and Evaluation Report (CAPER)
Reports how the City utilized Community Development Block Grant
(CDBG) funds to:
• Expand economic opportunities;
• Preserve affordable housing;
• Prevent and address homelessness; and
• Establish and maintain suitable living environments.
2. Describes the accomplishments for the program year
January 1, 2023 through December 31, 2023.

2023 Highlights
• Expended $834,352.15 in CDBG funds.
• Assisted 232 persons.
• The majority of the CDBG funds were used to assist very low -
to low-income persons with all funds supporting low- to
moderate -income persons.

Capital and Economic Development
• Housing Repair Program completed three repairs with three
additional repairs in progress.
• Transitioned program to Habitat for Humanity, which has
begun repairs in Federal Way in 2024.
• Technical assistance to 41 businesses including established
businesses and startups; technical assistance for general business
technical assistance.
• Two transitional housing unit acquisitions.
2023 Accomplishments:
Public Services
• Provide 158 Federal Way residents with public services:
• Job training to 26 individuals in the construction or aerospace industries.
By the end of the year,:
• 19 people obtained job.
• Training and workshops to 128 individuals living with intellectual and
developmental disabilities
• Financial counseling was provided to 8 individuals.
• Housing stability support via eviction prevention or move -in assistance
to 12 families.

• Public Comment period: concludes on March 19th
• Public Hearing, Human Services Commission: February 26th
• Consideration and Approval, City Council: March 19tn
• Submit to HUD: no later than March 31 St

Options and Recommendation
1. Approve the proposed 2023 Consolidated Annual Performance
and Evaluation Report.
2. Do not approve proposed 2023 Consolidated Annual
Performance and Evaluation Report and provide direction to
staff.
Mayor recommends Option 1.
