Those requirements are listed below and enclosed with this letter as noted. Key sections of the Federal Way City Code (FWCC) are referenced and enclosed, or were provided to you at the meeting. The items listed below do not include all regulations applicable to your project. In preparing a formal land use application, all pertinent portions of the FWCC must be consulted. PLANNING DIVISION — Jane Gamble, 253-661-4120 1. Short Plat Process— Pursuant to FWCC Division 5, "Short Subdivision Plats," short plat applications are administratively processed through the Department of Community Development Services under FWCC Section 20-83 et al. The administrative review process requires that the Director of Community Development Services issue a decision on the short subdivision request. Public notice of the complete short plat proposal is required per FWCC Section 20-90, and a 14-day public comment period is provided. However, no public hearing will be required. Short plat filing fees are $1,611.00, less the $321.00 preapplication fee. Please be aware that city fees will be increasing as of January 2, 2002. A Master Land Use application, short plat handout, and code sections are enclosed. 2. State Environmental Policy Act (SEPA) — The proposed short plat is within the Jeannette Soundview Tract subdivision, established in 1947. Given the age of the subdivision, it is determined that the subject property was never subject to SEPA review as part of a formal plating process. Gian & Indedit Singh Page 2 November 21, 2001 Pursuant to FWCC Section 18-143, when a property contains an environmentally sensitive area regulated under FWCC Section 22-1223, then a short plat application for that property is subject to SEPA regulations. The eastern portion of the subject property appears to be within 25 of an environmentally sensitive area, in the form of a geologically hazardous area (GHA). FWCC Section 22-1 (enclosed), defines a GHA as the following: a. Erosion Hazard )krea b. Landslide Hazard Area c. Seismic Hazard Area d. Steep Slope Hazard Area For your information, the code defines a steep slope hazard area as an area with a slope of 40 percent or greater with a vertical relief of 10 or more feet, and a vertical rise of 10 feet or more for every 25 feet of horizontal distance. The applicant will be responsible for providing a geotechnical report identifying any GHAs that impact the subject property. If a GHA does impact the subject property, the GHA and its required 25-foot setback must be depicted on the face of the short plat. Also, if the subject property contains a GHA, then the short plat shall be subject to SEPA review. The fee for SEPA is $571.00. Please be aware that this fee will also be increasing as of January 2, 2002. If SEPA is required, the applicant must submit seven sets of a completed environmental checklist with the short plat application, along with stamped mailing envelopes addressed to all property owners and residents located within 300 feet of the subject site. A copy of the environmental checklist is enclosed. The Director of Community Development Services will issue a decision on the environmental application. All property owners and residents within 300 feet of the subject site will be notified of the environmental decision, and provided a 14-day comment period followed by a 14-day appeal period. A handout on obtaining mailing labels is enclosed. The comment and appeal periods must conclude before the short plat approval can be granted. 3. Lot Size— The zoning for the subject site is Residential Single Family, RS 7.2. Minimum lot size for both lots is 7,200 square feet. According to King County assessor's records, the subject property is 36,000 square feet in area. You have proposed one lot that measures 7,795.75 square feet, and another that is 28,204.25. Both of these lots meet the minimum lot size requirement. However, in that the required open space tract, which must be represented as a tract separate from the proposed new lots, is not depicted on the submitted plat drawings, it is assumed that the area for the proposed lots will vary from what is shown. I.D. 16998 Gian & Indedit Singh Page 3 November 21, 2001 applicant chooses to provide for the open space requirement on site in the form of an. open space tract, please be certain that the altered lot sizes continue to satisfy the minimum requirements of 7,200 square feet. 4. Setbacks and Lot Coverage — Future residences must conform to the following structural setback requirements of FWCC Section 22-631, "Detached. Dwelling Units" (enclosed): front yard at 20 feet, side yard at five feet, and rear yard at five feet. Required yard setbacks are measured from property lines or ingress/egress easements. The coverage for residential uses is limited to 60 percent and includes all impervious surfaces such as asphalt driveways, walkways, cement patios, and roof overhangs. 5. Open Space— Short plats must comply with the applicable regulations set forth in the Subdivision Ordinance, FWCC Chapter 20 (enclosed). Pursuant to FWCC Section 20-155, on -site open space in the amount of 15 percent of the gross land area of the short plat site must be established, or a payment equal to 15 percent of the assessed land value be paid. If established on site, the open space must be accessible to both lots and established as a separate tract. FWCC Section 20-155 (enclosed) states that any combination of open space may be used to accomplish the total area required to be reserved provided that a minimum of ten percent of the open space tract is useable. The submitted drawing does not show the required open space being set aside in a separate tract. Formal application for the short plat must indicate how the 15 percent open space requirement is satisfied. 6. Significant Trees —The location of all significant trees should be indicated on the submitted survey. FWCC Section 22-1568 (enclosed) provides a detailed definition of significant trees, which are essentially healthy trees, 12 inches in diameter, that are not red alder, popular, cottonwood, or big leaf maples. Please refer to the enclosed code section for further information. 7. Design Standards— All proposed lots must meet the design standards of FWCC Section 20-151 et al. In the case of this short plat, both proposed lots front public right of way pursuant to FWCC Section 20-152(d). In this case, Lot #2 is a flag lot, with a 30-foot wide flag providing access to le Avenue SW. For your information, the driveway surface must be a minimum of 20 feet in width, with required five foot side yards on each side of the driveway. Fire hydrants shall be spaced 700 ft. or less apart. Every building lot shall have a fire hydrant within 350 ft. All measurements shall be made as vehicular travel distance. Fire hydrants shall be in service PRIOR to and during construction. FIRE APPARATUS ACCESS ROADWAY Fire apparatus access roadways shall be required for every building when any portion of an exterior wall of the first story is located more than 150 ft. from fire apparatus vehicle access. Fire apparatus access roads: 1) Shall have an unobstructed width of not less than 20 feet and an unobstructed vertical clearance of not less than 13 feet 6 inches. 2) Shall be designed and maintained to support the imposed load of a 25 ton fire apparatus and shall be provided with a surface so as to provide all- weather driving capabilities. 3) Shall be not less than a 20 foot inside turning radius and not less than a 40 foot outside turning radius. 4) With a dead-end in excess of 150 feet in length shall be provided with a cul-de-sac or Fire Department approved alternative at the dead end. All such cul-de-sacs shall be not less than 80 feet in diameter. 5) Gradient shall not exceed 15 percent. 6) Serving a single residential property which have a dead end in excess of 150 feet in length shall be provided with a turn around approved by the chief. [K.C.F.D.#39 Administrative Policy Guideline No. 10061 EXCEPTION: When buildings are completely protected with an approved automatic fire sprinkler system, these provisions may be modified by the chief. Fire apparatus access road gates shall comply with K.C.F.D. #39 Administrative Policy Guideline No. 1001 (copy attached). AUTOMATIC FIRE SPRINKLER SYSTEMS An automatic fire sprinkler system shall be installed in Group R, Division 3 occupancies: 1) When the occupancy exceeds 2,500 square feet (including attached garages) without adequate fire flow. 2) Without approved fire department access. 3) When the occupancy exceeds 10,000 square feet. 4) When the building is classified as an over -water structure. Comments: The minimum fire flow for one- and two-family dwellings shall be 1,000 gallons per minute. If the slope of a building lot does not allow the building(s) on the site to com I f with the "life safety/rescue access" requirement, the buildin (s) shall be provided with an approved automatic fire sprinkler system. Life safety/rescue access shall mean an unobstructed access to all floor levels and each roof level of a building on not less than 20 percent of the building perimeter by utilizing a 35-foot ladder. An alternate method would be at least one stairway enclosure with exit doorways from each floor level and with a door opening onto each roof level which conforms to the requirements of the Uniform Building Code. If future construction on the proposed lots create 5, 000 S.F. or more of new impervious surface, surface water flow control will be required, utilizing the Level 1 flow control standards. If 5,000 S.F. or more of new Pollution Generating Impervious Surface (PGIS) is created (this does not include roof area), then water quality treatment will be required. Water Quality treatment shall be from the Basic Water Quality menu. These criteria are per the 1998 King Countvurfa W r Design Manual (KCSWDM). 2. If flow control is required, a narrative addressing the relevance to the project of the 8 core and the 5 special requirements of the KCSWDM will be required at the time of the site plan review submittal. A Level I downstream analysis shall also be provided. The city has available 1"=100', 5 foot contour, planimetric maps that must be used for basin analysis. Contact the City of Federal Way, Surface Water Management Department for further details. The project lies within a level 1 flow control area, thus the applicant must design the flow control facility to meet this performance criteria. 3. For site plan review submittal, if flow control is required, a conceptual drainage facility should be shown on the plan to a size and configuration approximating the needs of the site. 4. All roof runoff shall be tightlined to an approved surface water system. 5. All frontage improvements in the right-of-way included along 18'h Avenue S. must adequately address drainage. The plans for these improvements shall be designed by Professional Engineer that is licensed in the State of Washington and include their signature and sea[. Flow control and water quality treatment shall apply to both onsite improvements and any frontage improvements. The design for frontage improvements must be approved by the City prior to approval of the Final Short Plat. Traffic/R-O-W Improvements 1. See attached Traffic Division memorandum from Sarady Long, Traffic Engineer, for traffic related items. Building Permit Review 1. If surface water runoff flow control is required, final Technical Information Report(S) (TIR(s)) must be submitted with the building permit application. A TIR must also include the signature/seal of a Professional Engineer licensed in the State of Washington. 2. Copies of the Public Works standard checklists are available upon request to assist the applicant's engineer in preparing the plans and a TIR. 3. Bonding will be required for all improvements associated with the project. The bond amount shall be 120% of the estimated cost of the improvements. Upon completion of the installation and final approval by the Public Works inspector, the bond value will be reduced to 30% of the original amount for the two-year maintenance period. An administrative fee deposit will need to accompany the bond to cover any possible legal fees in the event the bond must be called. 4. The developer will be responsible for the maintenance of the streets and storm drainage system for a two-year maintenance period. During that time the Public Works inspector will make periodic visits to assure developer's compliance with maintenance requirements. When the two-year maintenance period is completed to the satisfaction of the Public Works inspector, the bond will be released. City inspection of any new facilities will continue on an annual basis. 5. When topographic survey information is shown on submitted plans, the vertical datum block shall include the phrase "DATUM: N.G.V.D.-29" or DATUM: K.C.A.S." on all sheets where elevations are called out. 6. Site plans shall be drawn at a scale of 1"=20' or larger. Drawings submitted for plan review shall be printed on 24"x36" paper. Final, approved drawings shall be drafted/platted on 24" x 36' mylar sheets with permanent black ink 7. Provide cut and fill quantities on the grading plan. Erosion control measures, per Appendix D, 1998 KCSWDM must be shown in the plans. 8. Transportation Impact Analysis Federal Way City Code (FWCC) Section 22-1475 authorizes the requirement of Transportation Impact Analyses (TIA) to identify transportation impacts of development and identify appropriate mitigation measures. The applicants would be expected to contribute pro-rata shares towards TIP projects impacted by more than 10 peak hour trips. Mitigation improvements necessary beyond those identified in the TIP to meet the City's adopted level -of -service standard would be expected to be provided by the applicant. Based on the preliminary site plans submitted, evening peak hour trip generation is estimated at 2 trips, therefore, a Transportation Impact Analysis will not be required. Frontage Improvements Per FWCC Section 22-1474, the applicant would be expected to construct street improvements consistent with the planned roadway cross -sections as shown in Map III-7 of the FWCP. The planned roadway section for 18th Ave S is aType R street, consisting of a 40-foot street with curb, gutter, 4-foot planting strip with street trees, 6-foot sidewalk, and street light in a 66-foot right-of-way. Assuming a symmetrical cross-section, an additional 3 feet of right-of-way would need to be dedicated. Additional improvements beyond the site frontage may be required as necessary to accommodate appropriate taper lengths. Per FWCC section 22-1477, the applicant may submit a written request to the Public Works Director for a modification, deferment or waiver from the frontage improvements requirements. A handout on these procedures is attached. Access Per FWCC Section 22-1543, driveways that serve only residential use may not be located closer than 25 feet to any street. Due to close proximity to the intersection, lot 1 should not have direct lot access off of 18th Ave S. A share access should be proposed. A sight distance analysis for the proposed driveways shall be submitted for City review. Intersection sight distance analysis shall be verified for meeting AASHTO intersection sight distance requirements and shall be performed by a Professional Engineer registered in the State of Washington.
