Introduction
The following report has been developed for the proposed Dash Point Palisades single-
family residential project in Federal Way, Washington. The purpose of this report is to
present the information necessary to satisfy the City’s Revised Code (FWRC)
19.120.040 (2) (a) through (e). I have personally visited the site to conduct an inventory
of the trees within the property and assessed each tree to be retained.
I. Site and Project Description
The 3.86-acre site has been partially developed with a former residence located at the
extreme northern portion. It is predominantly forested with the exception of an open
grassed area associated with the residence. The dominant species are Douglas fir and red
alder. Also found is a typical mixture of western hemlock, western red cedar and pacific
madrone. With the exception of the hemlock, most trees are in fair to good condition
with no issues of disease or pockets of past storm damage identified.
The proposed project includes 13 single-family residential lots with access for each lot
off of 51st Ave SW.
II. Tree Survey
I personally visited the site on August 28, 2023 to conduct an inventory and tag all trees
measuring 6” and greater. These trees were then surveyed by Larson and Associates and
are presented in Table 1.

III. Tree Removal
Initial plans were to retain approximately 40 trees along the western perimeter of the
property (highlighted in green on Appendix 1)). However, due to a combination of
impacts from required arsenic mitigation, grading and trees in poor condition, all but
two trees at the north end will be removed. Per information that I have received from
the client, according to soil test results, the southern 2/3 of the property will require that
the soil be mixed to a depth of 12-18” in order to dilute the level of arsenic. This is not
compatible with tree retention and would have a detrimental impact to the critical root
zones.
IV. Tree Retention
A total of 2 trees (#12 & #13) or 3.5 tree unit credits are being proposed for retention.
Below is a summary of the retention calculations.
Gross acreage = 3.86-acres
Minimum tree density (3.86 acres x 25 units/acre) = 96.5 tree units
Proposed retention (#12 = 1.5, #13 = 2) = 3.5 tree units
Required replanting = 93 tree units
V. Tree Protection
I am recommending that tree protection fencing be installed around the two trees to be
retained as shown in orange on Appendix 2.
VI. Replanting
With direction from the client, the following replanting is proposed to meet the required
tree units. The selections of trees have been chosen to provide buffers between the
adjoining properties as well as avoid future conflicts with aggressive roots and dropping
fruit/seeds.
