the trail converts to the east side of Redondo Way S
on the north side of S Dash Point Rd for approximately 400 feet then
transitions to unopened 16th Ave S right of way and property to be acquired
to S 288th St.

We have identified and adopted this document as being appropriate for this proposal after independent review. The
document meets our environmental review needs for the current proposal and will accompany the proposal to the
decision-maker
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the
environment, and an environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision
was made after review of a completed environmental checklist and other information on file with the lead agency. This
information is available to the public on request.

This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date
below. Comments must be submitted by 5:00 p.m. on March 22, 2024. Comments can be submitted to the Department of
Community Development (33325 8th Ave South, Federal Way, WA 98003 or planning@cityoffederalway.com).

Unless modified by the city, this determination will become final following the above comment deadline. Any person
aggrieved of the city’s final determination may file an appeal. Anyone may appeal this determination to the Federal Way
City Clerk (address below), no later than 5:00 p.m. on April 12, 2024, by a written letter stating the reason for the appeal
of the determination, along with the required appeal fee. You should be prepared to make specific factual objections. All
appeals shall contain a specific statement of the reasons why the decision of the responsible official is alleged to be in
error.
