Dear Mr. Hatfield:
On February 2, 2009, the City of Federal Way sent you a letter of inquiry into the use and purpose of
storage containers located in the rear yard and loading area of your thrift store. Planning staff conducted
two site visits to your facility and have identified the location, size, and purpose of having these
containers on your site. We appreciate your cooperation with us in determining what these containers
were used for by allowing us to tour your entire facility and explaining your daily operations to us.
This letter is to verify our findings in response to information we received from you during the site visits
and a cursory review of code requirements for use of "storage containers." We have determined that the
small sized containers you are using for collection and distribution of donated items to your store are a
necessary part of your business. We understand that once the items have been unloaded at your facility,
the containers are taken to locations within King County for additional donations, but are not permanently
stationed anywhere else in the City of Federal Way. We also acknowledge that you have had an active
business license for this facility since April 2004 that is valid through the end of this year. Given the facts
obtained in our review of your facility, we have come to the conclusion that no further action needs to be
taken on your part at this time. As long as you maintain the same use of this site as you have been, you
will not be required to obtain a land use permit to continue using these small containers at your store.
