MEETING MINUTES

CALL TO ORDER
Chair Dovey called the meeting to order at 5:30 pm.
2. APPROVAL OF MEETING MINUTES
The minutes of February 28,2005, and March 7,2005, were approved.
3.
PUBLIC COMMENT
Nancy L. Evans - She is representing the residents and management of Belmor Mobile Home Park. She
read the Committee a letter and gave them a copy. The letter is about the City Center Access Study and
states that they are opposed to the 1-5 exit proposed for South 324th Street and outlines their reasons why.
They are concerned about the traffic on South 324th Street and how it is already dangerous to cross. They
feel that the elimination of the blind curve from 23rd Avenue South will lead to faster speeds on South
324th, making it even more dangerous to cross. They feel the traffic will become worse with the addition of
the multi-plex at The Commons. Additional traffic onto 324th will be bottle-necked at the already-crowded
Pacific Highway South and will lead to more people using Celebration Park as an alternative. Finally, an
exit at South 312th Street or South 336th or 348th would better serve business in those areas, which are just
as important as the businesses located in the city center.

BUSINESS ITEMS
A. City Center Access Study - Feasibility Study Completion - Ms. Zukowski went over the background on this
project. The Feasibility Study is now complete and the decision needs to be made as to whether to approve moving the
two options forward for further, more specific study (environmental review, preliminary engineering, and an Access
Point Decision Report [APDR]).
H. David Kaplan - He is a member of the Stakeholder Team. He commented that we need to realize that
coming as far as this point is a victory. He urges the Committee to move the two options forward for further
study. He stated that less than one tenth of one percent of the citizens of Federal Way attended the open
houses on this issue. Further study would allow further opportunities for public comment. He asked the
Committee to consider some sort of improvements on South 324th Street as soon as possible to help the
residents of Belmor Mobile Home Park.

Bob Griebenow - He is a member of the Stakeholder Team. He commented that the City has a problem, but
there is no easy solution. These are two good options that should be studied further. They can be altered as
needed.
The Committee discussed funding for the project. Staff has a rough estimate of three million dollars for the next phase of
the project. The City has $200,000 budgeted to use to match a grant, which is actively being sought. It is estimated that
the next step will take about two years. In regards to the Belmor Mobile Home Park traffic issues, staff is working with
them and may have a proposal for the Committee in a few months. It was m/s/c to recommend approval of moving the
Mod. 1 Option (South 320th/South 312th Braided CD option) and Mod. 2 Option (South 324th¡South 320th Full Access
option) forward for further study and to place this issue on the April 5, 2005, City Council Consent Agenda.
B. On-Street Parking of Commercial Vehicles in Residential Zones - Staff has brought this issue back to the
Committee in order to present the results of research the Committee requested. One question the Committee had was if
parking was not allowed in residential zones, where could owners park their vehicles? Mr. Perez presented the
Committee with maps showing the areas where parking would be allowed. He commented that this would leave
approximately three miles for parking. In regards to researching covenants for their requirements, Mr. Perez stated that it
would take approximately 160 hours of staff time to perform this research. Chair Dovey replied that he has discussed this
research with Public Works Director Cary Roe and decided it was not worth the amount of time it would take to do the
research. Finally, the Committee has asked what kind of effort has been made to inform those in newly annexed areas
about this proposed code amendment. Mr. Perez replied that he is not aware of any effort made in the past to inform
newly annexed residents about the differences in codes, but staff can do that if so directed.
Wally Aikala - He showed the Committee a Power Point presentation of commercial vehicles in residential
areas. His presentation stated that people are parking commercial vehicles on the street on a regular basis
causing: 1) traffic hazards; 2) danger to children; and 3) reducing property values. In addition, they are
unsightly and the existing code is difficult to enforce due to time limits. His presentation included pictures
of commercial vehicles parked on residential streets. In response to a comment made at the last meeting
regarding the possibility of commercial vehicles parking in front of City Hall because they cannot park in
residential zones, Mr. Aikala stated that if it is wrong for commercial vehicles to park in front of City Hall,
it is really wrong for them to park in residential neighborhoods.
Marie Scicqua - She supports the staff recommendation. She feels the traffic code should support the
zoning code, which was recently changed to restrict parking of commercial vehicles on private property.
She spoke to Code Compliance Officer Martin Nordby who said that if a home occupation application
states they have a commercial vehicle, that application is denied. This leads her to believe that many of
these commercial vehicles belong to unregistered home occupations. She had refined Mr. Perez's matrix
and gave the Committee copies of her matrix. She also had pictures of commercial vehicles parked in
residential neighborhoods.
Jean Atwell- The question had come up at the last meeting as to whether this is a large problem, or a small
one affecting just one or two houses. She went around the City and found many examples of commercial
vehicles parked in residential neighborhoods (and showed pictures of them). As far as where they will park,
she has a fÌiend who drives a truck for a living and he is able to park his vehicle where he works, so surely
this is a possibility for other commercial vehicles.
Richard Keltner - He commented that the slides should make the point that this is not an isolated problem.
He imagines that a potential buyer would be put offby a commercial vehicle parked close by the home they
are considering. Something needs to be done so that these commercial vehicles are not parking in
neighborhoods.
Planning Commissioner Lawson Bronson - He stated that while he understands the arguments against it, he
feels that people should be able to park their commercial vehicles anywhere on their property or the public
street so long as it is not a danger to others. Owners of commercial vehicles have rights as well. Another
problem he sees is where will this stop? Will the City next restrict parking of recreational vehicles?
Chairman Dovey commented that he wanted to clear up a misconception. He had made the comment at the last meeting
about the possibility of commercial vehicles parking in front of City Hall in order to emphasis the concern over where
would they be able to park, not because he was worried about how it would look.

When asked if there was any way other than restricting the parking to resolve this issue, Mr. Roe commented that the
police are willing to perform emphasis patrols of any area that may be a problem. If a commercial vehicle is parked in a
residential neighborhood after midnight, the police will first give a warning and if it happens again, will ticket them. The
Committee has not come to a clear conclusion on this matter, but considering the amount of time spent on it, feel that it
should be resolved. It was m/s/c to move this issue forward to the April 5, 2005, City Council Business Agenda for First
Reading so that a decision can be made on whether to prohibit on-street parking of commercial vehicles in residential
zones, increase the hours of restriction of such parking, or to take no action.
C. Signs in Sports Fields Code Amendment - It was m/s/c to recommend that the full Council adopt an ordinance
approving the proposed code amendments allowing signs in sports fields as recommended by the Planning Commission,
and to place this item on the April 5, 2005, City Council Agenda for First Reading.
D. Countrywide Planning Policies - The City has received a request from King County to review and ratify
amendments to the King County Countywide Planning Policies (CPPs). The proposed amendments do not impact the
City of Federal Way. It was m/s/c to recommend that the full Council adopt the amendments to the King County CPPs as
recommended by staff, and to place the item on the April 5, 2005, City Council Consent Agenda.
E. Signs in the P AA Follow-Up - At their last meeting, the Committee had requested staff research some issues
(including a sign incentive program) in regards to signs in the Potential Annexation Areas and return with a report. It was
m/s to delay a decision to create a sign incentive program and to fully abate the signs in the recently annexed areas until
the sign inventory is completed. It was m/s/c to amend the motion to state that the sign inventory will be completed

FUTURE MEETINGS
The next scheduled meeting will be April 4, 2005, when the issue regarding opening up 376th Street will be discussed.

Lloyd Enterprises, Inc. Request for Amending the Designated Truck Route Ordinance
POLICY QUESTION:
Should FWCC 15-183 Designated Vehicle Routes be amended to include additional Streets?
BACKGROUND:
Federal Way City Code Section 15-183, designates truck routes (vehicles rated in excess of 30,000 pounds gross
weight) only on streets with Principal Arterial classification. This truck route designation was established in 1991, via
Ordinance 91-103 and was amended in 2000, Ordinance 00-365.
A letter from Lloyed Enterprises, Inc. dated February 22, 2005 (see attached letter) was addressed to Council Member
Jack Dovey and copied to all Council members. The letter requests that S 373rd /S 376th Street corridor between Milton
Road and Pacific Highway South be designated as a truck route.
At the Februqry 28, 2005 Land Use and Transportation Committee meetin~, the Committee requested staff to present
Lloyd Enterprises, Inc. Letter requesting the designation of S 373rd /S 376 Street corridor between Milton Road and
Pacific Highway as a truck route for committee direction.
To assist the committee in evaluating Lloyds Enterprises, Inc. request, staff suggests the committee consider the
following issues in making their decision on amending the designated Truck Route ordinance:
1. Hylebos creek bridge capacity. The existing Hylebos creek bridge capacity is unknown and should be
determined before this request is approved. The cost of the bridge capacity evaluation is estimated at $2,500.
2. Roadway pavement section evaluation. The roadway pavement section for every street within the corridor
should be evaluated for the additional loading and the short and the long-term impacts to the roadways. The
cost for this evaluation is estimated at $3,700.
3. Analysis of potential intersection improvements for the following locations:

8th Avenue South and S 373rd street intersection sight distance
Milton Road and S 376th Street intersection sight distance

Estimated cost for this analysis is $6,000.
4. Possible neighbors/public opposition to this proposal. Staff suggests that a neighborhood meeting be held to
identify and address any potential public concerns with this proposal.
OPTIONS:
I. Direct staff to request from Lloyd Enterprises, Inc. the necessary funds to conduct the above listed analysis so
the City can comprehensively evaluate their request and identify any required improvements.
2. Direct staff to spend City funds to conduct the above listed analysis so the City can comprehensively evaluate
their request and identify any required improvements. No City funds are currently budgeted to perform the
analysis.
3. Not approve Lloyd Enterprises, Inc request for designating S373rd/S376th Street corridor between Milton
Road and Pacific Highway South as a truck route.
4. Direct staff to evaluate any other option or alternative that the committee deems appropriate.
STAFF RECOMMENDATION:
As this is a policy issue, staff is not making a recommendation, but rather seeks direction on how the committee would
like to proceed.

Dear Council Member Dovey:
I am writing to request that you review the possibility of re-opening 375th/376th street to truck traffic. If,
upon your review, you find that the action may be feasible, I would ask that you take this request to the
Land Use and Transportation Committee for further review and approval.
Lloyd Enterprises used this access to highway 99 for a number of years. In approximately 1992, for no
apparent reason, weight restrictions were placed on the road and we were no longer able to access 99 to
go south out of our pit. When our company requested reconsideration from the City administration, we
were denied. We were advised at the time, from people behind the scenes, that the action was strictly
political. We learned, over the years, that this was in fact the case.
Lloyd Enterprises is at a complete disadvantage when it comes to bidding jobs south of Federal Way,
due to the added truck times that we must figure into our bids. We have lost as many as 200 jobs, since
the ban was put into place, due to the non-competitive position we are in. In the Fife industrial park as
example, which is approximately 10 minutes from our facility, we have virtually been eliminated due to
non competitive pricing. From the top of our pit to the same point on highway 99 it takes one of our
trucks twenty (20) to thirty (30) minutes to commute through the Costco, Lowes, 348th (Triangle
Quadrant) and back down 99. During the summer when Six Flags is open these times are even more.
When the construction begins on the Opus project, one can only guess what additional delays will be
encountered. One of our trucks equals four (4) to five (5) vehicles parked in the same spot. These
trucks are added to the traffic snarl each and every day in the Triangle Quadrant.
As far as adding more truck trips on Federal Way roads is concerned, it will be six of one and a half
dozen of the other. Using our existing business we would add no trips, only re-distribute them.
However; we would be able to improve our efficiency and be able to possibly add two (2) to three (3)
additional trips per day per truck, depending on the job site location. What would that do for the City
of Federal Way? It would allow us to be able to pick up more jobs during the year adding to our
revenue and increase the taxes paid to the City.
What is the down side? Very few, but what there are can easily be addressed. There is a comer that a
laurel hedge has grown to approximately 15 feet that needs to be cut down to improve the sight distance.
This should be done no matter what. All vehicles must pull out into the intersection in order to see if
traffic is approaching. Local traffic going through this intersection, which include trucks (local
deliveries) and school busses are at risk. The Hylebos creek passes through the valley and experiences
some flooding due to the low height of a small bridge. The bridge is a very substantial bridge but due to
the small opening under it flooding will occur during high rain levels. Within the next year or two the
Hylebos is going to be rerouted and a new higher bridge is to be installed which will eliminate the

(cont.) flooding problem. One corner, the same one as the laurel hedge is at, has a sharp turn. One
might think that trucks would have a hard time maneuvering around it. We, as stated earlier, used this
route for years and had absolutely no problems with the corner. Trucks are much more maneuverable
today than they were even five (5) years ago. This is not a problem. Local delivery trucks, including
ours, do it daily. What is the integrity of the infrastructure, road base, on 375th and 376th? Actually it is
better than that of Milton Road (5th Ave). It is a very good road and I don't see that adding the trucks
will affectthis road in any way. How many trips per day would we using the road? Some days may be
as few as none. If our business takes us north, west or east we would continues using the existing route.
If we are going south, the possibility exists that thirty (30) to forty (40) trips would be using corridor.
What effect would opening the route back up have on the quality of life for the neighbors. The entire
route has limited residential frontage. Only six or seven homes ingress/egress on to the corridor, yes it
would effect them slightly. The 376/375th road is also used to access the Spring Valley Montessori
school. The school sets back off and away from the route. The A.M and P.M traffic would have to be
considered by our drivers. While not a problem it is a little bit heavier because this is a complete car
pool school. No busing is utilized by the school. However, our trucks normally complete there runs
around 3 P.M. and we could miss a lot of this P.M. traffic.
A concern for Federal Way is the problem with the City of Milton. Why won't they let the trucks go
south on Sth Ave. This has been addressed as a condition in our master plan approval and we have an
agreement with the City of Milton and the City of Federal Way to improve 5th Ave when we hit a bench
mark in the build out of the business park. This should take place within the next seven (7) to eight (8)
years. When the improvements occur, trucks will be able to go south out of our facility. Ifwe build out
the commercial and industrial earlier, the improvements will occur sooner. Currently, 5th Ave can
barely handle car traffic due to the degradation of the road.
If you require further information or clarification please do not hesitate to call and I will respond
immediately.
If, after the Land Use and Transportation Committee agrees with the request, by copy of this letter to all
Council members and Cary Roe, Public Works Director I am formally requesting, that the full Council
repeal the weight limit and open up the corridor for truck use.
