Dear Mr. Pearson:
Thank you for attending the pre -application meeting on August 12, 1993, for your proposed non-
profit bingo hall and ballfields at 34001 Pacific Highway South in Federal Way, parcel #202104-
9051.
The following is a summary of issues discussed at our meeting. For your convenience, I have
listed comments in the following categories: zoning, public works, building, fire, and water and
sewer. These comments do not include all applicable regulations. A copy of the meeting
attendance list is attached for your review.
Zoning:
The following issues relate to the Federal Way City Code (FWCC) which require resolution
through a use process III application. Questions should be directed to me at 661-4110.
The proposal is classified as a COMMERCIAL RECREATION FACILITY under Section 22-
871 of the FWCC and is located in a Manufacturing Park (MP) zone.
1. A Use Process III application is required because the site is larger than five acres. The
filing fee is $2,205 payable at time of filing. A Master Land Use Application, Site Plan
drawing requirements, and process III flow chart are attached.
2. A State Environmental Policy Act (SEPA) review is required with the process III
application. The filing fee is $367. Two sets of stamped envelopes addressed to all
property owners and occupants within 300 feet of the site must be provided with the
process III application. Please leave the return address portion of the envelopes blank.
A list of the addresses must also be provided. A SEPA checklist and handout describing
how to obtain mailing labels is attached.

3. Process III, SEPA review, and related building permit filing fees may be waived if you
can provide evidence of 501(c) federal tax exempt status.
4. Aylebos Creek crosses the west portion of the site. A stream delineation must be
provided. The stream bank must be surveyed and included in the topography survey.
A 100 foot setback outward from the top of the bank is required for all proposed
improvements including ball backstops. Topographic survey information must be
prepared using King County Aerial Survey datum.
Certain minor improvements within the 100 foot stream setback area, such as foot
bridges crossing the stream, walkways, and benches, may be considered if all decisional
criteria of Section 22-1312(b) of the FWCC are met. Section 22-1312 is attached for
your review.
Other improvements within the 100 foot stream setback that do not meet the definition
of "minor improvements" may be considered if all decisional criteria of Section 22-
1312(c) are met. Section 22-1312(c) is attached for your review
5. A wetland report must also be provided which conforms to the requirements of Section
22-1356 FWCC. A 100 foot setback from the wetland edge is required for all proposed
improvements including ball backstop structures. The edge of any identified wetland
must be delineated and shown on the topographic survey.
Certain minor improvements within a 100 foot wetland setback area such as foot
bridges crossing the stream, walkways and benches may be considered if all decisional
criteria of Section 22-1359(c) of the FWCC are met. Section 22-1359(c) is attached for
your review.
Other improvements within a 100 foot wetland setback that do not meet the definition of
"minor improvements" may be considered if all decisional criteria of Section 22-1359(d)
are met. Section 22-1359(d) is attached for your review
Any improvement within a wetland may be considered if all decisional criteria of
Section 22-1358(d) of the FWCC are met. Section 22-1358(d) is attached for your
review.
As discussed at the pre -application meeting, you may consider providing us the stream
delineation, wetland report, and conceptual site design to allow preliminary
recommendations regarding the environmentally sensitive area to be formulated. This may
occur before the process III application for the site is submitted. Separate use process II
or III applications for sensitive area intrusions may be required. These applications will be
processed concurrently with the process III application for the entire site.
6. Lot coverage cannot be verified from the submitted drawing. FWCC allows a maximum
of 75 percent lot coverage. All proposed impervious surfaces, including outdoor storage
areas, must be included in this calculation.

7. Building setbacks cannot be verified from the submitted drawing. FWCC requires a 50
foot front and 20 foot side and rear setback for all structures, including ball backstops.
8. Building height cannot be verified from the submitted drawing. FWCC allows structures
as tall as 35 feet above average building elevation. Ball backstop structures may not
exceed this height without a separate process II height variance.
9. A parking study must be provided to verify the number of proposed parking stalls are
adequate for the intended use.
10. Building facade modulation is required for any building wall longer than 60 feet. The
modulation must extend from the ground to the top of the wall and be at least four feet
deep, at least five feet long, and no longer than 50 feet.
11. All proposed landscaping must meet the requirements of the landscape ordinance.
Requirements include a 10 foot -wide landscape buffer adjacent to Pacific Highway South.
A 10 foot landscape buffer is required along all other property lines. Separate
landscaping is required for the parking lot and all other areas not developed. Also,
significant tree retention/protection requirements must be met. Please see the attached
landscape code for additional requirements.
12. A five foot wide sidewalk is required from the street to the main entrance of the
building.
13. A five foot wide sidewalk is required between the building and abutting driveway or
parking stalls.
14. All exterior illumination must be designed so that off -site glare does not occur.
15. All outdoor storage and refuse areas must be fully screened from view by a solid six foot
tall screening fence. Please review the attached recycling ordinance for specific design
requirements.
16. All proposed signage requires separate permits.
Public Works:
The following comments are from the city's Public Works Department. Any questions should
be directed to Ron Garrow, Senior Development Engineer at 661-4137.
1. A Traffic Impact Analysis must be provided with the process III application. The
analysis must be prepared in accordance with the attached scoping sheet and supplemental
trip generation information. Any questions related to this work should be directed to Jim
Solaegui, at 661-4139.

2. You will be required to improve Pacific Highway South to full width standards. These
improvements include: 42.5 feet of pavement on both sides (as measured from the
centerline of the right-of-way); vertical curbs and gutters; six foot landscape strips; eight
foot sidewalks; street trees; street lighting; and associated storm drainage improvements.
All these improvements shall be provided on both sides of the centerline of the street.
You must also obtain right-of-way permits from the Washington State Department of
Transportation for these improvements. Additional right-of-way dedication may be
required to accommodate the necessary improvements.
3. You may submit a request for modification to the street improvement requirements listed
in item 2 above as allowed by Section 22-1477 of the FWCC. The written request must
be addressed to Ronald Garrow, Senior Development Engineer, Public Works
Department, and address the decisional criteria of the attached Section 22-1477 FWCC.
4. All storm drainage improvements must conform to the design standards of the 1990 King
County Surface Water Design Manual (KCSWDM). Elements of the system which will
be required shall include detention facilities, biofiltration swale, and oil/water separation.
Additional facilities may be required based on the requirements of the KCSWDM. The
initial submittal for process III approval shall consist of a written narrative on the
relevance to the site of the core and special requirements in the KCSWDM and a Level
1 downstream drainage analysis.
5. The storm drainage system must conform to the recommendations of the Hylebos Creek
and Lower Puget Sound Basin Plan. Specifically, the system shall be sized to detain the
post -developed runoff of a 100-year storm event instead of using the 7-day storm event
generally used in the KCSWDM (Basin Wide Recommendation BW-2).
6. Driveways to the site shall be no closer that 150 feet from each other and shall be set
away from the side property lines by 75 feet. This setback is established so as not to
preclude the adjacent properties from constructing a driveway while still maintaining a
150-foot separation to other driveways.
7. All drawings for the development of the site shall be done on 24"x 36" size paper at a
scale of 1" =20'.
Buildinp_:
The city's building division provided a memo addressing building permit and construction issues
relating to your proposal. Questions should be directed to Dick Mumma, Building Official, at
661-4112.

1. Submit with completed application for permit, complete sets of plans of 241106" maximum
dimension (include architectural, structural, electrical, drainage, utilities, and landscaping). Provide three
each 8%"xll" and three full size site plans for addressing multiple building sites.
2. At submittal provide two sets of structural calculations prepared by a professional engineer, registered
in the State of Washington.
3. At submittal provide two copies of soil investigations and reports, as specified in Chapter 29 of the
Uniform Building Code.
_ 4. At submittal provide two sets of energy code calculations, including lighting budget. Washington State
Energy Code (1991).
5. Provide two copies of King County Health Department approved drawings.
_ 6. At the time of submittal, those regulations which are currently in effect shall be applicable to all project
plans and specifications. The City of Federal Way has currently adopted all Uniform Codes, 1991
editions.
7. Washington State Disability Free Standards apply (WAC 51-20).
8. Special inspection by an approved testing laboratory is required for site welding, high -strength bolting,
piling operations, sprayed -on fireproofing, structural masonry, and cast -in -place concrete. Include testing
lab selection and personnel credentials with building permit submittal for Building Section approval prior
to construction (must be WABO certified agency and inspectors on January 1, 1994).
9. Separate permits are required for demolition, signs, rack storage, rockeries, etc., refer to Washington
State Department of L & I for electrical permits. Plumbing and mechanical should be included on the
main application for permits, described in #1 above.
10. Revisions to submitted drawings will be subject to additional plan review fees, if on larger sheets than
81h "xll" .
11. Minimum estimated fireflow (gpm)
12. Provide TWO FULL SIZE SITE PLANS APPROVED BY THE FEDERAL WAY POSTMASTER,

WATER SUPPLIES FOR FIRE PROTECTION
When any portion of the facility or building protected is in excess of 150 feet from
a water supply on a public street, as measured by an approved route around the
exterior of the facility or building, on site fire hydrants and mains capable of
supplying the required fire flow shall be provided. [UFC 10.4011

review and approval prior to construction.

shall be provided with a cul-de-sac at the dead end. All such cul-de-sacs shall be

Designated fire lanes may be required for emergency access. This may be done
during the plans check or after the facility is in operation.
When required, approved signs or other approved notices shall be provided and
maintained for fire apparatus access roads to identify such roads and prohibit the
obstruction thereof. [UFC 10.2061
FIRE DEPARTMENT ACCESS TO BUILDINGS
Approved numbers or addresses shall be placed on all new and existing buildings
in such a position as to be plainly visible and legible from the street or road fronting
the property. Said numbers shall contrast with their background. [UFC 10.301
When access to or within a structure or area is unduly difficult because of secured
openings or where immediate access is necessary for life-saving or firefighting
purposes, the chief is authorized to require a key box to be installed in an accessible
location. The key box shall be a type approved by the chief and shall contain keys
to gain necessary access as required.

AUTOMATIC FIRE SPRINKLER SYSTEMS
An automatic fire sprinkler system is required in all buildings where the total floor
area included within the surrounding exterior walls on all floor levels, including
basements, exceeds 10,000 square feet.
The automatic fire sprinkler system shall be tied into the fire alarm system (last
zone) in all buildings having an automatic fire detection system.
Fire Department Connections shall be located at the front of the building(s) or
structure(s) served; not located on the walls of the building(s) or structure(s); and
shall be identified as to the type of system served.
Fire Department Connections shall not be located more than 50 feet from a fire
hydrant and shall be located on the same side of the road as the fire hydrant.
Fire Department Connections shall be located not less than 18 inches nor more than
120 inches from the finished edge of an approved roadway or fire lane. The inlets
shall be not less than 18 inches nor more than 36 inches above the finished grade.
The inlets shall face the driving surface and be protected with caps.
AUTOMATIC FIRE DETECTION SYSTEM
An automatic fire detection system is required in all buildings exceeding 3,000
square feet gross floor area. This system shall be monitored by an approved central
station and/or remote station conforming to the current requirements of the National
Fire Protection Association standards and/or the Fire Marshal or his/her designee.
Group A, Division 1, 2 and 2.1 Occupancies shall be provided with a manual fire
alarm system.
EXCEPTION: Group A Occupancy portions of Group E Occupancies are allowed to
have alarms as required for Group E Occupancies.
Activation of the manual fire alarm shall immediately initiate an approved
prerecorded message announcement using an approved electrically supervised
voice communication or public address system which is audible above the
ambient noise level of the occupancy.
EXCEPTION: When approved by the chief, the prerecorded announcement is
allowed to be manually deactivated for a period of time not to exceed 3 minutes
for the sole purpose of allowing a live voice announcement from an approved,
constantly attended station.

Water:
If a fire hydrant or fire sprinkler system is required, then
construction of mainline through our developer extension
process will be necessary.
Sewer:
Sewers exist on site; however, connection to the sewers by
side sewer is limited to a maximum side sewer length of 200
feet from the mainline to the structure, with a minimum
slope of two percent being maintained. If these criteria
cannot be satisfied, connection will require mainline
extension through our developer extension process.
Prior to connection, completion of an Industrial User Survey
(IUS) will be required. Pretreatment requirements, if any,
will be determined upon evaluation of the IUS.

SUBJECT: F. W. Girls Softball Bingo/Ballfield, PRE 93-0040
The subject site is the Wright property on which a pre -application meeting was previously held
on April 29, 1993 for a proposed Brother's Golf Driving Range. No action has taken place on
this property since that time and the issues addressed in the previous meeting still apply. These
issues have been reiterated below. New issues have also been provided relevant to this proposal.
1. A Traffic Impact Analysis shall be prepared in accordance with the supplied scoping
sheet and supplemental trip generation information. Any questions related to this work
should be directed to Jim Solaegui, at 661-4139.
2. The applicant shall be required to improve Pacific Highway S. to full width standards.
These improvements shall include 42.5 feet of pavement on both sides (as measured from
the centerline of the right-of-way), vertical curbs and gutters, 6-foot landscape strips, 8-
foot sidewalks, street trees, street lighting, and associated storm drainage improvements.
All these improvements shall be provided on both sides of the centerline of the street.
Permits from the Washington State Department of Transportation will be required.
Additional right-of-way dedication may be required to accommodate the necessary
improvements.
3. Per Section 22-1477 of the Federal Way City Code, the applicant may submit a request
for modification to the street improvement requirements listed in item 2 above. The
request must be in writing to the Ronald Garrow, Sr. Development Engineer, Public
Works Department, addressing the criteria listed in the code.
4. The applicant shall design and construct storm drainage improvements in accordance with
the 1990 King County Surface Water Design Manual (KCSWDM). Elements of the
system which will be required shall include detention facilities, biofiltration Swale, and
oil/water separation. Additional facilities may be required based on the requirements of
the KCSWDM. The initial submittal for site plan approval shall consist of a written
narrative on the relevance to the site of the core and special requirements in the
KCSWDM and a Level 1 downstream drainage analysis.
5. The storm drainage system will be required to be designed in conformance with the
recommendations of the Hylebos Creek. and Lower Puget Sound Basin Plan.
Specifically, the system shall be sized to detain the post -developed runoff of a 100-year
storm event instead of using the 24-hour storm event generally used in the KCSWDM
(Basin Wide Recommendation BW-2).
6. Driveways to the site shall be no closer that 150 feet from each other and shall be set
away from the side property lines by 75 feet. This setback to established so as not to
preclude the adjacent properties from constructing driveway while still maintaining a 150-
foot separation to other driveways.
7. The exact location of the on -site wetland is not known. The applicant will be required
to conduct a survey of the site to determine the location in order to establish appropriate
sensetive area setbacks for development. The topographic survey of the site shall be
done using KCAS datum.
8. The construction of the ballfields is currently shown to be in the same location as the
existing wetland. Filling in of this wetland is not permitted unless relocated on the site.
9. All drawings for the development of the site shall be done on 24"x36" size paper at a
scale of 1" =20' .

Jim Pearson (Federal Way Girls Softball Assn.) filed a
preapplication for a proposed non-profit bingo hall and future
sports field at 340XX Pacific Highway South, a 8.84 acre parcel
zoned MP.
The proposal is classified as a COMMERCIAL RECREATION FACILITY
(Section 22-871 FWCC) per discussion with Kathy McClung on 8/3/93.
Zoning issues_
1. A Process III application is required because the site is
larger than five acres. The filing fee is $2,205 payable at
time of filing. A Master Land Use Application, Site Plan
drawings requirements and process III flow chart are attached.
2. An environmental (SEPA) review is required with the process
III application. The filing fee is $367. Two sets of stamped
envelopes addressed to all property owners and occupants
within 300 feet of the site must be provided with the process
III application. Please leave the return address portion of
the envelopes blank. A list of the addresses must also be
provided. A SEPA checklist and handout describing how to
obtain mailing labels is attached for your reference.
3. Lot coverage cannot be verified from the submitted drawing.
FWCC allows a maximum of 75% lot coverage. All proposed
impervious surfaces, including outdoor storage areas, must be
included in this calculation.
4. Building setbacks cannot be verified from the submitted
drawing. FWCC requires a 50 foot front and 20 foot side and
rear setback for all structures.
5. Building height cannot be verified from the submitted drawing.
FWCC allows structures as tall as 35 feet above average
building elevation. Ball trap nets may not exceed this height
without a separate height variance.
6. Hylebos Creek crosses the west portion of the site. Hylebos
Creek must be delineated, surveyed and shown on the topography
survey. A 100 foot setback from the top of the bank is
required for all proposed improvements including ball trap
nets.
7. A wetland study must be provided with the process III
application. The study must conform to the requirements of
Section 22-1356 FWCC. The edge of any identified wetland must
be delineated and shown on the topographic survey. A 100 foot
setback from the wetland edge is required for all proposed
improvements including ball trap nets.
8. A parking study must be provided with the process III
application. The study must verify the number of proposed
parking stalls are adequate for the intended use.
9. Building facade modulation is required for any building wall
longer then 60 feet. The modulation must extend from the
ground to the top of the wall and be at least four feet deep,
at least five feet long and no longer than 50 feet.
10. All proposed landscaping must meet the requirements of the
attached landscape ordinance. In summary, a 10 foot wide
landscape buffer and three foot tall berm or solid landscape
screening is required adjacent to Pacific Highway South. A 10
foot wide landscape buffer is required along all other
property lines. Separate landscaping is required for the
parking lot. Also, significant tree retention/protection
requirements must be met.
11. A significant tree study must be provided with the process III
application. The study must conform to the requirements of
the attached landscape ordinance.
12. A five foot wide sidewalk is required from the street to the
main entrance of the building.
13. A five foot wide sidewalk is required between the building and
abutting driveway or parking stalls.
14. All exterior illumination must be designed so that offsite
glare does not occur.
15. All outdoor storage and refuse areas must be fully screened
from view by a solid six foot tall screening fence.
16. All proposed signage requires separate permits.
17. Recycling storage areas must be provided with the site
development plan. Please review the attached recycling
ordinance for specific requirements.
