Required setbacks, height limitations, and other sign code information can be obtained from the Land Use Division of Community Development Services (CDS). Building code information may be obtained from the Building Division of CDS. Sign permits expire one year from the date of issuance. ALL information and plans must be provided before the application can be accepted. I. SIGN PERMIT APPLICATION A. Form: Complete the Sign Permit Application form. Any space left blank will delay permit processing. B. Fee: A plan check fee is due upon submittal of a complete permit application. I have completed a preliminary zoning review of the permit. There are two issues that need to be resolved before review of the permit can continue. 1. Sign A (the existing sign to be modified into a conforming tenant directory) is a monument style sign. Sign B is an existing pole sign. You have proposed to modify sign B into a monument style sign. The plans need to indicate the sign base material for each sign. The Federal Way City Code Section 22-1602(c)(3)a (enclosed) requires that the sign base be made of an architectural material such as textured concrete, stucco, or brick OR be harmonious with the primary structure on the property. Please let me know how both sign A and B meet this requirement. 2. Sign B does not currently meet the required three foot setback from the property line. On your site plan detail, the new proposed location for the sign is shown as 10 feet from the curb. In this location, the sign still does not meet the required setback. I have enclosed the site plan detail for your reference. Please redraw the plan indicating that the sign will meet the required three foot setback. Please also provide a point of measurement (for example, the distance between the back of sidewalk and the property line). I am, however, still unclear on the two issues addressed in my letter of March 28, 2001. The resubmitted plans do not address how the bases of signs A and B meet the code requirement of Federal Way City Code Sec. 22-1602(c)(3)a (enclosed with my previous letter). The sign bases must be made of architectural materials such as textured concrete, stucco, or brick OR be harmonious with the primary structure on the property. Please also be aware that the sign base must be a minimum of twenty percent of the overall sign height. Signs A and B do seem to meet the 20% base requirement, but the material must be clearly indicated. Painted sheet metal is not considered an architectural material for the purposes of sign permit review. The resubmitted site plan detail for sign B indicates a ten -foot setback. It is not clear from the drawing whether you intend the ten feet to be the setback from the property line to the sign, or the setback from the curb to the sign. It is also not clear what is intended as the point of measurement for locating the property line in the field. Please resubmit revised plans clearly addressing these issues prior to May 30, 2001. If all required materials are not received, then the sign permit will be denied and the application will no longer be valid. The notice and order (VO#00-106083-00) will also be reactivated at that time, and the business owner may be subject to monetary penalties under that notice and order.
