Dear Mr. Waters:
Review of the above referenced application has been completed. The
site plan is approved for a dining room addition and a deck,
subject to the following conditions of approval:
(1) Submit for approval a revised site plan showing the following:
a. Addition of an emergency exit, that does not route
customers through kitchen area.
b. Redesign of parking lot, show dimensions and add one
space for disabled persons, per our discussion
(specification enclosed).
C. All parking areas and driveways, must be bordered by a 6"
high vertical concrete curb.
d. Clearly delineate parking spaces, traffic directions and
entrance and exit ways.
e. Design the parking area so that there is a paved sidewalk
between the building and abutting driveway or parking
spaces. 11
f. An island or peninsula of the same dimensions as the
adjacent parking stalls must separate parking stalls
located on west property line so that there are no more
than 8 contiguous spaces in each row of spaces.
g. The island or peninsula must be surrounded by a 6" high
vertical curb and must be landscaped with at least one
deciduous tree, 2" in diameter as measured 6" above the

top of the root ball or coniferous tree 5' in height and
with ground cover planted to attain a coverage of at
least sixty (60) percent of the island or peninsula
within two years.
h. Revise driveway to meet maximum driveway width of 30
feet.
( 2 ) Submit a revised landscaping plan for area fronting on Pacific
Highway South (see attached guidelines).
(3) Submit copy of access easement agreement (easement adjacent to
north property line).
Approval of this permit was based on the following:
(1) The project was reviewed in accordance with Section 175.10.
Federal Way Zoning Code, requirements for site plan review.
(2) A fast food restaurant is a permitted use within the "CC"
zoning district in which the property is located.
(3) The project is categorically exempt from the requirements of
SEPA.
(4) The project conforms with Federal Way Zoning Code Section
165.10.
(5) A modification of the parking lot design criteria is granted
provided that the parking area is revised as required above,
and that this modification will not affect the ability to
provide any property with police, fire, emergency medical and
other essential services. This modification is necessary
because of a pre-existing physical condition.
This approval will expire on March 20, 1991 unless a valid building
permit application has been submitted. You may request one six-
month extension by filing a written request with the Department of
Community Development no later than 5:00 p.m., March 13, 1991.
You may request reconsideration of this decision by filing a
written request with the Department of Community Development no
later than 5:00 p.m., September 28, 1990. This administrative
decision may also be appealed by filing a written letter of appeal
with the Department of Community Development no later than
5:00 p.m., October 4, 1990.
This approval shall not waive compliance with future City of
Federal Way codes, policies or standards relative to this
development.
