PUBLIC COMMENT (2 mins. /person): None. COMMISSION BUSINESS: Commissioner Fine motioned to move item G, Federal Way Community Festival, after item B, Civility and Decorum, and Commissioner Walker seconded the motion. Motion carried 5-0. A. Approval of Minutes (February 2024): Commissioner Fine motioned to approve the February 2024 meeting minutes and Commissioner Walker seconded the motion. Motion carried 4-0. DIVERSITY COMMISSION MINUTES MARCH 14, 2024 Diversity Commission March 14, 2024 Meeting Minutes Page 2 B. Civility and Decorum: Chair Abdullah read a prepared statement pertaining to decorum and civility and how the Commissioners should speak to and treat each other, staff, and guests while in the monthly Commission meetings. Mentioned that Human Resources requires that staff work in an environment free from all harassment, where they are not yelled at, belittled, or demeaned. Recent events occurred where staff member DEI Analyst Luft was misgendered. In April there will be a training for Commissioners discussing DEAI (Diversity, Equity, Accessibility, and Inclusion). Follow up with Commissioner Fine about the training that City staff, Mayor, and City Council have to go through to make sure that everyone is in alignment, pertaining to DEAI (Diversity, Equity, Accessibility, and Inclusion). Commissioner Fine motioned to add the training about gender and misgendering to April 2024 meeting and Commissioner Walker seconded the motion. Motion carried 5-0. C. Federal Way Community Festival: Commissioner Fine reported on the progress of activities pertaining to the festival and introduced Cassie Swan and Abbie who are helping with the festival. Parks Department stated that Town Square Park has been secured. To date, $1,500 has been sponsored from Multi-Service Center ($1,000) and Highline ($500). Also, the possibility of extending the application due date to either May 15th or further out. Abbie stated that all forms have been digitalized and as requests come in about vendor applications and sponsorship forms, her and Cassie with be able to send them out and track them on the shared spreadsheet. Commissioner Fine requested that the present commissioners take packets that they could distribute and promote to known individuals and organizations that would be interested in participating in/with the festival. Commissioner Lane mentioned parking issues from previous events to mitigate issues with upcoming event. D. ARPA: Chair Abdullah reported that the public disclosure request was responded to and how large of an amount the contents was. Vice-Chair Idahosa asked could the contents be condensed in some way and getting the contents printed. King County Library System (KCLS) Partnership: Chair Abdullah reported on a King County Library System outreach to the Diversity Commission for an LGBTQIA+ event happening in June 2024. About partnership, there are had a couple asks. Would the Federal Way Diversity Commission be interested and have capacity in participate and/or co-create an (11 yr. – 51 yr. +) intergenerational LGBTQIA+ program for the King County Library System. Commissioner Fine volunteered to meet with them to narrow down specifics of what KCLS would want help with from the Diversity Commissioners. Commissioner Fine volunteered to go and motioned to attend a meeting with KCLS for information and Commissioner Lane seconded the motion. Motion carried 4-1. Commissioner Idahosa stated that there is a form that was created for Community Engagement and the Commission should utilize it for future engagements. F. Budget Amendment: DEI Analyst Luft reported connecting with the Finance Department about the date for submitting a budget amendment request. It appeared a date had not been determined by the department. Staff member Bridgeford will remain attentive to this date and provide support in the process of submitting the budget amendment request. Levi, Allison, Abbie, and Cassie will attend a meeting on Tuesday from 12 p.m. – 1 p.m. at the Community Center to develop the budget amendment request. G. Diversity Commission Facebook Account and Webpage Update: DEI Analyst Luft in an effort to diversify the Federal Way Community Festival, Commissioner Fine will send DEI Analyst Luft the information needed to publicly post on the webpage and Facebook account. In addition, since the Community Festival forms have been digitalized, they will be posted on the Facebook. Advertising on Eventbrite, Facebook event, etc. for the Community Festival. H. Commission Involvement Subcommittee and Community Engagement Subcommittee: Chair Abdullah reported that there will be more to report about the Commission Involvement and Community Engagement next month during the April commission meeting. Community Listening Sessions: Chair Abdullah reported that there will be more to report about the Commission Listening Sessions next month during the commission meeting. Commissioner Fine suggested during the times the Mayor speaks to the community that would be an ideal time for the Commission to advertised as about upcoming events. Vice Chair Idahosa attended an event a Department of Public Health (DOH) of the City of Seattle. Vice Chair Idahosa is seeking a collaboration with the DOH for community outreach and engagement. There was also an ask for $500 to be set aside. Vice Chair Idahosa motioned to have $500 to precured, for Community Listening session with King County Public Health and Commissioner Fine seconded. Motioned carried 5-0. Commissioner Rogers motioned to have a letter drafted for Diversity Commissioner make a statement to be read to the City Council that they acknowledge the racist signage and Vice Chair Idahosa seconded. Motioned carried 3-2. J. Monthly Expenditures and Revenue Report: DEI Analyst Luft reported expenditures for February from past events to reflect the current (from when the report was pulled for the agenda) allocation for DEAI. STAFF REPORT (10 mins.): DEI Analyst Luft reported RRFA will be given out at the next City Council meeting on March 19, 2024 and Chair Abdullah and Vice-Chair Idahosa will be in attendance. All are welcome to attend. COMMISSIONER COMMENTS (10 mins. - 2 minutes/Commissioner): Commissioner Walker recommended that discussion be had with the City Council on their process. Commissioner Fine stated that she will be out of commission in June for medical reasons and will need more support with the Community Festival. Chair Abdullah read former Commissioner Wallace’s resignation letter.
