Dear Mr. Bucich:
I am in receipt of your October 17, 2007 request, to perform invasive weed removal and install native
plantings and site stabilization within the Hylebos Creek stream buffer and associated wetlands at City
owned property. The subject property is located generally in the 37100 block adjacent to the east side of
Pacific Highway South. Your request for invasive weed removal and replanting with native vegetation is
hereby conditionally approved.
Your letter lists several actions proposed to eliminate invasive plant species presently located in the
stream buffer and associated wetlands, and restore riparian habitat. Proposed tasks include:
• Hand removal of blackberry brambles, morning glory and other invasive weeds.
Install jute'matting, and plant willow, red osier dogwood, black twinberry and pacific
ninebark along both sides of the stream as shown on the planting plan submitted with
your request.
Install weed control fabric to suppress weed growth in other disturbed areas.
The Director of Community Development Services may permit rehabilitation of a stream by requiring
removal of non-native vegetation, based on review of the plan, proposed corrective actions, performance
standards, monitoring schedule, and planting plans as necessary pursuant to Federal Way City Code
(FWCC) Section 22-1311, "Rehabilitation. " Your letter demonstrates that as conditioned, the tasks
proposed to remove the invasive weeds and install native vegetation would meet the rehabilitation standards
of FWCC Section 22-1311.
Work proposed by your October 17, 2007 request, is hereby conditionally approved as noted below:
1. A brief monitoring report shall be submitted to the Department of Community
Development Services one year following stabilization and planting of the site. The
report shall address the stability of the site and success of planting and success of
invasive weed eradication.

The tasks listed above are considered maintenance and are therefore exempt from environmental review
under the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(3).

As we discussed the other day, the Friends of the Hylebos are conducting some invasive weed removal efforts
on the SWM property along SR 99 formerly owned by the Kim's. This site abuts the WSDOT restoration site,
Spring Valley Ranch, and contributes some flow to the old channel. Below is a description of the work and I will
bring over a graphic depicting the weed eradication areas and plans for stabilization and native planting.
Project Description:
The Friends of the Hylebos are conducting invasive weed removal on City property, formally known as the Kim
Property. Blackberry, morning glory and other invasive weeds are being hand removed between the existing
pond and the wood fence which runs long the east property line. A small unnamed stream/ditch runs along just
inside the east property line.
Jute matting will be laid & staked along both sides of the stream and will be planted with live staking (willow,
red osier dogwood, black twinberry and pacific ninebark). See Planting Plan for further detail.
Weed control fabric will be laid and staked in the other disturbed areas to suppress weed growth. Weed control
fabric will be left in place for approximately two years, before this area is replanted.
