Box 188 Puyallup, Washington 98371 Subject: Tacoma Smelter Plume Site Assessment SW 316th Short Plat TSP 5101 -Southwest 316th Place Federal Way, Washington 98023 King County Tax Parcels 102103-9001, -9016, -9040 Dear Mr. Sherwin: We have completed our assessment of the project site for impacts from the Tacoma Smelter Plume. We understand the current project involves the subdivision of the site into single-family residential lots. Preliminary site plans do not indicate there will be any tree retention or wetland tracts associated with site redevelopment. Our assessment identified elevated arsenic above MTCA Method A cleanup levels in surficial site soil related to the Tacoma Smelter Plume (TSP) that will require remediation prior to redevelopment. The results of our assessment are presented in more detail below. SCOPE OF WORK We followed the procedures described in Ecology Publication 19-09-101, Asarco Tacoma Smelter Site-Model Remedies Plan for the Tacoma Smelter Plume. To determine the actual levels of arsenic, we divided the site into two Decision Units. Sherwin September 1, 2023 Revised September 8, 2023 Project No. T-8926 Page No. 2 The Decision Units consist of the following: Decision Unit Tax Parcels Predominant Land Cover Proposed Land Use Acreage DU-A -9001, -9016 Lawn, driveway and house Redeveloped 1.4 DU-B -9001, -9040 Forest Redeveloped 2.81 In Decision Unit A we collected samples for lead and arsenic analysis at a total of 18 locations. We sampled the upper six inches of soil at all locations. At one-fourth of the locations, we sampled from 6- to 12-inches-deep. We also collected a total of two composite duff samples. In Decision Unit B we collected samples for lead and arsenic analysis at a total of 32 locations. We sampled the upper six inches of soil at all locations. At one-fourth of the locations, we sampled from 6- to 12-inches-deep. We also collected a total of four composite duff samples. PROJECT DESCRIPTION The project site is an approximately 4.21-acre assemblage of 3 tax parcels located at 5101 Southwest 316th Place in Federal Way, Washington. The approximate location of the property and surroundings is shown in Figures 1 and 2. Figure 3 is a Sample Location Plan showing the proposed redeveloped subdivision of the existing parcels. The site is currently developed with a single-family residence located on the north portion of parcel 102103-9016. The residence is surrounded by ornamental landscaping and grass lawn. The roughly northern one-third of the site is currently covered with grass lawn, scattered mature trees, and blackberry vines. The southern two-thirds is covered by mature forest with a thick understory. The Geologic Map of the Tacoma 1:100,000-scale quadrangle, Washington by J.E. Schuster, A.A. Cabibbo, J.F. Schilter, and I.J. Hubert (2015) shows the site soils mapped as Recessional outwash (Qgo). The loose to compact, variably sorted soils observed in our subsurface explorations are generally consistent with this geologic map unit. Based on available topographic information, our field observations, and our local experience, groundwater will have a general flow direction towards the north or northwest. No shallow perched groundwater was found in our test pits. The groundwater will occur within the outwash soils at depths of 30 to 50 feet below site grades. Local variations in groundwater gradients will occur as a result of man-made features, such as drainage ditches, sewers, and roads. The topography of the area is shown on Figure 2. CURRENT SAMPLING The current sampling was conducted on August 16 through 18, 2023. Samples were obtained from a grid pattern superimposed on the site. A total of 50 locations were sampled. A total of 66 individual samples were analyzed for lead and arsenic. Sampling proceeded in general accordance with Ecology Publication 19-09-101. Mr. Geoffrey P. The samples were placed into laboratory prepared glassware. Chain of custody protocols were followed for all samples. At the lab, the samples were prepared for analysis by sieving the samples through a 2mm (US No. 10) sieve to remove gravel. The test results for the current samples are attached in Appendix A. SAMPLE RESULTS The results of the current sampling are presented on Tables 1 through 3 attached to this report. Decision Unit A (DU-A) DU-A was assumed to be disturbed ground that had been cleared in the past. As shown on Table 1, arsenic values ranged from 2.0 to 20 mg/kg in the 0- to 6-inch interval. The average in the 0- to 6-inch interval for arsenic was 10.3 mg/kg. The average arsenic concentration in the 6- to 12-inch depth was 9.9 mg/kg. The average arsenic concentration for DU-A at both depths is below the MTCA Method A cleanup level of 20 mg/kg. The lead levels in the soil samples ranged from 5.2 to 170 mg/kg. The average lead level in the 0 to 6-inch depth was 37.3 mg/kg. The average lead level in the 6- to 12-inch depth was 75.25 mg/kg. The average lead level for both depths in DU- A is below the MTCA Method A cleanup level of 250 mg/kg. The levels of arsenic in the composite duff samples ranged from 2.9 to 4.2 mg/kg with an average level of 3.6 mg/kg. The levels of lead ranged from 5.7 to 11 mg/kg with an average level of 8.35 mg/kg. None of the concentrations of arsenic and lead exceed the applicable MTCA Method A cleanup values. Decision Unit B (DU-B) DU-B was predominately undisturbed ground consisting of mature forest. As shown in Table 2, the arsenic concentrations in the 0-6- inch interval ranged from 4.6 to 100 mg/kg. The average concentration of arsenic in the 0- to 6-inch interval was 23.9 mg/kg. The average arsenic concentration in the 6- to 12-inch depth was 11.25 mg/kg. The average arsenic concentration for the 0-6- inch interval in DU-B exceeded the MTCA Method A cleanup value of 20 mg/kg. The lead concentration in the soil samples ranged from 5.3 to 180 mg/kg. The average lead concentration in the 0- to 6-inch depth was 49.3 mg/kg. The average lead level in the 6- to 12-inch depth was 21.1 mg/kg. Both the average lead levels for DU-B are all below the cleanup level. The concentrations of arsenic in the composite duff samples ranged from 3.1 to 15 mg/kg with an average concentration of 10.65 mg/kg. The levels of lead ranged from 6.1 to 44 mg/kg with an average concentration of 30.8 mg/kg. DISCUSSION Following the guidelines established in Ecology Publication 19-09-101, elevated arsenic exceeding MTCA Method A cleanup values related to the TSP was identified in the upper six inches of soil in DU-B. No other elevated concentrations of arsenic or lead were identified in this assessment. Ecology provides several model remedies to perform soil cleanup of elevated arsenic related to the TSP. In our recent experience, mixing the upper 6-12 inches of soil with the soils immediately beneath it adequately dilutes the concentrations below applicable cleanup levels. This can be conducted prior to, or concurrent with, site redevelopment. Mr. Geoffrey P. We recommend reporting the release through the Statewide Environmental Incident Report Form (ERTS) and enrolling in the Voluntary Cleanup Program (VCP).
