CALL MEETING TO ORDER Mayor McColgan ealled the regular meeting of the Federal Way City Council to order at 7:06p.m. Councilmembers present: Mayor Dean McColgan, Deputy Mayor Linda Kochmar, and Councilmembers Jeanne Burbidge, Jack Dovey, Jim Ferrell, Eric Faison and Mike Park. Staff present: City Manager David Moseley, City Attorney Pat Richardson, and City Clerk Chri s Green. II. PLEDGE OF ALLEGIANCE Mayor McColgan called upon Councilmember Park to lead the nag salute. III. PRESENTATIONS a. Proclamation/Korean Peace Day Council member Park explained the purpose of Korean Peace Day. Mayor McColgan read aloud the proclamation and presented it to Counsul General Kim and representatives from the Korean community. Counsul General Kim thanked the City for their recognition of Korean Peace Day, and presented Mayor McColgan with a $30,000 check from the Korea Foundation for the Han Woo-Ri Festival. b. Parks & Recreation Commission Introductions/Certificates of Appointment Councilmember Burbidge recognized Fred KonkeIl, Cindy Dodge, and Ade Aright; they have been reappointed to the Parks Commission for three-year terms. Ms. Dodge was present at the meeting to accept her certificate. c. Introduction of New Staff/City Manager City Manager Moseley reported no new staff to introduce at this time. d. CITIZEN COMMENT Margaret Nelson: Ms. Nelson asked the City to enforce current parking laws concerning commcrcial vehicles. Staff was asked to follow up on the matter, and confirmcd that the commercial vehicle parking ordinance is on the Land Use/Transportation Committee . 6lh agenda on June . Scott Chase: Mr. Chase thanked the City for setting up the Wi-Fi project, and urged the Council to eventually make it free for all residents. Debra Sabin: Ms. Sabin represents Pacific Ballroom Dance; she introduced two members of the Youth Dance team, who gave a brief demonstration. H. David Kaplan: Mr. Kaplml represents Friends of French Lake Park, mld made suggestions on how to improve the park. Because of the impending public hearing at Browns Point on June i\ Councilmembcr Faison suggested postponing the resolution. CITY COUNCIL REPORTS The Council thanked all of those staff and volunteers who worked to make Han W oo-Ri a successful cvent. Councilmember Faison: The next Finance, Economic Devclopmcnt, and Regional Aflairs Committee meeting will take place on May 24th at 5:30p.m. CouncilmemberDovey: The next Land Use/Transportation Committee meeting will take place on Monday June 6th at 5:30p.m. Councilmember Burbidge: The next Parks, Recreation, Human Serviccs, and Public Safcty Committee meeting will take place Monday, June 13th at 5:30p.m. Last week she attcnded a meeting of the Puget Sound Regional Council Transportation Committcc; the cOl11mittec moved the triangle project from the candidate list to the approved list for early right-of-way acquisitions. She also attended a meeting of the South County Area Transportation Board; Federal Way City Council Regular Meeting Minutes May 17, 2()()5 - Page 6 of 7 . thcy reviewed the projects slated for funding by the State Lcgislature and were given a presentation concerning Sound Transit's long range plan. Sound Transit will be hosting an open house at Tukwila Community Center on June 3rd from 5:00p.m. - 7:00p.m. This Thursday and Friday she will be attending a meeting of the Transportation improvement Board in Yakima. Dcputv Mayor Kochmar: Recently there was a meeting on solid waste; it appears that private haulers are interested in competing with the County to provide solid waste disposal services to local residents. Councilmember Park: The Han Woo-Ri Festival appears to have been very successful; staff will give a report to the Council shortly. Council will then determine future plans for thc Festival. Councilmember Ferrell: Tomorrow the Suburban Cities Association public issucs committee will meet at Renton City Hall at 7:00p.m. Earlier today, Leland Consulting Group relcased their finding of a market study they conducted; this will hclp thc City determine what strategies may help spur economic development in downtown Federal Way. Mayor McColgan: Mayor McColgan thanked staff and volunteers for thcir help on making the Festival a great success. He noted that the City received many compliments from outside visitors regarding improvements made to the City's streets, and many of the venues . at the Festival were filled with people. IX. CITY MANAGER REPORT City Manager Moseley thanked the Council for their willingness to help fund the Han Woo-Ri Festival, and thanked those who helped make the Festival a great success. Next weekcnd, the final asphalt ovcrlay of the Pacific Highway South Phase 11 project will take place, which should take about a week. The Council went into executive session at 8 :23p.m; with an expected duration of approximately 30 minutes. X. EXECUTIVE SESSION a. b.
