I have found several issues which require your attention before the City initiates the technical analysis of your request. Have you paid the shoreline permit and environmental review filing fee? This drawing should begin at the beach, include the bulkhead, bank, residence and southerly property link. Existing ground elevations, ordinary high water, and height of proposed structures must be included. The City's shoreline master plan adapted from King County, is fairly clear in regards to bulkheads for single family residences in an Urban Shoreline designation. The master program indicates protective measures (bulkheads) should: 1. Minimize adverse impacts on the natural shoreline environments and aquatic habitat. 2. Be planned and constructed to minimize adverse impacts on the natural process of the shoreline. 3. Residential development; i.e. homes, should be set .back far enough to make unnecessary protective measures such as filling and bulkheads. 4. The applicant must prove that development of these areas is feasible, safe and ecologically sound. FILE 5. Structural solutions to reduce shoreline damage should be allowed only after it is demonstrated that nonstructural solutions would not reduce the damage. 6. Protection which may necessitate new or increased protection on the same or other affected properties where there has been no previous need for protection, should be discouraged. 7. Protection should be discouraged in areas where they would block beach parent material. 8. The burden of proof for shoreline protection needs rest with the applicant. Specific shoreline plan development criteria include the following: 1. Protection shall be permitted only when it has been demonstrated that shoreline protection is necessary for the protection of an existing legally established structure. 2. Protection shall not have adverse impacts on the property of others. 3. Protection shall not significantly interfere with normal surface and/or subsurface drainage into Puget Sound. 4. Protection shall be designed so as not to create a need for protection elsewhere. Identify source, composition, and volume of fill material. List the shoreline designation,"Urban," on the drawing. The application must also include a brief narrative descript-lon of the general nature of the improvements and land uses within 1,000 feet in all directions from the site. (i.e. residential to the north, commercial to the south, etc.) To allow review of your request please prepare a report demonstrating how your proposal meets or exceeds all criteria and master plan provisions listed above. This report should include a geotechnical element discussing items 2, 5, 6, 7 of the master plan criteria, and items 1, 2, 3 and 4 of the specific shoreline plan criteria. Additionally, two sets of legal size stamped envelope(S with the city's return address and the address of all property owners and occupants within 300 feet of the site are required.
