Airport Expansion Master Plan Public Process Update
This update is to outline the Port of Seattle's upcoming process for their
Sustainable Airport Master Plan (SAMP) for analyzing the environmental
impacts of their proposed airport expansion (SAMP).
The process begins late in the Summer of 2024 and culminates with the Port of
Seattle Commission's deliberation of whether to proceed in late 2025 or early
2026.
At the March 19, Federal Way City Council meeting, the Mayor recommended
that the Council to consider adding a 2024 Council goal to "Highlight air
emissions, noise, safety issues and the upcoming SEA airport master plan
public process for airport expansion." This is now being discussed in the Land
Use and Transportation Committee.

Airport Expansion Master Plan Public Process Update
• The Sustainable Airport Master Plan (SAMP) projects an increase
in annual passengers from 46.9 million in 2017 to 56 million in 2027.
• Annual passengers will increase to 66 million by 20340
• This will result in greater noise and health impacts on Federal Way
residents.
• Sustainable Airport Master Plan (SAMP) "near -term" projects are
estimated to cost $15 billion, are to be completed in 2027.

The SAMP "near -term" projects consist of:
• 19 additional gates
• New passenger terminal (located on the existing main
entrance road and a portion of the near -term parking garage)
• High-speed taxiway turnoffs
• Added cargo facilities
• 30+ other projects to improve safety, provide support facilities,
improve efficiency, and access to the airport

Timeline:
• Late Summer 2024: The process begins with the release of draft
SAMP documents during the late summer of 2024.
• October -December 2024: Release of a draft federal NEPA (National
Environmental Policy Act) document that will begin a 30 day public
comment process to be completed in early 2025.
• April -June 2025: Release of a draft state SEPA (State Environmental
Policy Act) document with a 30 day public comment process to be
completed in 3rd quarter of 2025.
• Late 2025-Early 2026: Port Commission considers proceeding ith the
airport expansion.

Timeline Specifics:
• The FAA and Port of Seattle will be giving affected communities
thirty -days' notice of the beginning of the public involvement process
for review and comment the drafts.
• The public involvement process/comment period is usually 30 days.
The FAA and Port of Seattle have been asked to increase the notice of
the review start date to sixty days, and additionally increase the public
comment period to 60 days.
• These documents will be technical in nature and will need time and
appropriate expertise for community understanding.

Summary:
• After the next Land Use and Transportation Committee meeting,
there will be a update to Council on strategies to advocate for
our residents and businesses during the airport expansion
process.
• Also, finalization of deliberations for the adoption of a 2024
Council goal to prioritize airport issues with the Land Use and
Transportation (LUTC) designated as the lead Council
committee.
