The site is located within a portion of the Northeast quarter of the Southeast quarter of Section 20, Township 21 North, Range 4 East, W.M. The proposed project includes the construction of a new commercial building on a site with access from 348th South St. The site was previously prepared for the new building with the adjacent building, including parking and utility connections. The 2021 King County, Washington Surface Water Design Manual (KCSWDM), Washington Surface Water Design Manual, the King County Stormwater Pollution Prevention Manual, and the latest edition of the LID Technical Guidance Manual for Puget Sound establish the design methodology and design criteria used for this project. The following is a description of pertinent site information associated with the proposed project: Site Address – 1416 S. 348th St., Federal Way, WA. 98003 Tax Parcel Number – 2021049088 Parcel Area – 18,911 sq. ft. (0.43 acres) Per Figure 1.1.2.A of the 2021 KCSWDM, this project meets the criteria for Full Drainage Review. Therefore, all nine of the core requirements and all five of the special requirements will be addressed as part of this project. See Appendix A for a copy of the TIR worksheet, maps, and exhibits of the site location. 1.2 Pre-Developed Conditions Topography The site is graded flat with a paved parking lot in the existing condition due to it’s previous development of the adjacent building and consideration for this future building development. Soils The Natural Resources Conservation Service (NRCS) soil survey identified as Everett Alderwood soil (EwC) with 0% slope. Groundcover The property is covered with an mostly paved parking or otherwise covered in hard surface with minimal amounts of landscaping in the area of the building pad. The offsite areas are likewise developed or provide small, landscaped areas. 3 Adjacent Land Uses The site is bounded as follows: North: Commercial (zoned CE) East: Commercial (zoned CE) South: Commercial (zoned CE) West: Commercial (zoned CE) Drainage Patterns The project is located within the Hylebos Creek drainage basin. The stormwater runoff associated with the project site generally sheet flows within the existing parking area to 1 of 2 conveyance systems. For further discussion of drainage patterns of the site, see Section 3.0 Level 1 Downstream Analysis. Critical and Sensitive Areas SLOPES No steep slopes exist on or adjacent to the site. STREAMS No identified streams exist on or adjacent to the site. WETLANDS No identified wetlands exist on or adjacent to the site. AQUIFER RECHARGE The property is not located in an aquifer recharge area. FLOODPLAIN The proposed development is not located within 300-ft of any identified floodplains. Other Existing Site Information Not applicable. Storm Drainage and Utilities Stormwater drainage infrastructure was identified onsite during site survey. The water quality mitigation has been provided for previously constructed pollution generating surfaces. 1.3 Developed Conditions Developed Site Description The proposed improvements consist of a new Commercial building on a lot that has been prepared for this building with the previous development of the Parcel which provided all infrastructure for both buildings. Clearing and grading on the lot will be limited to the area necessary for the construction of the buildings. All roof drainage is to Figure 2. Soil Map 4 be collected and conveyed within a new roof drainage system which is to collect and convey runoff from the proposed building roof to the existing conveyance system which is collected and conveyed downstream of the water quality treatment structures. Onsite Developed Impervious Area Structure Roof Area & sidewalk 7,542 SF The proposed improvements meet the thresholds for Core Requirements 1-9 in addition to Special Requirements 1-5. Please see the Conditions and Requirements Summary section for more details. 5 2.0 CONDITIONS AND REQUIREMENTS SUMMARY Per KCSWDM Figure 1.1.2.A, the project results in 7,542 sq. ft. of new and replaced impervious surface and therefore requires a Full Drainage Review. Core Requirement #1 Discharge at a natural location Under existing conditions, drainage is collected and conveyed to stormwater infrastructure within S 348th St. The proposed onsite stormwater infrastructure will maintain this drainage pattern. Core Requirement #2 Offsite Analysis A Level 1 downstream analysis can be found in Section 3.0 of this report. Core Requirement #3 Flow Control The proposed project has been previously designed for full build out for flow control mitigation. At the time of this report no As-built or previous drainage report is available for the original development. Core Requirement #4 Conveyance System The proposed roof drainage conveyance system consists of 6-inch ADS N-12 with a minimum slope of 1.0% to the existing downstream conveyance system. Core Requirement #5 Erosion and Sediment Control A Construction SWPPP and TESC Plans are included within this submittal, which satisfy this requirement. Core Requirement #6 Maintenance and Operations Onsite drainage facilities will be maintained and operated by the property owner. Operation and Maintenance Manual (included with this submittal) will be provided to the owner to be kept onsite. Core Requirement #7 Financial Guarantees and Liability The owner will provide the two financial guarantees listed in the KCSWDM § 1.2.7. Core Requirement #8 Water Quality No new pollution generating impervious surface is to be created with the proposed building. Core Requirement #9 Flow Control BMPs There are no existing natural vegetated areas which are suitable for preservation or utilization for flow control BMPs. 6 Special Requirement #1 Other Adopted Area-Specific Requirements The site is not within any other adopted area-specific requirements. Special Requirement #2 Floodplain/Floodway Analysis No flood hazard areas are located on or adjacent to the project site. Special Requirement #3 Flood Protection Facilities No flood protection facilities are proposed or required. Special Requirement #4 Source Control The project meets the threshold for requiring Source Control. The project will follow the requirements set forth in BMP A-3 Storage of Liquid Materials in Portable Containers, and BMP A-13 Vehicle Washing and Steam Cleaning. Special Requirement #5 Oil Control The project does not meet the criteria for oil control, as listed by the 2021 King County Surface Water Design Manual §1.3.5, as the project is not a high-use site as defined in the same reference. 7 3.0 OFFSITE ANALYSIS (LEVEL 1 DOWNSTREAM) 3.1 Define and Map Study Area The project is located within the Hylebos Creek drainage basin. The stormwater runoff associated with the project site generally sheet flows within the existing parking area to 1 of 2 conveyance systems. North: The North parking area is collected via catch basins and routed though an underground water quality treatment facility to an existing infiltration trench along the north side of the property. South: The South parking area is collected via catch basins and routed through an underground water quality treatment facility, runoff is then conveyed to the existing system within South 348th St. where it is conveyed Westerly within S 348th St. to a point ¼ mile downstream from the site. 3.2 Review All Available Information of the Study Area All available information regarding existing and potential water quality, runoff volumes and rates, flooding and stream bank erosion problems within the study area have been reviewed. Reviewed material included NRSC soil information, the City of Federal Way Surface Water Management Atlas (2016), and King County GIS maps. See Appendix A for the delineated study area. 3.3 Field Inspect the Study Area The Study Area was inspected February 23rd , 2023. No existing erosional features or flooding problems were identified, and no other problems are expected to occur because of the proposed development if the appropriate TESC measures and stormwater mitigation BMPs discussed within this report are properly implemented. 3.4 Existing and Predicted Drainage and Water Quality Issues There are no known drainage or other associated problems within the current system. 8 4.0 FLOW CONTROL, LOW IMPACT DEVELOPMENT (LID) AND WATER QUALITY FACILITY ANALYSIS AND DESIGN 4.1 Existing Site Hydrology The existing Site Hydrology consists of an existing conveyance system which routs pollution generating surface runoff through underground water quality treatment vaults. Then routs runoff to the existing system withing S. 348th St. 4.2 Developed Site Hydrology Roof drainage will be added to the conveyance system for new roof area downspouts. 4.3 On-Site Stormwater Calculations Not Applicable. 4.4 Flow Control BMPs Not Applicable. 5.0 CONVEYANCE SYSTEM ANALYSIS AND DESIGN No new conveyance system other ran roof runoff is proposed with the new building. 9 6.0 SPECIAL REPORTS AND STUDIES No special reports or studies are required for this project. 7.0 OTHER PERMITS A building permit will be required by Federal Way. 8.0 CSWPP PLAN ANALYSIS AND DESIGN 8.1 ESC Plan Analysis and Design A TESC plan has been prepared for this lot and can be found in Appendix B. 8.2 SWPPP Plan Design A SWPPP Plan is included with the submittal. 9.0 BOND QUANTITIES, FACILITY SUMMARIES & DECLARATION OF COVENANT Bond quantities are not required for this project. 10.0 OPERATIONS AND MAINTENANCE MANUAL An Operations and Maintenance Manual is not required for this submittal.
