STAFF PRESENT: Sarah Bridgeford (Community Services Manager) Kim Bachrach (Human Services Coordinator) Layelah Wilson (Human Services Coordinator) CALL TO ORDER: Commissioner Scanlon called the meeting to order at 5:32 p.m. PUBLIC COMMENT: None. APPROVAL OF FEBRUARY, 2024 MEETING MINUTES: Commissioner Scanlon motioned to approve the February 26, 2024 meeting minutes; Commissioner Stark seconded the motion. No Discussion, Motion carried 5 – 0. Minutes approved. CERF APPLICATIONS PRESENTATIONS AND REVIEW: ACHD: Small Business Program presented by Bilan Aden & Abokor Isaak FUSION (x2): Elevator Upgrade/Modernization & Window Upgrade/Modernization for Guest and Acquisition for Transitional Housing presented by David Harrison Habitat for Humanity: Home Repair Program presented by Kristina Copley and Maeling Amorin Highline College Business Development Center: Start Zone presented by Phon Sivongxay HSC March 25, 2024 Meeting Minutes Page 2 Each agency presented to commission and allowed for further inquiry of program description, demographics served, community benefits and etc. Commissioners discussed to approve four programs with full funding, which were: • FUSION: Elevator Upgrade/Modernization & Window Upgrade/Modernization for Clients. • FUSION: Acquisition for transitional housing. • Habitat for Humanity: Home Repair Program. • Highline College Business Development Center: Start Zone. Commission Schultz motioned to approve full funding for the two FUSION programs and Highline and Habitat for Humanity programs. Commissioner Stark seconded the motion. Motion carried 5-0. Commissioner Stark motioned to offer ACHD budget of $145,443 (balance remaining) based upon revised approved program staff budget allocations. Commissioner Scanlon seconded motion. Motion carried 5-0. Discussion of ACHD full funding request with unused contingency funds. Commissioner Stark motioned to approve ACHD full fund request in the event of additional contingency funds. Commissioner Scanlon seconded motion. Motion carried 3-2. HUMAN SERVICES COMMISSION ELECTIONS: Commission discussed whether to conduct elections or wait for more members. Commission was informed of Gordon Bocks expired term again and council has not yet interviewed or re- appointed. Commissioner Scanlon motions to table election discussion until next month; Commissioner Stark seconded the motion. Motion carried 4 – 0. COMPREHENSIVE PLAN AD HOC COMMITTEE UPDATE: Commissioner Schultz informs no updates and no additional regular meetings scheduled. 2025-2026 HUMAN SERVICES GRANT FUNDING AND CDBG PUBLIC SERVICES GRANT APPLICATION: Human Services General Fund (HSGF) grant funding process opens March 4, 2024 and ends April 8, 2024, along with 15 other cities collaboratively using one application. Commissioners will receive training on how to score applications and implicit bias 04/15/2024. The Commissioners would be working in thirds in June, July and August for the evaluations. Commissioners may share the application and encourage agencies to apply. COMMISSIONER COMMENT: Commissioner Alexander is still interested in visiting Federal Way Day Center. HSC March 25, 2024 Meeting Minutes Page 3 STAFF REPORT: Staff member Wilson reiterated implicit bias training April 15, 2024. Will schedule FWDC visit with Commissioners. Interviews and elections will be held when applications have been submitted and reviewed.
