Thank you for attending the pre -application meeting on April 29, 1993, for your proposed
outdoor golf driving range at 340XX Pacific Highway South in Federal Way.
The following is a summary of issues discussed at our meeting. For your convenience, I have
listed comments in the following categories: zoning, public works, fire, and water and sewer.
A copy of the meeting attendance list is attached for your review.
Zonin
The following issues relate to the Federal Way City Code (FWCC) which require resolution with
the process III application. Questions should be directed to me at 661-4110.
The proposal is classified as a COMMERCIAL RECREATION FACILITY by Section 22-871
of the FWCC and is located in a Manufacturing Park (NIP) zone.
1. Hylebos Creek crosses the west portion of the site. Hylebos Creek must be delineated,
surveyed, and shown on the topography survey. A 100 foot setback from the top of the
bank is required for all proposed improvements, including ball trap nets. The delineation
should be prepared as soon as practicable because the entire site design is predicated on
the stream location. The topographic survey of the site shall be done using KCAS
datum.
2. A wetland study must be provided with the process III application. The study must
conform to the requirements of Section 22-1356 FWCC. The edge of any identified
wetland must be delineated and shown on the topographic survey. A 100 foot setback

from the wetland edge is required for all proposed improvements, including ball trap
nets. The delineation should be prepared as soon as practicable because the entire site
design is predicated on the location of any on -site wetlands. Please have your wetland
biologist call me at 661-4110 to discuss the city's definition of wetland.
As discussed at the pre -application meeting, you should consider providing us the wetland
delineation and conceptual design for any intrusion into the wetland and/or setback in
order to determine if the intrusion can be supported. This may occur before the process
III application for the site is filed. If the intrusion is supported, you will be requested
to file a separate process II application for the intrusion, which will be processed
concurrently with the process III application for the entire site.
3. A Process III application is required because the site is larger than five acres. The filing
fee is $2,205 payable at the time of filing. A Master Land Use Application, Site Plan
drawing requirements, and a process III flow chart are attached.
4. An environmental (SEPA) review is required with the process III application. The filing
fee is $367. Two sets of stamped envelopes addressed to all property owners and
occupants within 300 feet of the site must be provided with the process In application.
Please leave the return address portion of the envelopes blank. A list of the addresses
must also be provided. A SEPA checklist and handout describing how to obtain mailing
labels is attached.
5. Lot coverage cannot be verified from the submitted drawing. FWCC allows a maximum
of 75 percent lot coverage. All proposed impervious surfaces, including outdoor storage
areas, must be included in this calculation.
6. Building setbacks cannot be verified from the submitted drawing. FWCC requires a 50
foot front and 20 foot side and rear setback for all structures, including ball trap poles.
7. Building height cannot be verified from the submitted drawing. FWCC allows structures
as tall as 35 feet above average building elevation. Ball trap poles may not exceed this
height without a separate process II height variance. Please have your architect call me
at 661-4110 to discuss the city's definition of average building elevation.
8. A parking study must be provided with the process III application. The study must
` verify that the proposed 66 parking stalls are adequate for the intended use.
9. Building facade modulation is required for any building wall longer then 60 feet. The
modulation must extend from the ground to the top of the wall and be at least four feet
deep, at least five feet long, and no longer than 50 feet.

10. All proposed landscaping must meet the requirements of the attached landscape
ordinance.
In summary, a ten foot wide landscape buffer and three foot tall bean or solid landscape
screening is required adjacent to Pacific Highway South. A five foot landscape buffer
is required along all other property lines and landscaping is required for the parking lot
and all other areas not developed. Also, the significant tree retention/protection
requirements of the FWCC must be met. A copy of the new landscape ordinance, which
will become effective May 20, 1993, is attached.
11. A five foot wide sidewalk is required from the street to the main entrance of the
building.
12. A five foot wide sidewalk is required between the building and abutting driveway or
parking stalls.
13. All exterior illumination must be designed so that off -site glare does not occur.
14. All outdoor storage and refuse areas must be fully screened from view by a solid six foot
tall screening fence.
15. All proposed signage requires separate permits.
16. Landscape installation and maintenance bonds are required with the building permit.
Public Works
The following comments are from the city's Public Works Department. Any questions should
be directed to Ron Garrow, Senior Development Engineer, at 661-4137.
1. A Traffic Impact Analysis must be provided with the process III application. The
analysis must be prepared in accordance with the scoping sheet and supplemental trip
generation information provided at the pre -application meeting. Any questions related
to this work should be directed to Hann Lee, Traffic Analyst, at 661-4139.
2. You will be required to improve Pacific Highway South to full width standards. These
improvements include 42.5 feet of pavement on both sides (as measured from the
centerline of the right-of-way), vertical curbs and gutters, six foot landscape strips, eight
foot sidewalks, street trees, street lighting, and associated storm drainage improvements.
All these improvements shall be provided on both sides of the centerline of the street.

You must also obtain right-of-way permits from the Washington State Department of
Transportation for these improvements. Additional right-of-way dedication may be
required to accommodate the necessary improvements.
3. You may submit a request for modification to the street improvement requirements listed
in Item 2 above as allowed by Section 22-1477 of the FWCC. The written request must
be addressed to Ronald Garrow, Sr. Development Engineer, Public Works Department,
and discuss the decisional criteria listed in the code.
4. All storm drainage improvements must conform to the design standards of the 1990 King
County Surface Water Design Manual (KCSWDM). Elements of the system which will
be required shall include detention facilities, biofiltration swale, and oil/water separation.
Additional facilities may be required based on the requirements of the KCSWDM. The
initial submittal for site plan approval shall consist of a written narrative on the relevance
to the site of the core and special requirements in the KCSWDM and a Level 1
downstream drainage analysis.
5. The storm drainage system must conform, to the recommendations of the Hylebos Creek
and Lower Puget Sound Basin Plan. Specifically, the system shall be sized to detain the
post -developed runoff of a 100-year storm event instead of using the 24-hour storm event
generally used in the KCSWDM (Basin Wide Recommendation 'BW-2).
6. Driveways to the site shall be no closer that 150 feet from each other and shall be set
away from the side property lines by 75 feet. This setback to established so as not to
preclude the adjacent properties from constructing driveway while still maintaining a 150
foot separation to other driveways.
7. All drawings for the development of the site shall be done on 24"x 36" size paper at a
scale of 1" =20'.
Fire
Federal Way Fire provided a memo for your proposal. Questions should be directed to Pat
Kettenring, Assistant to the Fire Marshal, at 946-7241.
Water and Sewer
Federal Way Water and Sewer provided a memo and drawings for your proposal. Questions

if Driving Ranges will be permitted as a commercial recreation facility.
Rationale: The FCC currently states that a commercial recreation facility is:
"an indoor facility and use operated for recreational purposes including swimming pools,
tennis courts, playgrounds and similar uses. The use of such an area may be limited to
private membership or may be open to the public upon payment of a fee."
This definition does not preclude a driving range. The definition does not state that the use must
be conducted entirely indoors. The illustrative uses are all uses which occur prevalently
outdoors. Private clubs are usually a combination of both indoor and outdoor facilities. Golf
driving ranges usually are partially enclosed and may include pro -shops, and other accessory
uses indoors.
Commercial recreation facilities are only permitted uses in the OP and MP zones. The OP and
MP zones are appropriate for these kinds of uses since the special lighting that a driving range
would require would not be likely to disturb other uses in these zones as they may in residential
zones. Public parks are also a permitted use in OP and MP zones and tend to be large open
space uses. Golf Driving Ranges would be a similar open space use as a park.

Campus Square Shopping Center. Olive Garden is anxious to begin consruction. We cannot
issue the Olive Garden building permit until all shopping center site issues are resolved.

a water supply on a public street, as measured by an approved route around the
exterior of the facility or building, on site fire hydrants and mains capable of
supplying the required fire flow shall be provided. [UFC 10.401]

FIRE DEPARTMENT ACCESS ROADWAY
v Plans for fire apparatus access roads shall be submitted to the fire department for
review and approval prior to construction.

V During construction, an all-weather fire department access roadway is required
when any portion of an exterior wail of any facility, building or portion of a building
is more than 150 feet from a fire department access roadway. [UFC 10.2031
�- _ EXCEPTION: provisions for a sprinklered building.
All fire department access roadways shall be constructed of an
all-weather surface capable of supporting a 25 ton vehicle; the
maximum roadway grade shall not exceed 12 percent.
All fire department access roadways shall have (1) a clear and
unobstructed width of not less than 20 feet, (2) an overhead
clearance of not less than 13 feet six inches, (3) all turns or
bends shall be designed at not less than a 32 foot inside and
40 foot outside turning radius.
All fire department access roadways which have dead ends exceeding 150 feet
shall be provided with a cul-de-sac at the dead end. All such cul-de-sacs shall be
r / not less than 80 feet in diameter.
v Designated fire lanes may be required for emergency access. This may be done
during the plans check or after the facility is in operation.
When required, approved signs or other approved notices shall be provided and
maintained for fire apparatus access roads to identify such roads and prohibit the
obstruction thereof. [UFC 10.206]
FIRE DEPARTMENT ACCESS TO BUILDINGS
v/ Approved numbers or addresses shall be placed on all new and existing buildings
in such a position as to be plainly visible and legible from the street or road
fronting the property. Said numbers shall contrast with their background. [UFC
10.301]
When access to or within a structure or area is unduly difficult because of secured
openings or where immediate access is necessary for life-saving or firefighting
purposes, the chief is authorized to require a key box to be installed in an
accessible location. The key box shall be a type approved by the chief and shall
contain keys to gain necessary access as required.

AUTOMATIC FIRE SPRINKLER SYSTEMS
An automatic fire sprinkler system is required in all buildings
where the total floor area included within the surrounding exterior
walls on all floor levels, including basements, exceeds 10,000
square feet.
The automatic fire sprinkler system shall be tied into the fire alarm
system (last zone) in all buildings having an automatic fire detection
system.
Fire Department Connections shall be located at the front of the
building(s) or structure(s) served; not located on the walls of the
building(s) or structure(s); and shall be identified as to the type
of system served.
Fire Department Connections shall not be located more than 50 feet from a fire
hydrant and shall be located on the same side of the road as the fire hydrant.
Fire Department Connections shall be located not less than 18 inches nor more
than 120 inches from the finished edge of an approved roadway or fire lane. The
inlets shall be not less than 18 inches nor more than 36 inches above the finished
grade.
i The inlets shall face the driving surface and be protected with caps.
AUTOMATIC FIRE DETECTION SYSTEM
An automatic fire detection system is required in all buildings
exceeding 3,000 square feet gross floor area. This system shall be monitored
by an approved central station and/or remote station
conforming to the current requirements of the National Fire Protection Association
standards and/or the Fire Marshal or his/her designee.
Group A, Division 1, 2 and 2.1 Occupancies shall be provided with a manual df
alarm system.
EXCEPTION: Group A Occupancy portions of Group E Occupancies are
allowed to have alarms as required for Group E Occupancies.
Activation of the manual fire alarm shall immediately initiate an approved
prerecorded message announcement using an approved electrically supervised
voice communication or public address system which is audible above the
ambient noise level of the occupancy.
EXCEPTION: When approved by the chief, the prerecorded announcement is
allowed to be manually deactivated for a period of time not to exceed 3 minutes
for the sole purpose of allowing a live voice announcement from an approved,
constantly attended station.

Brothers Golf filed a preapplication for a proposed golf driving

zoning issues•
1. A Process III application is required because the site is
larger than five acres. The filing fee is $2,205 payable at
time ❑f filing. A Master Land Use Application, site Plan
drawings requirements and process III flow chart are attached.
2. An environmental (SEPA) review is required with the process
III application. The filing fee is $367. Two sets of stamped
envelopes addressed t❑ all property owners and occupants
within 300 feet of the site must be provided with the process
III application. Please leave the return address portion of
the envelopes blank. A list of the addresses must also be
provided. A SEPA checklist and handout describing how to
obtain mailing labels is attached for your reference.
3. Lot coverage cannot be verified from the submitted drawing.
FWCC allows a maximum of 75% lot coverage. All proposed
impervious surfaces, including outdoor storage areas, must be
included in this calculation.
4. Building setbacks cannot be verified from the submitted
drawing. FWCC requires a 50 foot front and 20 foot side and
rear setback for all structures.
5. Building height cannot be verified from the submitted drawing.
FWCC allows structures as tall as 35 feet above average
building elevation. Ball trap nets may not exceed this height
without a separate height variance.
6. Hylebos Creek crosses the west portion ❑f the site. Hylebos
Creek must be delineated, surveyed and shown on the topography
survey. A 100 foot setback from the top of the bank is
required for all proposed improvements including ball trap
nets.
7. A wetland study must be provided with the process III
application. The study must conform to the requirements of
Section 22-1356 FWCC. The edge of any identified wetland must
be delineated and shown on the topographic survey. A 100 foot
setback from the wetland edge is required for all proposed
improvements including ball trap nets.
8. A parking study must be provided with the process III
application. The study must verify the proposed 66 parking
stalls are adequate for the intended use.
9. Building facade modulation is required for any building wall
longer then 60 feet. The modulation must extend from the
ground to the top of the wall and be at least four feet deep,
at least five feet long and no longer than 50 feet.
10. All proposed landscaping must meet the requirements of the
attached landscape ordinance. In summary, a 10 foot wide
landscape buffer and three foot tall berm or solid landscape
screening is required adjacent to Pacific Highway South. A 25
foot landscape buffer is required along the west property line
and landscaping is required for the parking lot and all areas
not developed. Also, significant tree retention/protection
requirements must be met.
11. A significant tree study must be provided with the process III
application. The study must conform to the requirements of
the attached landscape ordinance.
12. A five foot wide sidewalk is required from the street to the
main entrance of the building.
13. A five foot wide sidewalk is required between the building and
abutting driveway or parking stalls.
14. All exterior illumination must be designed so that offsite
glare does not occur.
15. All outdoor storage and refuse areas must be fully screened
from view by a solid six foot tall screening fence.
16. All proposed signage requires separate permits.
17. Landscape installation and maintenance bonds are required with
the building permit.

Sewer:
Water is available to the site along Pacific High-
way South. If additional hydrants or fire protec-
tion facilities are necessary, a developer exten-
sion agreement with the District will be required.
The District's sewer mainline crosses the proposed
development in a southerly direction about the
east/west middle of the property. Side sewer max-
imum allowable length is 200 feet if a minimum
fall of two percent (2%) exists. If the proposed
improvements cannot satisfy these restrictions an
on -site extension of mainline adequate to provide
service will be required. Connection will require
completion of an Industrial User Survey (IUS).
Pretreatment, if any, will be determined pending
evaluation of the IUS.

PROPOSITION
Purpose of the Project
We, Brothers Golf, operate the Indoor Golf Practice Range
with Golf Equipment Shop at 33310 Pacific Highway South,
Suite 406 in Federal Way. Ever since we started this
business, we have been asked by many of customers to open
Outdoor Driving Range in full scale in Federal Way. As you
know well, most of golf lovers from Federal Way who want to
practice swings go to other towns. Running indoor practice
range and living in this town, we feel that it is worthwhile
to have a full scale outdoor practice range in this town,
and we can do it. This project will definitely bring lots of
customers not only from our own town but also from
neighboring towns, so that we can do business as well as
contribute to the City.
Outline of the Project.
1.Total Acreage: Out of total available acreage of 8.84,
acres, we are going to utilize about 6.8 acres (296,200
sq.ft.). Total space consists of;
Field: 250 yards x 329 ft. = 246,750 sq.ft.
Hitting Deck: 15 ft. x 310 ft. = 4,650 sq.ft.
Putting Green: 30 ft. x 30 ft. = 900 sq.ft.
Chipping Green: 30 ft. x 70 ft. = 2,100 sq.ft.
Buildings:5,600 sq.ft. --- Pro Shop: 1,500 sq.ft.
Storage: 1,000 sq.ft.
Snack Corner: 600 sq.ft.
Stores: 2,000 sq.ft.
Lavatory: 500 sq.ft.
Parking: 9,900 sq.ft. for 66 cars
Drive Way: 11,300 sq.ft.
Landscaping: 15,000 sq.ft.
2.Facilities: We are going to erect only ground floor
hitting deck with 31 slots in the first stage. However, we
want to add another 30 slots in the second floor when it is
necessary. Ground foundation will be done for the two story
hitting deck from the beginning. Also, we are going to
install the protective nets around the field from the
hitting deck with 20 ft.at the deck side and 30 ft. at the
end of the field. Lightings will be furnished to show the
ball trajectory.

A land use interpreation is necessary for this proposal, PRE93-0019.
The zoning code allows -Acammerciai recreation facility., which by definition is an INDOOR
facility, in the MP zone. However, there is no mention of a golf course in the MP zone.
For reverence commercial recreation is allowed in the OP zone. Retail uses providing
recreational services or activities are allowed in the CC and BC zone. No similar use is allowed
in the BN or RM zones. Golf courses are allowed in the RS and SE zones.
