Prior to final approval of the applications, the following information and corrections must be provided. Planning Department - Contact Deb Barker at 661-4103. SPL94-0002 proposes to short plat lots 5 and 6 into four lots, in conjunction with BLA94-0005, while SPL94-0003 proposes to short plat lots 13 and 14 into three lots. These applications are being administratively reviewed under Use Process I provisions for conformance with the subdivision section of the Federal Way City Code (FWCC) chapter 20. The following comments pertain to that conformance. 1. Pursuant to FWCC Article III: Design Criteria, section 20-155 Open Space and Recreation, the applicant must provide on -site open space in the amount of 15 percent of the gross land area of the site. If the site is under five acres in size, alternative methods may be sought under the provisions of Article II, Mitigation of Development Impacts (enclosed). This code provision allows the applicant to pay a fee in lieu of setting aside the open space on site. The fee is calculated on the basis of the current value of the land which otherwise would have been required to be provided times the then current market value per square foot of similarly situated property (FWCC section 22-60.30). The payment must be received before the approved short plat is recorded. Mr. James E. Jaeger June 28, 1994 Page 2 Stonebrook, Division III was approved under King County in 1988 as part of the plat of Dash Point Park, Division M. With the platting of the 80 acre subdivision, approximately 7.5 acres (or nine percent) of the plat was set aside for passive and active open space. This previous open space allocation will be credited towards city short plat requirements. The applicant must therefore provide on -site open space in the amount of six percent of the gross land area of the site, or pay an appropriate fee -in -lieu -of the set aside. The fee -in -lieu --of is caiculated based upon an appraisal of the property submitted by the applicant and conducted by a MAI appraiser or certified real estate broker. Please provide documentation if other methods of meeting city open space requirements can be provided. 2. A Boundary Line Adjustment, BLA94-0005, which proposes to relocate the property line between lots 4 and 5 must be finalized before the short plat SPL94-0002 may be approved. 3. Land Surface Modification LSM92-0004 conditions of approval still apply for lots 5, 6, 13, 14, and any resulting lots. (See enclosed copy.) 4. Processing fees, identified in Kathy McClung's June 16, 1994 letter, have not been received. (See enclosed copy). These fees must be received prior to any further review of the above referenced projects. Public Works Department - Contact Skip Tullock at 661-4132. The enclosed Public Works Short Plat Review Checklist contains missing or incorrect items and a red -lined drawing of required corrections. Additional requirements are summarized below. To facilitate review of the short plats, please return two sets of revised prints to Skip Tullock, Engineering Plan Reviewer, Public Works Department. Please note that a check made out to King County Records and Elections for the recording fee will be required. Drainage stubs are required for each of the new lots so that roofs, driveways, etc., can be tightlined to the existing storm drainage system in the street. It may be possible to utilize the existing stubs. 2. Curtain drains are required for each of the new lots to alleviate seepage problems. It is suggested that the drainage stubs and curtain drains be installed at the same time to facilitate inspection by the city. Mr. James E. Permits requiring additional information or resubmittals are generally handled on a first come/first serve basis. Prior purchasers of lots and residences in Stonebrook bought with the assurance that the balance of the undeveloped lots would eventually be occupied by homes of at least comparable value and presentation. Lot prices, and mandates, such as the requirement that all house plans be subject to approval of an architectural committee, demanded that high standards be preserved. However, to the disappointment of Stonebrook homeowners, these high standards are not consistently upheld in cases such as this where an attempt is being made to lower standards. The subject lots, which are view lots, are on a street central to the development, and play an important part in setting the precedent for future homes in Stonebrook. The size of a lot plays an important role in the shape and size of the house it can hold. A larger lot lends itself to not only a larger home, but also to a more visually appealing house, presenting an asset to the neighborhood. A smaller lot, on the other hand, tends to drive the house design to not only be smaller in size, but also to dominate the side of the house facing the street with the garage doors, lowering the visual appeal of the home, as well as the neighborhood. In addition, the subject lots, when subdivided, would, undoubtedly, be sold at a lower cost than currently priced; this encourages these lotmp be built with lower -value homes. CrEIVBY COMMUNITY DEVELOPMENT DEPARTMENT J U N 2 P 1994 It is understood that the developer wishes to offload these lots (more total dollars, quicker sale, etc.). The developer, however, will take his money and leave -- it is the homeowners who are most affected here. Stonebrook was chosen by the current residents as a home because of its high standards. These standards were guaranteed by the covenants and by the current zoning requirements, and were commanded by the prices of the lots and residences. Subdivision of current lots on the plat would seriously threaten those standards and set the precedence for a less appealing development. In the long run, it is to the advantage of both the homeowners, residing in a quality development, and of the developer, with a reputation for creating quality developments, to maintain Stonebrook standards by not subdividing a= of the lots on the current Plat of Stonebrook. Proper, timely notification to the undersigned of all hearings to be held on this matter, specifying time and location, is greatly appreciated.
