040919 Public NoticeK:\Shoreline Master Program\2019 Periodic Update\Planning Commission\040919 Public Notice.doc CITY OF FEDERAL WAY PLANNING COMMISSION AND WASHINGTON STATE DEPARTMENT OF ECOLOGY Shoreline Master Program Periodic Review Public Comment Period and Public Hearing (Non-Project Action) Files: 17-105423-UP & 19-101677-SE The City of Federal Way and Washington Department of Ecology are accepting comments on a periodic review of the city’s Shoreline Master Program (SMP) under the Washington State Shoreline Management Act (SMA) RCW 90.58. The city adopted its current SMP in 2011. The SMA requires local jurisdictions to review such regulations every eight years (RCW 90.58.080[4]). Federal Way’s SMP guides construction and development along the shorelines of Puget Sound, Steel Lake, North Lake, and the northwestern portion of Lake Killarney. The city has predesignated shorelines along Star Lake, Five Mile Lake, Lake Geneva, Lake Dolloff, and the remaining portion of Lake Killarney. The focus of this periodic review is on consistency with changes to state law made since its adoption in 2011. The review will also address consistency with the city’s comprehensive plan and development regulations. The goal is to adopt the updated SMP by June 30, 2019. The city’s periodic review proposes to: • Revise or add several definitions. • Incorporate an updated Environmentally Critical Areas Ordinance, repealing the reference to FWRC 15.10 and referencing FWRC 19.145. • Update language consistent with recent changes in state laws and rules. • Add a section on shoreline setback vegetation conservation standards. • Ensure consistency with other city plans and regulations. Proposed amendments to the SMP, project documents, meeting announcements, and other resources are posted to the city’s SMP update website at https://www.cityoffederalway.com/node/3819. The official file is available for review at the City of Federal Way Community Development Department (Federal Way City Hall, 33325 8th Avenue South, Federal Way, WA 98003, 253-835-7000), from 9 a.m. to 4 p.m., Monday through Friday. A joint local/state public hearing is set for May 1, 2019, at 6:30 p.m. in the City of Federal Way City Council Chambers (Federal Way City Hall). Any person may submit written comments to the Planning Commission prior to the public hearing, or may appear at the hearing to give public testimony.
