1) WINDOW SIGN ALLOWANCES -- Window signs are all signs located inside and affixed to a window and
intended to be viewed from the exterior of a structure. Window signs are used to advertise
products, goods or services for sale on -site, business identification, hours of operation,
address, and emergency information. The area of window signs shall not exceed 25% of the window
area.
2) ILLUMINATION LIMITATIONS -- Pursuant to Federal Way City Code Section 22-1603(F), no sign may
contain or utilize the following:;(1) Any exposed incandescent lamp with a wattage in excess of 25
watts; (2) Any exposed incandescent lamp with an internal or external reflector; (3) Any
continuous or sequential flashing device or operation; (4) Except for electronic changeable
message signs, any incandescent lamp inside an internally lighted sign; (5) External light sources
directed towards or shining on vehicular or pedestrian traffic or on a street; (6) Internally
Lighted signs using 800-milliamp or larger ballasts if the lamps are spaced closer than 12 inches
on center; and (7) Internally lighted signs using 425-milliamp or larger ballasts if the lamps
are spaced closer than six inches on center.
3) CONSTRUCTION STANDARDS -- Signs should be constructed and installed so that angle irons, guywires,
braces and other structural elements are not visible. This does NOT apply to structural elements
that are an integral part of the overall design. (FWCC, 22-1602(A))
4) SIGN HEIGHT -- No sign shall project above the roofline of the exposed building face to which it
is attached. (FWCC, 22-1601(B)(2))
S) FINAL INSPECTION -- FINAL SIGN INSPECTION IS REQUIRED IN ORDER TO RECEIVE SIGN REGISTRATION

The following letter is in respect to the development of the signage and sign permits for the
Hollywood Video -store located at 33702 21st Avenue SW, Federal Way, WA 98023. I have
been working with you and Tom Noble on this particular project and have been asked to define a
few details for you in hope for a better understanding of the "Hollywood Video" appearance.
One of the questions you have asked is in regard' to the "official" Hollywood Video logo.
Hollywood Video's registered; trademark, logo is simply the "Hollywood" (letters only),
positioned slightly irregular and the word "Video" (letters only), coming up at an angle (see
attachment).
According to the sign code, it is our interpretation that paint is not to be considered as part of the
signage. The `Brando Blue" paint, the neon and white painted rays are added to provide interest,
excitement, scale and proportion, making an area attractive to Hollywood Video's consumer.
Therefore, we conclude that nothing other than the letters in "Hollywood" and "Video" should be
determined or counted as signage.
