(Otak) conducted a site visit to Parcel No. 332204-9162 located at 2920 South 284th Street. The purpose of the site visit was to determine whether jurisdictional wetlands or streams are located on the subject property, and to evaluate the wetland verification report by Chad Armour, LLC (listed below) for consistency with Federal Way City Code. Towards that end, Otak reviewed the following documents: • Wedand Reconnaissance Report, Abby's Lane (Parcel No. 332204-9162 ), Federal Way, Washington by Chad Armour of Chad Armour, LLC , dated August 14, 2006; • United States Department of Agriculture, Washington Soil Survey Reports, http://www.or.nres.usda.gov/pnw_soil/wa_reports.htrnl, October 11, 2006; and • Federal Way City Code (FWCC). Summary • As required by FWCC 22-1 (Wetland Definition), Chad Armour, LLC followed methodology specified in the March 1997 Wasbington State Wetlands Identification and Delineation Manual (Department of Ecology publication No. 96-94) to identify wetlands. • Otak agrees with the conclusions of the Chad Armour, LLC Wetland Reconnaissance Report that there are no jurisdictional wetlands or streams located on the subject property. Results of the Site Visit and Review of Chad Armour, LLC Wetland Reconnaissance Report The 3.84 acre subject property is located at 2920 South 284th Street. The property is located between the I-5 right-of-way to the east and 29th Avenue South to the west. The property is relatively flat, with a slight ridge (oriented north -south) in the middle of the property. The ground slopes down very slightly towards the west (29th Avenue South). Offsite to the east, the ground slopes more noticeably down towards I-5. One single-family house and several outbuildings are located onsite. Although the house was renovated fairly recently, the outbuildings are in various stages of disrepair. In addition to the buildings, there is lawn and forested areas, as well as a network of dirt tracks that are used for motorcycle training. The site was logged in the past, so while there are some Douglas firs (Pseudotsuga men�ziesia), the majority of the trees onsite are black cottonwoods (Populus balsamifera) and red alders (Alnus rubra), with some big -leaf maples (Ater macrophyllum). Indian plum (Oemleria cerasiformis) is a dominant understory shrub, and there are also large patches of salmonberry (Rebus s ectabilis) and Himalayan blackberry (Rebus armeniacus). The subject property is surrounded to the south, west, and north by single family houses on standard lots. The right-of-way for I-5 abuts the majority of the eastern property boundary. Neither the Federal Way Wetland Inventory nor the King County Wetland Inventory show any wetlands onsite. Chad Armour of Chad Armour, LLC performed a site visit to the subject property on August 2, 2006. As required by FWCC 22-1 (Wetland Definition), Mr. Armour followed the methodology specified in the March 1997 Wlashin#4n State Wetlands Identification and Delineation Manual (Department of Ecology publication No. 96-94) to identify wetlands. Mr. Armour located one small wetland near the northeast corner of the property. He also located a corrugated drainage pipe along the western boundary near the center of the property. As described in the wetland reconnaissance report, Otak located the emergent wetland area in an excavated depression. We agree with the report's conclusion that the wedand is less than 350 square feet in size. Because the wetland appears to be isolated and is significantly smaller than 2,500 square feet, it is not jurisdictional under Federal Way City Code (FWCC 22-1). An old logging road delimits the eastern side of the wetland. There is a culvert underneath the logging road which may serve as an outlet for the wedand. The culvert outlets offsite to the east into a swale/depression that widens out onto a slope. The slope area, which is located in the I-5 right-of-way, is dominated by salmonberry. There is little evidence of outflow from the wedand through the culvert - there are no signs of erosion below the culvert outlet, and there is no defined channel in the swale/depression. Because of a lack of right of entry, the offsite slope area was not examined. However, through observation from the property line, there did not appear to be a wedand or a stream located in or immediately adjacent to the swale/depression. The wedand reconnaissance report identified a corrugated drainage pipe along the western boundary near the center of the property. Otak examined the pipe and its surroundings, and we agree with the report's conclusions that the drainage pipe is not associated with a FWCC jurisdictional stream. In addition to examining the areas discussed above, during the site visit Otak walked the majority of the site except where the Himalayan blackberries were impenetrable. No additional obvious wedand areas or jurisdictional streams were visible onsite. (Otak) for conducting a wetland confirmation at Parcel #332204-9162, on behalf of the City of Federal Way, Washington. This is a not -to -exceed cost estimate and the client will be billed as hours are accrued. Box 826 Maple Valley, Washington 98038 Subject: Wetland Reconnaissance Report Abby's Lane (Parcel No. 332204-9162) Federal Way, Washington Dear Mr. Pendergraft We are pleased to present the results of our wetland reconnaissance for the above - referenced property (site) located in Federal Way, Washington. The work was accomplished in accordance with our proposal (No. 219) dated July 18, 2006. The purpose of the work is to assess the potential for wetlands to be present on the site. SUMMARY OF FINDINGS There appears to be a small wetland located on or near the site. There are no streams on the site. BACKGROUND INFORMATION We understand that you are considering purchasing this 3.84-acre site. The site is the location of a single-family home, a shed, lawn, and forest. A dirt track that appears to be used as a motocross training track is also present on the site. The site is bounded by single-family homes on relatively small lots to the north, west, and south. The western site boundary is Interstate Highway 5 (Attachment A — Sketch Map). There is one soil type mapped on the site; Alderwood gravelly sandy loam. Alderwood soils are moderately well drained and have a weakly to strongly consolidated hardpan at a depth of 24 to 36 inches. They formed in glacial deposits on flat to steep slopes. In a representative profile, the surface layer is very dark brown (10YR 2/2) to brown (10YR 4/3) gravelly sandy loam. The B horizon is dark brown (10YR 3/3), grayish brown (2.5Y 5/2), and dark yellowish brown gravelly sandy loam. Alderwood gravelly sandy loam is not a listed hydric soil. EXISTING CONDITIONS We visited the site on August 2, 2006 to check for the presence of wetlands and streams on and adjacent to the site. A significant portion of the site has been disturbed and exposed bare soil is common. We understand that the Douglas -fir (Pseudotsuga menziesii) trees were removed from the site a few years ago. Several relatively wide trails are located throughout the site. In addition to these trails, the soil has been removed from the site at several locations. C:/PendergrafMetland Reconnaissance.doc Chad Armour, LLC 08/14/06 Wetland Reconnaissance Federal Way, Washington Pendergraft Development, LLC Some of these excavations occurred some time ago as suggested by the presence of herbaceous vegetation rooted in the excavations. Other excavations are recent as indicated by the lack of vegetation in these areas. Where the site is less disturbed the vegetation is dominated by large black cottonwood (Populus ba/samifera) trees with an understory composed almost exclusively by Indian plum (Oemleria cerasiformis). In other more peripheral areas of the site the vegetation includes big -leaf maple (Acer macrophyllum), red alder (Alnus rubra), and laurel (Lauraceae). Off site to the east on Washington Department of Transportation property the plant community includes an overstory layer dominated by Douglas -fir and an understory layer dominated by Indian plum. Other plant species commonly present in this Douglas -fir forest include red alder, mountain ash (Sorbus scopulina), common snowberry (Symphoricarpos albus), Pacific Oregon -grape (Mahonia repens), trailing blackberry (Rubus ursinus), and bracken (Pteridium aquilinum). Wetlands We observed what appears to be a small (-<250sf) isolated wetland on or near the eastern site boundary. This wet area is located in an excavated depression. It is dominated by a single hazelnut (Corylus cornuta) shrub that is rooted on its periphery and Himalayan blackberry (Rubus discolor) shrubs as well as stinging nettle (Urtica dioica) and creeping buttercup (Ranunculus repens). These and other plant species are rooted in 12 inches of very dark brown (10YR 2/2) gravelly loam over more than 4 inches of grayish brown (10YR 5/2) clay loam. We observed mottles but they were difficult to distinguish among the dominant very dark brown worm castings. Although wetland hydrology was not present, we assume that it would be during the early growing season (Attachment B - Data Form 1). Drainages We observed a plastic corrugated pipe on the western edge of the site (Sketch Map). The pipe begins about 8 feet from the discharge point of the 29th Avenue South stormwater drainage system. The daylighted portion of the stormwater drainage system is covered with a half corrugated pipe. We looked for indications of a discharge point for this pipe on the site and found none. Nor did we find indications of natural streams on the site. We did locate an outfall off of the site, slightly north of the wetland. Regulations The wetland on or near the site appears to be too small to be regulated by the City of Federal Way. Wetlands less than 2,500 sf are not regulated in the City. CONCLUSIONS There is one small wetland present on the 3.84-acre Abby's Lane site. There are no streams on or near the site. LIMITATIONS Work for this project was performed, and this letter report prepared, in accordance with generally accepted professional practices for the nature and conditions of the work completed in the same or similar localities, at the time the work was performed.
