The City has completed Process I Land Use Review and approves the proposed changed to the exterior of the
commercial building with addition of a parapet on the west side of the roof. Formal plans for the parapet addition
work were submitted on October 31, 2006. The zoning on this site is Community Business (BC).
FAIYADE MODIFICATION
Proposed additions of angled parapets to the east and west side elevations are to help waterproof the roof and
prevent leaks. The proposed parapet addition does not reduce required parking, landscaping, buffering, open space,
or public areas; does not change the location of utilities or easements; maintains pedestrian connections; is
consistent with and greatly improves upon the approved architectural design; and creates no impacts to sensitive
areas or significant trees.
Based on the City's review, the Process I application to add a parapet on the west side of the building is
administratively approved.
This decision shall not waive compliance with future City of Federal Way codes, policies, and standards relating
to this project site. The effective date of decision is December 24, 2006. Pursuant to FWCC Section 22-355(a),
any person who received notice of the administrative decision may appeal this decision to the Federal Way
Hearing Examiner by January 4, 2007 (14 days from the effective date of decision).
In that you are the only party of record, you may waive your right to appeal by submitting a letter to this effect to
the City of Federal Way, Department of Community Development Services. If you waive your right to appeal, you
may begin work once you have obtained the necessary building permit approvals.
Additional hourly Process I fees in the amount of $66 (2.0 hours at $66 per hour, less a one -hour deposit of
$66.00) are due at this time and shall be paid prior to building permit issuance.

As per you and your friend Mr. Mark Chang's request, a site visit was made to the above -
referenced project site on October 28, 2006. The purpose of the site visit is to observe the as -built
structural framing condition in order to respond to the inspection comments addressed in the
construction Inspection Report issued by city inspector Mr. Clark Watters dated July 11, 2006.
The Inspection Report indicated that the parapet framing on the West side of the proposed roof
repair did not follow the permit drawings and revision for the changes to the parapet on West side
of roof needs to be provided and recall for framing inspection when this issue has been addressed
and completed.
Upon observe the as -built framing, it is obvious that the framing was not done properly to follow
the logic of structural engineering. A few key supports and connections are missing which
impose safety issue to the building structure. These items are listed as follows:
1. The lack of end supports at the each end of the added (3)-2x6 beam where the vertical
portion of the parapet sits on. New end supports need to be established by providing
hanger at the one end and adding additional beam at the other end. See Details A, B, &C.
2. The existing 2x4 @ 24" bearing stud framing with only one top plate is not adequate to
support the new roof framing. Additional studs need to be added to complete the load
path. See Detail D.
3. The sloped portion of the parapet is not properly supported to the existing roof framing.
Additional misc. framing members need to be added to complete the load path. See
Detail A.
This memo along with its associated framing sketches are solely to address the parapet gravity
framing for the West side of the roof repair. The framing of all other areas is beyond the scope of
this memo.
I trust this memo and related sketches will allow you to submit the revisions to the city and obtain
necessary paperwork to continue the construction, complete the framing of the parapet, and recall
inspection. Should you and/or your contractor have any questions and would like discuss the
sketches in detail, please do not hesitate to call or e-mail me.

Dear Ms. Foerderer:
On July 18, 2006, you submitted drawings showing changes to the originally approved design of
the project referenced above. The modification depicts a change to the building's fagade, which
exceeds the scope of approved structural repair to the roof. In accordance with the Federal Way
City Code, the change must be reviewed and.approved through a land use process in addition to
building permit approval.
I am enclosing the application materials for a Use Process I for your use. Fees for a Process I
review are $66.00 upon submittal and $61.00 per hour if additional review time is required. You
are encouraged to submit the necessary materials as quickly as possible —the final approval of the
building permit will not be granted until the land use review has been completed.

Dear Mr. Choi:
On October 31, 2006, the City of Federal Way's Department of Community Development
Services -received your application for the proposed change to the exterior of the commercial
building with addition of a parapet on the west side of the roof. According to code regulations,
upon receipt of an application the City has 28 days to determine whether all information and
documentation required for a complete application has been submitted.
It seems there may be some confusion with the application submittal. Esther Foerderer brought in
an application submittal for the same proposal and wished to apply for the same project on
Tuesday, November 14, 2006. The application was not accepted by the Community Development
Services Department at that .time because your application was already in process. Please
coordinate with Esther Foerderer for any additional information you may wish to submit for
review.
INCOMPLETE APPLICATION
During the course of the City's review, the following item was found to be incomplete. In order
for your application to be considered complete and ready for processing, the following item noted
below must be provided.
* Building elevation drawings of the west side of building showing the proposed
parapet and height of structure.
ADDITIONAL INFORMATION REQUESTED
In addition to the incompleteness item discussed above, preliminary technical review comments
are provided below. These issues were identified in reviewing the application for completeness.
Responses to these items are helpful in reviewing the project when the City begins formal review.

Summary — Please submit'two copies of revised plans with the enclosed resubmittal form. After
receipt of the requested information noted in the incomplete application section of this letter, the
department will notify you within 14 days whether your application is considered complete or
what, if any, information is still needed. It is important to note that the department cannot begin
processing your formal application until all items are submitted.
Project Cancellation — Pursuant to Federal Way City Code (FWCC) Section 22-34, if an
applicant fails to provide additional information to the City within 180 days of being notified that
such information is requested, the application shall be deemed null and void and the City shall
have no duty to process, review, or issue any decisions with respect to such an application.
