CALL MEETING TO ORDER
Mayor McColgan called the regular meeting or the Federal Way City Council to order at
7:04p.m. Recognized in the audience were mcmbers of both the Federal Way Fire
Department and Dcs Moines Fire Department.
Councilmcmbers present: Mayor Dean McColgan, Deputy Mayor Linda Kochmar, and
Councilmembers Jeanne Burbidge, Jack Dovey, Jim Ferrell, Eric Faison and Mike Park.
Staff present: City Manager David Moseley, City Attorney Pat Richardson, and City Clerk
Chris Green.
II.
PLEDGE OF ALLEGIANCE
Mayor McColgan called upon the Fcderal Way and Des Moines Fire Departmcnt pcrsonncl
to lead the flag salute.
III.
PRESENTATIONS
a.
Proclamation/Sister City Hachinohe Incorporation Anniversarv
Mayor McColgan rcad aloud the proclamation, and presented it to Mark Freitas of
the Federal Way Sister City Association. Mr. Freitas thanked the Council and the
City for their support.
b. Proclamation/Youth Recognition Week
Mayor McColgan read aloud the proclamation, and presented it to members of the
Youth Commission. Vice-Chair Chelsea Wolbert updated the COLmcil on many of
the programs being planned by the Commission.
c. Proclamation/Public llealth Week
Mayor McColgan read aloud the proclamation, and presented it to Allene Mares
and Vivian Stevenson of Public Health of Seattle/King County. Ms. Stevenson
presented the City with a 15th year birthday card.

Introduction of New Employees/City Manager
City Manager Moseley introduced the following new employees:
Marianne Stiles, who is the new Administrative Assistant for the Public Works
Department. She most recently worked at the Pacific Northwest Economic Region,
a Seattle non-profit. She is a graduate of Western Washington University.
Police Records Specialist Dallas Allen, who most recently worked for PacifIc
Luthcran University as an Accounts Receivable Specialist. She has Bachelor of
Arts degrees in both Law and Justice and Political Science from Central
Washington University.
Police Records Specialist Neenah Flodin, who has been working as tcmporary
employee in the position since December 2004 and has been an Explorer in the
department since 200 I. She is currently pursuing hcr Associatc of Applied Science
dcgree in Administration of Criminal Justice at Highline Community College.
Police Rccords Specialist Suzannc Mortell, who most recently worked for I,aw
Enforccment Support Agcncy in Tacoma and has extensive clerical experience.
Suzannc has taken courses in Accounting Irom Knapp Business College.
Ms. Stiles, Ms. Allen, and Ms. Flodin were all in attendance.
e. Emerging Issues/Citv Manager
. Federal Way & Des Moines Fire Departments Merger Update
City Manager Moseley called upon Chief Al Church of the Federal Way
Fire Dcpartment and Chief Jim Polhamus of Fire Protection District #26
in Dcs Moines to give an update on a possible merger of the two
organizations.
IV.
CITIZEN COMMENT
Lana Bostic, Darlene Zuerlein, H.David Kaplan, Bonnie Knight-Graves, and C.T. Purdom:
Expressed thcir support for the new community center.
Joanll Piquette: Ms. Piquette suggested that a multi-purpose room for the community
ccnter would provide community organizations such as Rotary and Federal Way Symphony
with a venuc to hold fundraising events such as their annual auctions.
Donna Welch: Thanked the Mayor for signing the proclamation of Red Hat Society Day,
and expressed her support of the new community center.

Helen Woodke, Aaron Blake, Kim Blake, and Darrvl Genest: As representatives of various
track clubs around Federal Way, they expressed their support for thc community center and
urged the Council not to cut the indoor track out of the budget.

Regarding Item 1 (b) Han Woo-Ri: With the consensus of Council, Councilmember
Dovey recommendcd adding the words "The City Manager will provide a report
within sixty (60) days of the end of the festival regarding a succession plan, so that
Council can make a decision regarding next year's festival."

Deputy Mayor Kochmar and Councilmember Burbidge expressed thcir support for
the new community center. Councilmember Ferrell expressed his opposition to the
project.

CITY COUNCIL REPORTS
Councilmember Faison: He expressed his support for the new community center. The next
Financc, Economic Devclopment, and Regional Affairs Committce meeting will take placc

on April 26 at 5:30p.m.
Councilmember Dovev: Thc next Land Use/Transportation Committee meeting will take
place May 2nd. The main topic will be on the issue of the parking of oversized vehicles in
residential zoncs.
Councilmember Burbidge: The next Parks, Recreation, Human Services, and Public Safety
Committcc meeting will take place May 9th at 5:30p.m. This morning she attended a
mccting ofthe South County Area Transportation Board. Thcy discussed Sound Transit's
long rangc planning, and rcccivcd updates on improvement plans f()f State Routes 164 and
169 and generallegislativc transportation funding. Tomorrow she will be attending a
special meeting ofthc Joint Resolution Committce to discuss a possible revamping of the
Community Development Block Grant Consortium structure.
Deputy Mayor Kachmar: April 21 st the Fire Department wj II be gi vjng a presentation on
its Class 2 rating, which will benefit local businesses in the form of insurance rates. She
also reported that early today the City dedicated the new artwork in city hall designcd by
artist Node Sato.

Councilmcmber Park: The Han Woo-Ri Festival is nearly a month away; he was happy to
report that as of April 9th, that due to the generous contributions of many people and
organizations, thc Han Woo-Ri organizing committcc has raiscd enough n10ncy to mcct

their financial ~oal for the event. Thc ncxt Han Woo-Ri Executive Board meeting will take
place April2i1 at 6:30p.m. in City Hall.
Councilmember Ferrell: He and several Councilmembers attended the Jim Wcbster
Memorial Field dedication ceremony at Celebration Park on April 9th. Tomorrow night hc
will be attending the Suburban Cities Association Public Issues Committce at Rcnton City
Hall.
Mayor McColgan: The Volunteer Recognition Dinner will take place on April 22nd at
Northwest Church. He and the rest of the Cowlcil recently attended the Federal Way
Crossings groundbreaking at the f()[mer Evergreen Truck Stop. He also encouraged
citizens to takc part and attend thc Ban Woo-Ri Festival next month. The Federal Way
Sister City Baseball Team will be holding an auction fundraiser on May 7th at Saghalie
Junior lligh School. Proceeds will fhnd the tcam's trip to Hachinohe, Japan to participatc
in a sister city baseball tournament.
VIII.
CITY MANAGER REPORT
City Manager Moseley reported that for those wishing more information or to purchase
tickets for any of the Han Woo-Ri events can go to their website at
www.hanwoorifestival.com. The Police Department will be performing bomb squad
cxercisesat the Federal Way Crossings site in the next couple of weeks.
. There will not be an executive session for tonight.
