Dear Shailesh:
This letter responds to your requests to modify various code requirements pertaining to your
proposed three lot short plat at the address listed above.
1. You have requested to waive the required block perimeter standards for this project.
All new development is required to accommodate the block perimeter standards for
both vehicular and pedestrian circulation, if possible. After evaluating the existing
conditions along the roadway, review of Federal Way City Code (FWCC) provisions
(Sections 22-1477, 22-1496), and direction provided by the City Council, the Public
Works Department hereby waives the requirements for both vehicular and
pedestrian block perimeters based on the following:
FWCC Section 22-1477 — Modifications of Improvements Along Property
Frontage: This code section allows the Public Works Department to grant a
request to modify, defer, or waive the required street improvements only
after consideration of four specific reasons. The reason most applicable here
is contained in FWCC 22-1477(2) "Unusual topographic or physical conditions
preclude the construction of improvements as required."
2. You have requested to modify the required internal street improvements for the
above -referenced property. Since the pre -application meeting summary letter was
sent to you in September 2006, the City has added new street standard drawings,
one of which specifically addresses your situation. Your project no longer needs to
meet the requirements of street drawing number 3-2Y (Type "Y" cross section) as
originally stated. Instead, your project is now required to conform to street drawing
number 3-2DD (Type "DD" cross section). This cross section includes 20-feet of
paved driveway within a 25-foot joint use access and utility easement. Beyond the
required distance for the turn -around, a single-family driveway may be constructed
to access the remaining proposed lot. All common access portions must be
contained within a joint access/ingress/egress and utility easement benefiting all
proposed lots.

3. You have requested to use a hammerhead style turnaround in lieu of a cul-de-sac
style turnaround. This is a fire department requirement; permission to use a
hammerhead style turnaround will need to be obtained from the fire department.

The conditions of this Right -of -Way Modification will be applicable for a period of one year from
the date of this letter. If a building permit is not issued within the one-year time limit, this
waiver will be void, and a new request for modification request must be submitted.

Subject: Bradshaw Short Plat — Request for Waivers

Dear Mr. Lee,
An application for a short plat at the above property is being submitted along with this request
for waivers. Above single family residential parcel is to be divided in to three single famiiy'
residential parcels. Following waivers are requested:
Block Perimeter Waiver
FWCC Section 20-151(d) and FWCP Policy TP21, require block perimeters no longer than
1320 feet for non -motorized trips, and 2640 feet for streets. Due the topography in the vicinity
of the project site such block perimeters are not feasible. Therefore we request a waiver for
these requirements.
Waiver of Street Right of Way/Width, Sidewalk, & Cul-de Sac Requirements
Public Works Standards drawing 3-1A requires a 24 feet street with curb/gutter, 5' sidewalks,
and street lights in a 38 feet right of way. Also, a cul-de-sac is required. Other recent adjacent
developments along 18th Avenue South have not been developed to such standards.
Therefore, to be consistent with the development along 18t" Avenue South, we request that the
proposed development be allowed to construct a 20 feet internal access road without
curb/gutter, sidewalks, and street lights. We also request that a hammerhead turnaround be
allowed in lieu of a cul-de-sac.
