ABC Herron Tree LLC is pleased to submit this report compiling the Visual Tree Risk and Evaluation
Assessments performed on trees located on the parcel listed above.
Tree Inventory assessments were made in accordance with American National Standards Institute (ANSI)
A300 Part 5 standards. This report is more of an inventory styled report, this will help establish tree
protections regarding tree removal, and retention determinations. Visual Tree Assessments is an
outlined process in accordance with Tree Risk Assessment Qualification (TRAQ) program and is a
recognized standard of care by the International Society of Arboriculture (ISA) to evaluate tree health
and risk.
I have included a detailed report of my findings below, along with an inventory styled matrix covering
overall tree measurement and characteristics. Please feel free to contact me with any questions you

Assignment
On September 20, 2023, I was asked to complete an arborist report for parcel 1196003800
which has not yet been assigned an address by the county. The report includes all trees 8”
diameter at breast height (DBH) and above on this parcel. This report covers criteria set forth
under the City of Federal Way’s tree regulations as of the date of this report.
Personal qualifications, scope of work and methodology:
The knowledge I used to evaluate the trees comes from over 20 years of experience in the tree
care industry, including two years of schooling from South Seattle Community College. I am a
recognized Journeyman Tree trimmer with 12 years of experience through the International
Brotherhood Electrical Workers (IBEW). I also have over 10 years’ experience as an ISA certified
arborist, including six years working for Snohomish County Public Utility District (PUD) as an
arborist. I am currently employed by King County as a Vegetation Specialist Arborist for Road
Services Division. I have also worked for Seattle City Light and Washington State Department of
Transportation in performing tree maintenance and general vegetation management,
mitigation, and noxious weed control. In addition to my experience and ISA certification
maintained in good standing, I am also TRAQ certified (Tree Risk Assessment Qualified). I have
relied on my training in these areas to perform the duties outlined.
I followed the protocol delineated by the ISA for Level 2 Visual Assessment Process. By doing so
I am examining each tree independently as well as collectively as groups or stands of trees
provide stability and can lower risk of independent tree failure. This scientific process examines
tree health (e.g., size, vigor, and insect and disease process) as well as site condition (soil,
conditions, nursery stumps, anaerobic conditions, etc.).

A key part of tree risk assessment is to categorize the likelihood of failure of one or more
branches, the stem, or the roots. Visual assessment includes looking for and determining the
significance of the defects and structural conditions. Some structural defects or conditions are
more likely to lead to failure than others. Individual defects or conditions may not by
themselves indicate a serious structural problem, but in combination with other conditions they
may contribute to failure.
All tree species have widely varying lifespans and tolerance capabilities to wound healing from
damage caused by biotic and abiotic forces. Knowledge of failure patterns (disease, lifespan,
environmental conditions, and species characteristics) associated with different species is
critical in making effective reports.
Site Observations:
The parcel at 1196003800, Federal Way is an undeveloped lot of 40,800 square feet per the
King County Parcel Viewer website. I arrived on site at around 9:00 am on October 8, 2023. This
lot is slightly sloping with a southern aspect. There are several small seeping areas that indicate
wetlands on site. There is a small creek/drainage cut that runs on the north side of the
property. This lot is mostly clear of trees on the west side of the lot. The interior of this lot and
east side are covered with deciduous trees. There were no conifers recorded in this report.
Methods used to determine tree location and tree health:
Tree diameter was measured with a forester’s tape. Tree dripline and height and other
target distances were measured with a Nikon Pro laser range finder or tape shown in Figures
1&2. Trees are tagged with Dymo Rhino aluminum labeler numerical impression and pink
ribbon in Figure 3 unless otherwise noted in the Tree Assessment Matrix. All measurements
and notes are recorded in digital format on site. Forest Metrix software is used to record the
data and pictures to help illustrate the findings, see Site Map and Tree Assessment Matrix
photos.

Offsite and buffer tree consideration
There are no other significant offsite trees on neighboring properties with overlapping driplines
taken into account for this project.
Discussion and Conclusion
Per FWRC 19.120.130 Tree and vegetation retention standards
“(1) Retention required. Existing trees and vegetation in good health, and not considered
to be invasive species, shall be retained on the subject property to the maximum extent
possible in all developments as follows:
(a) Site and building development shall take into consideration the location of existing
stands of healthy trees both on site and on adjacent properties. Where safe and feasible,
the meandering of streets and/or sidewalks around existing stands of trees is
encouraged.
(b) Minimum tree density – New uses on vacant or redeveloping parcels. The tree density
requirements will be met primarily through the conservation of existing trees. However,
in order to provide for continued flexibility in the design of new development, in those
situations where a development’s design would preclude the retention of the required
number of trees, the use of replacement or supplemental tree planting is authorized. The
minimum tree density for each land use designation is specified in Table 19.120.130-1.”
Per Federal Way Revised Code (FWRC) 19.120.130 properties with a land use designation of SF
Residential Zones such as this one are required a minimum tree density of 25 tree units/acre.
“1) Trees that are damaged, diseased, are a hazard or nuisance or invasive species shall
not be credited towards satisfying the tree units per acre requirement as noted in Table
19.120.130-1; provided, at the discretion of the city, damaged or diseased or standing
dead trees may be retained and counted toward the tree requirement, if it is
demonstrated that such trees will provide important wildlife habitat and are not
classified as dangerous trees.
2) Trees located within critical area buffers shall be credited towards satisfying the tree
units per acre requirement as noted in Table 19.120-130-1. Critical area buffers shall
comply with the requirements set forth in FWRC Title 19, Division V.”
The calculation of the total tree units required is as follows per FWRC 19.120.130.3&4:
“(3) The total number of tree units required to be provided by a regulated activity shall
be calculated by multiplying gross site acreage, minus any proposed public or private
streets and regulated critical areas (excluding buffers) determined by Federal Way to be
undesirable for tree planting (e.g. certain wildlife habitat and wetlands), by the required
tree density (in tree units per acre) set forth in Table 19.12.0130-1. The result of the
calculation will be the total number of tree units required for the activity. If the

calculation results in a fractional quantity, it shall be rounded up to the next higher
whole number.
Per the King County Assessor this parcel is 40,800 sq ft which is 0.94 of an acre (40,800 sq
ft/43,560 sq ft). Per the above calculations this lot would require 24 tree units (0.94 x 25 = 23.5
rounded up). However, the area of the street that crosses this property and the area of the
regulated critical areas will need to be calculated by a qualified professional and deducted
from the gross site acreage, and the required tree units recalculated.
(4) Tree unit credits – The number of tree unit credits given for retaining existing trees,
or the planting of new trees, varies in order to encourage the retention of large existing
trees and the planting of replacement trees that provide greater canopy areas at
maturity. Tree unit credits for the retention of existing trees and the planting of new
trees shall be awarded as follows:

Tree Protection Plan
Per FWRC 19.120.130.7 “Tree and vegetation retention areas shall be protected during
construction through application of the standards contained in FWRC 19.120.160.
“19.120.160 Tree and vegetation protection during construction
(1) No clearing shall be allowed on a proposed development site until the tree retention
and landscape plans have been approved by the city of Federal Way.
(2) A no disturbance area shall be established for each tree to be protected. The no
disturbance zone shall be equal to the critical root zone which is defined as 12 inches
radius for every one inch of tree diameter measured at four and one-half feet above
ground. Any other no disturbance area proposed by the applicant shall be determined
by a qualified arborist and subject to review and approval by the director.

(3) The no disturbance zone shall be identified during the construction stage with:
(a) A temporary five-foot chain-link fence; and
(b) Tree protection signage attached to the fence which reads “TREE PROTECTION
FENCE – No soil disturbance, parking, storage, dumping, or burning of materials is
allowed within the Tree Protection Fence.”
(4) No soil disturbance, parking, storage, dumping, burning of materials, impervious
surfaces, fill, excavation, or storage of construction materials shall be permitted within
the no disturbance area.
(5) If the grade level around the tree is to be raised by more than one foot, a rock well
shall be constructed. The inside diameter of the rock well shall be equal to the diameter
of the tree trunk plus 10 feet. Proper drainage, and irrigation if necessary, shall be
provided in all rock wells.
(6) The grade level shall not be lowered within the larger of the drip line of the tree(s) or
the critical root zone of the tree(s).
(7) No trenching is allowed in any critical tree root zone areas.
(8) No installation of any impervious surfaces is allowed in critical root zones. Where
road or sidewalk surfaces are needed within critical root zones, unmortared porous
pavers or flagstone (rather than concrete or asphalt) may be used. Boardwalks or
bridging may span root zones without harming the tree roots.
(9) Tree protection areas (i.e., critical root zone) must be prepared to better withstand
the stresses of the construction phase by, if necessary, fertilizing, pruning, and mulching
around them well in advance of beginning any construction activities.

requires tree protection fencing based on DBH – for every 1 inch DBH the fence should be set
1 foot away from the trunk of the tree.

Any major excavation or approved work near or within critical root zones of trees to be
retained should be monitored by a certified arborist. This can ensure proper root pruning if
necessary and encroachments that may damage or harm a protected tree’s health and vigor.
Tree fencing and protection is recommended to be monitored and erected by licensed
arborist. A pre-construction meeting should be established to set expectations and to answer
questions about tree care.
A pre-construction meeting should be held for all phases of construction with applicable
contractors to discuss tree protection zones and ways to ensure trees for retention do not get
damaged. Trees should be monitored during and after construction to ensure all tree
protection zones are undisturbed. Should there be changes in the plan a qualified arborist
should be consulted for instances such as tunneling, trenching, root pruning, prevention of soil
compaction etc.
Tree Planting Plan
Per FWRC 19.120.130.1.b the city prefers the conservation of existing trees to meet the
minimum tree unit requirements. However, due to design requirements the use of replacement
or supplemental trees is allowed. Should trees be required to be replanted for this proposed
development refer to the tree unit credits table in Figure 7 above.

There are many conditions affecting a tree’s health and stability, which may be present and cannot be
ascertained, such as root rot, previous or unexposed construction damage, internal cracks, stem rot and more
which may be hidden. Changes in circumstances and conditions can also cause a rapid deterioration of a trees’
health and stability. Adverse amount of time. While I have used every reasonable means to examine these trees,
this evaluation represents my opinion of the tree’s health now. These findings do not guarantee future safety
nor are they predictions of future events.
Any legal description provided to the consultant-appraiser is assumed to be correct. Any titles and ownerships
to any property are assumed to be good and marketable. No responsibility is assumed for matters legal in
character. All property is appraised or evaluated as free and clear, under responsible ownership and competent
management the tree evaluation consists of an external visual inspection of an individual tree’s root flare, trunk,
and canopy from the ground. Care has been taken to obtain all information from reliable sources. All data has
been verified insofar as possible; however, the consultant/appraiser can neither guarantee nor be responsible
for the accuracy of information provided by others.

As conditions change, it is the responsibility of the property owners to schedule additional site visits by the
necessary professionals to ensure that the long-term success of the project is insured. It is the responsibility of
the property owner to obtain all required permits form city, county state, for federal agencies. It is the
responsibility of the property owner to comply with all applicable laws, regulations, and permit conditions. If
there is a homeowner’s association, it is the responsibility of the property owner to comply with all Codes,
Covenants, and Restrictions (CC&R’s) that apply to tree pruning and tree removal.
This tree evaluation is to be used to inform and guide the client in the management of their trees. This in no way
implies that the evaluator is responsible for performing recommended actions or using other methods or tools
to further determine the extent of internal tree problems without written authorizations from the client.
Furthermore, the evaluator in no way holds that the opinions and recommendations are the only actions
required to ensure that the tree will not fail. A second opinion is recommended. The client shall hold the
evaluator harmless for all injuries of damages incurred if the evaluator’s recommendations are not followed of
for acts of nature beyond the evaluator’s reasonable expectations, such as severer winds, excessive rains, heavy
snow loads, etc.
The consultant/appraiser shall not be required to give testimony or to attend court by reason of the report
unless subsequent contractual arrangements are made including payment of an additional fee for such services
as described in the fee schedule and contract of engagement.
This report and all attachments, enclosures, and references are confidential and are for the use of the client
concerned. Loss or alteration of any part of this report invalidates the entire report. They may not be
reproduced or used in any way or dispersed in any form without the prior consent of the client concerned and
ABC Herron Tree LLC. This report constitutes a whole. No single piece of part can be used without the entire
text. Any use or restricted copying nullifies the entire report.
