Dear Mr. Wheeler:
This letter follows up the pre -application conference with the Federal Way Development
Review Committee on May 5, 1994 for the purpose of preliminary review and discussion of
your proposal. At that time, committee members provided comments and associated
requirements relative to the proposed espresso building in the Northshore Shopping Center.
Each department and agency comments are discussed below, with staff contact information
provided.
Planning Department, contact Deb Barker, 661-4103
1. The shopping center is located in a BC (Community Business) zone. A drive -
through espresso business in a pre -manufactured building moved on to the
shopping center parking lot is considered a fast food restaurant, permitted in
BC zones under the Federal Way City Code (FWCC) section 22-757
(enclosed). Approval of this use requires Site Plan Review, an administrative
review process that takes approximately six to eight weeks. Building permits
are issued after the site plan review process is completed. The fee for site
plan review is $1218. Building permit fees are additional.
2. The shopping center was constructed under King County code provisions.
Existing site landscaping does not meet Federal Way landscape standards.
With the installation of the espresso stand, the area immediately surrounding
the new building must be landscaped with Type IV - Open Area Landscaping
as detailed in FWCC 22-1565(d) (enclosed). This landscaping should
encompass adjacent parking stalls, the building perimeter, and must meet
performance and maintenance standards as stated in FWCC section 22-1569
(enclosed). Specific information on the landscaping location will be be
available when a formal application is received.
3. With the increase of gross floor area, the project -related signs must comply
with standards of the FWCC Article XVIII, signs (enclosed). The sign
category for the site is E, which permits wall -mounted signs, marquees,
pedestal signs, or monument signs. Richard Cottage, the City's Sign Code
Officer, can be reached at 661-4017 if you have any questions about the
requirements at this multi -tenant site. Sign permits are required for sign
installation.
4. The FWCC section 22-757 contains parking requirements for fast food
restaurant uses. One parking space for each 80 square feet of gross floor area
is required. The new structure is proposed at 78 square feet, requiring one
parking space. The shopping center parking lot conforms to King County code
requirements, which have a higher parking space ratio than current City code.
This project should not require additional parking spaces. The site plan
submittal should depict how the parking lot meets City parking space and drive
aisle requirements.

The proposed structure is a pre -built "Fotomat" relocated to the site. In its new
location, it will be required to meet applicable health and safety codes. Please refer
to the April 27, 1994, pre -development information comments prepared by the
Building Division.
Federal Way Water and Sewer District, contact Rick Gilmore, 941-2288
The building location must be located a minimum of ten feet from on -site mainline
facilities. Please refer to the April 29, 1994, memo from Federal Way Water and
Sewer to Deb Barker.
Public Works, contact Ron Garrow,, 661-4137
The siting of the structure within the existing parking lot should not create any
hazardous traffic conditions, nor should pedestrian and vehicular safety be
compromised. Drive -through facilities must be designed so that vehicles will not
block traffic in the street while waiting in line or unreasonably interfere with on -site
traffic flow. Access to and from drive -through facilities must be approved by the
Public Works Department.
Please be advised that the pre -application review is preliminary only and in no way takes the
place of the required technical review that will follow the submittal of a formal land use
application.

8. Special inspection by an approved testing laboratory is required for site welding, high -strength bolting,
piling operations, sprayed -on fireproofing, structural masonry, and cast -in -place concrete. Include testing
lab selection and personnel credentials with building permit submittal for Building Section approval prior
to construction (must be WABO certified agency and inspectors on January 1, 1994).
9. Separate permits are required for demolition, signs, rack storage, rockeries, etc., refer to Washington
State Department of L & I for electrical permits. Plumbing and mechanical should be included on the
main application for permits, described in #1 above.
10. Revisions to submitted drawings will be subject to additional plan review fees, if on larger sheets than

Since the proposed facility will be located within an existing paved parking lot, storm
this project. The facility is too small to warrant the
drainage requirements do not pertain to
requirement for upgrading the parking lot for water quality.
The only public works concern is the traffic safety within the parking lot. Existing striping
should be modified to provide safe turning movements within the lot as necessary.
