The Community and Economic Development Department has completed review of your Process I Master
Land Use application. You have proposed to construct an 18-foot-wide driveway connection between the
two parking areas at an existing office building located at 200 South 333`d Street. Your application is
hereby approved per the condition and findings noted below. Be advised work cannot be in until Yku

FINDINGS OF FACT
1. The applicant is proposing to construct an 18-foot-wide driveway approximately 130 feet in
length. The driveway will provide vehicular access between the subject property's north and
south parking areas. The existing site layout provides no vehicular connections between the two
parking areas. Single ingress/egress points for the north and south parking area are located on the
1" Avenue South and South 333d Street frontages, respectively.
2. The proposed site design requires the removal of two parking stalls in order to accommodate the
driveway improvements. The existing total parking stall count does not meet current 30011
parking ratio standards for office use set forth in Federal Way Revised Code (FWRC) 19.235.010.
Updating the site to meet current standards will not be required as the proposed improvements do
not exceed nonconforming development thresholds set forth in. FWRC 19.30.090, but the
applicant will be required to maintain the existing number of stalls prior to constructing the
driveway. As a condition of approval, the applicant will be required to replace the two parking
stalls in the north parking lot as shown on the redlined site plan.
3. Approximately 13 mature trees are proposed to be removed to accommodate the new driveway.
The Office Park (OP) tree retention requirement for the 1.44-acre subject property is 29 tree units
(20 tree units per acre). The submitted certified ISA arborist report prepared by Tree Resource
indicates the subject property will contain 72.5 tree unit credits following removal of the 13 trees;
therefore, no tree replacement will be necessary.

4. Two parallel segmented retaining walls, less than six feet in height, are proposed along the
driveway. The segmented blocks contain a weathered texture that satisfies the aesthetic requirement set forth in FWRC 19.120.120.
CONCLUSIONS OF LAW
1. Use Process review is required as the proposed improvements do not meet exception criteria set
forth in FWRC 19.15.020.
2. Process I "Directors Decision" is the appropriate Master Land Use application as the
improvements are to a development site; and they do not exceed thresholds set forth in FWRC
I9-15.030(1)
3. The Federal WaY Comprehensive Plan and zoning designation for the subject property is Office
Park (OP). Pursuant to FWRC 19.235.010, the subject property's office use is permitted in OP
zoning districts.
4. The proposed improvements meet Process I purpose criteria set forth in FWRC 19.55.020
including compliance with applicable provisions of FWRC Title 19 `Zoning and Development'
and health, safety and welfare standards.
5. PubIic Works engineering approval is required prior to constructing the improvements as the new
impervious surfaces are considered a regulated activity pursuant to FWRC 16.15.010. Stormwater
impacts shall be mitigated using manuals and Best Management Practices set for in FWRC
16.20.010 et al.
APPEALS
The effective date of this decision is November 10, 2011. Pursuant to FWRC 19.55.050, any person who
commented on the application or requests a copy of this administrative decision may appeal the decision
to the Federal Way Hearing Examiner by November 24, 2011. Any appeal must be in the form of a letter
delivered to the department with the established fee.
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development. This Process I approval does not constitute Public Works

Assignment and Scope of Report
You asked me to collect tree unit data for a tree survey required by the City of Federal Way for the Northmark Building
Driveway project at 200 S 333�d Street, Federal Way WA 98023. This letter contains the original request from the city, (See
appendix A), addressed to James Kwon, who hired you to handle the removal of the trees in the area where the driveway
will be built, and the tree survey data that confirms that the project complies with city codes for tree retention.
Observations and Discussion
I met you on site on Wednesday November 2nd and we reviewed and edited a site map containing significant trees on the
property. The trees consisted of Douglas -fir, Pacific willow, vine maple, European hornbeam, and Purple leaf plums.
There are also large numbers of photinia, rhododendron, and viburnum shrubs. The City of Federal Way requires that a
minimum of 29 tree units remain on the property. Trees are assigned a unit based on stem diameter with trees up to 6
inch diameter garnering 1 point and an additional half -point being given for trees in diameter classes grouped at 6 inch
intervals. (See Appendix B) We surveyed all of the trees that will remain and calculated a total of 72.5 tree units. (See
Appendix C)
Conclusion
Based on my measurements and inventory of the trees on site, there is a total of 72.5 tree units that will remain. The city
requires 29 for this site so you are well above the quota required by the city and will not have to plant any additional trees
to meet the city requirements.

Dear Mr. Kwon:
The Community and Economic Development Department has received your Process 1 Master Land U.w
application. You have proposed to construct an 18-foot-wide driveway connection between the two
parking areas at an existing office building located at 200 South 333" Street. The submitted site plan
details the need to remove approximately 13 trees, the construction of two parallel retaining walls along
the length of the driveway, and permanent removal of two parking stalls. The department is unable to
issue approval until the following items are addressed:
Reductinu of Parking Stalls — The existing =1 proIxrwd harking stall count does not meet the
69 stall minimum required by Federal Way Rrav�ed Crm1c (1='WRC) 19.235.0101. Although the
stall count is nonconforming now, it's likely to have met standards when the building was
constntcled in 1979. The improvements you have proposed do not trigger the need to meet the
current standards, but reduction of the nonconforming stall count cannot he approved at this time.
The department recommends the following options if you proceed with the current layout: (1)
replace the two stalls at another location on the subject property, or (2) submit a thorough parking
study that c1 uments fewer stalls will be adequate to fully serve the office building.
2. Stormwater — The applicant will be required to implement Best Management Practices (BMPs)
to mitigate the new impervious surfaces. Stormwater improvements must be designed to meet
standards within the 2009 King Counte Surface Water Design Manual. Public Works Department
Engineering (EN) approval must be obtained prior to cons(ruction. A scaled drawing detailing
existing topography and drainage with the proposed improvement must be submitted. Current EN
review fees are S271.00 for four hours of review and an inspection charge of $61.00 per hour may
he assessed. Please contact Ann Dower, Senior Engineering Plans Reviewer, at 253-835 2732 for

The Cornerstone Retaining Wall System is
designed for use in either gravity retaining
wall structures or mechanically stabilized,
geo-grid reinforced soil retaining structures.
Applications range from low, lightly loaded
gravity designed residential retaining walls to
high (30 ft.), commercial and industrial geogrid
reinforced structures. Whether the design is
simple or complex, CornerStone walls retain
their strength, while flexing under seismic

DISCUSSION I typically don't route Process I applications, but there are some issues here.
Looks like new impervious surfaces for the new driveway. It's not a new curb cut
onto 15t Avenue South like it appears, only a connection to the existing parking
lots.
Chris — Any fire issues with the proposed 18-wide driveway?
Brian — Lakehaven easements we need to be aware oP
Ann — We'll likely have stormwater issues due to the new impervious. Not sure
if traffic needs to look at it as the improvements are internal, but I've attached an
extra site plan just in case.
