SUBJECT: Project File No.: PRE94-0047, Two lot short plat pre-app for Pesarik
After reviewing the materials submitted and a visit to the proposed site the following comments
and findings address issues that need to be resolved prior to developing the site.
ROAD AND STORM
1) The proposed project abuts 20th Ave So, classified as a neighborhood collector. An
existing drainage ditch runs along the east side of the road with concrete culverts under
the access driveways. Full width street improvements are required by Federal Way City
Code (FWCC) however at this time the Public Works Department (PWD) would grant
a deferment per Section 22-1477 of the FWCC on improvements with the stipulation that
the property owner will sign a no -protest agreement for a Local Improvement District.
2) A review of the assessor maps shows that the existing right-of-way width of 20th Ave So
is 60-feet. Additional right-of-way will not be required by the City of Federal Way.
3) On -site storm drainage (roof drainage) for the proposed additional lot shall be handled
by an infiltration system designed in accordance with the City's handout, attached
herewith. The design shall be completed prior to the recordation of the short plat.
Installation will be done in association with the building permit for the house on the new
lot.
DRIVEWAYS/ACCESS EASEMENTS
1) The proposed flag lot configuration requires a 22-foot pipe stem. The surfacing for all
driveways shall be pavement. To reduce the number of driveways onto 20th Ave So the
the PWD recommends a joint use access to the street by the two lots granted via an
easement.
SURVEY
1) As part of the submittal for the short plat review, a survey should be done to locate the
existing trees and house delineating them on the face of the short plat map. There is
concern that the location of the existing house may be situated as to limit the available
square footage of the second lot and meeting the building setback requirements.
