After reviewing the materials submitted the following comments and findings address SEPA
related issues.
Runoff: As with all paved, developed areas, the sites will contribute some pollutants to ground
and surface waters as these will be washed off by storm drainage across the site. Pollutants
which accumulate on paved surfaces include heavy metals, petrochemicals and other substances.
Some of these pollutants could be separated out of the storm water runoff to a certain extent,
by installing oil/water separators in the on -site catch basins and/or grass -lined biofiltration swales
to transport runoff off -site or into on -site detention/retention ponds/tanks.
Provide storm water drainage improvements applicable under the 1992 King County Surface
Water Design Manual (KCSWDM), including surface water detention, biofiltration, and
oil/water separation. The proposed project must be designed to comply with all applicable Core
and Special Requirements outlined in the KCSWDM.
The site is located in the West Branch Hylebos Creek Sub -Basin, as identified in the Hylebos
Creek and Lower Puget Sound Basin Plan. The plan recommends storm drainage enhancements
to adequately mitigate the effects of development on water quality, flooding, and downstream
erosion. Specifically, basin wide recommendation BW-2 calls for the use of the 2-year and 10-
year 7-day rainfall events for sizing the required detention facilities for the development, as
opposed to the standard 2-year and 10-year 24-hour events. In addition the BW-2 plans uses a
modified time of concentration - that utilizes interflow. The standard thirty percent factor of
safety is not required.
Comments related to the checklist sections A and B.1. through B.7.:
Section A.7. The applicant indicates there are no future activities connected with the
proposed short plat. If no future building activity is proposed, why is the applicant short
platting?

3. Section A.11. Applicants "Total square footage:" phrase was not completed.
4. Section B.l.g. Applicant shall make a reasonable estimate of impervious area
percentages.

wood stoves or gas appliances.
7. Section B.3.b.2. Does not note that future buildings with an on -site sewage disposal
systems (septic tanks) will discharge additional domestic sewage into the ground.
8. Section B.3.c.1. Applicant does not note that runoff will occur from future buildings,
driveways, patios and other impervious surfaces. Additional questions of the section
were not addressed.
9. Section B.3.c.2. Future driveways and traffic will discharge oils, grease, antifreeze and
metals. Anticipated volume has not been addressed.
10. Section B.3.d. Has not been addressed.
11. Section BA.b. Shall be revised to address future building activity.
12. Section B.6.a. Shall be revised to address future building activity.

you don't have all your SEPA comments done by then, no problem, but I'd like to have them
by January 25.

your comments, please let me know by the 20th.

The City has completed the technical review of the above referenced application, and hereby

B. Environmental Elements

SHORT PLAT APPROVAL:
The following requirements must be addressed before approval of the short plat application:
1. A copy of King County Short Plat 1178122 (recording #790817098) must be submitted
for verification of the original intended use and any restrictions of Tract "V .
2. Open space is required to be provided in the amount of 15 % of the gross land area of
the plat. The applicant's drawing showing proposed open space has been reviewed by
the city. In order for the City to make a final determination, the proposal must be
revised in accordance with the following comments.
■ For purposes of calculating gross land area (total land area within the plat
boundaries), "Tract X must be included. However, it appears that the calculation
of gross land area did not include Tract X. This must be verified.
■ The drawing does not specify the open space categories being proposed, i.e.,
usable, conservation, buffer, or constrained. This must be clarified. If the intent
is to dedicate the entire area for usable open space, the applicant must indicate
how the "stem" portion (10' x 170') will meet the definition of usable. A
pedestrian path or other actively usable purpose could be acceptable in such a
configuration. However, for optimal use, a pedestrian or bicycle path would
connect to both adjacent streets (6th and 8th Avenues SW).
You will note that there is no maximum amount established for usable or
conservation open space categories. However, the categories of buffer and
constrained are each limited to 2 percent of gross land area.

3. The short plat drawing must identify and show the location of existing significant trees.
Significant trees are defined by the zoning code (FWCC Article I) as "any evergreen tree
25 inches in circumference or greater and any deciduous tree, other than red alder and
cottonwood trees, 37 inches in circumference or greater, each measured one foot above
the root crown.
4. The public rights -of -way straddling the subdivision site must be improved full width per
FWCC Sec. 22-1473. Eighth Avenue SW is classified as a residential collector,
requiring a minimum right-of-way width of 60 feet, minimum paved width of 40 feet,
vertical curbs, street lighting, 5-foot sidewalks, and 4-foot utility/landscape strip, planted
with street trees 30-foot on center. Design and construction of these improvements must
be completed prior to recording of the short plat.
A modification, waiver, or deferment to the above described requirements for roadway
improvements may be requested in writing and in accordance with the enclosed handout.
6. Surface water runoff control and treatment will be required per the KCSWDM, the City's
amendments and through the SEPA process, the Hylebos Creek and Lower Puget Sound
Basin Plan.
a. KCSWDM: The submittal package must include a Level 1 downstream analysis
for storm drainage control in accordance with the 1992 King County Surface
Water Design Manual (KCSWDM) and a written narrative of the relevance to the
site of the 7 core and 12 special requirements in the manual. The city has
available 1" = 100', 5 foot contour, planimetric maps that must be used for basin
analysis. Contact Kevin Peterson, Engineering Technician, 661-4126, for futher
details.
b. Hylebos Creek Basin Plan: The site is in an area designated for Recommendation
BW-2 in the Hylebos Basin Plan. If infiltration can not be used, a modified
stormwater retention/detention (R/D) facility shall be designed to control the post -
development 2- and 10-year, 7-day design storm flows to corresponding pre -
development levels. When using a 7-day storm a modified time of concentration
is used that takes interflow into consideration. A 30 % factor is not required in
the design of the detention system. The applicant's engineer may contact Jeff
Sharp, Public Works Department, 661-4125, for further details.
7. Infiltration of runoff from the individual houses shall be the first consideration for runoff
control. Soil logs shall be provided to support the selection of the method of runoff
control.
