CALL MEETING TO ORDER
Mayor McColgan called the regular meeting ofthe Federal Way City Council to order at
7:03 p.m.
Councilmembers present: Mayor Dean McColgan, Deputy Mayor Linda Kochmar, and
Councilmembers Jeanne Burbidge, Jack Dovey, Jim Ferrell, Eric Faison and Mike Park.
Staffpresent: City Manager David Moseley, City Attorney Pat Richardson, and City Clerk
Chris Green.

PRESENTATIONS
a. Swearing-In Ceremony/Police Officers
ChicfKirkpatrick introduced new Police Support Officer Justin Wilson and new
Federal Way police officers Randy Reynolds, Kelly Smith, and Jonathan (J.1.)
Jimenez.
City Clerk Chris Green administered the oath of office to OfIicers Reynolds, Smith,
and Jimenez, and congratulated them.
b. Youth Commission Appreciation Plaques
Mayor McColgan recognized and presented plaques to outgoing Youth
Commissioners Megan Loo, Garet Salisbury, Leslie Loo, Sam Acuna, Joe Woo,
and Chris McColgan. All but Mr. Woo were present to receive their plaqucs. Vicc-
Chair Chelsea Wolbert and Chair Lcslie Loo thanked the Council and the outgoing
commissioners for their support of the commission.
c. Introduction of New Staff/City Manager
City Manager Moseley introduced Joanne Tibbles, who is the City's new
Accounting Technician 2 responsible for accounts payable. She was unable to
attend the meeting.
d. Emerging Issues/City Manager
City Manager Moseley reported no emerging issues at this time.

CITIZEN COMMENT
Ron Gintz: Mr. Gintz requested that City Clerk Chris Green rcad his letter into the record.
Hc asked the Council to stop all consideration of pursuing acquisition of the Camp
Kilworth site.
Mary Ehlis, Bruce Harpham, Tom Crews, Pctcr Poorman: They support acquisition ofthc
Camp Kilworth site by the City.
Bene Dagan and Joey Kaye: Thanked the Council for their efforts in making Coronado
Park safer for children, and made a suggestion that a sign be placed at the Park noting that
it is the first park of the City of Federal Way, and asked that repairs be made to thc digging
toy and picnic tables. They adviscd that mini-bikcs and teens during the late night hours
are additional concerns of the neighborhood residents.
Paul Benton: Thanked the Council and stair for their work on the ordinancc involving
Puget Center Partnership. He also asked for a definition of "fast food rcstaurants" in the
ordinance.

Marylyn Gates, Maggie White, Cynthia Thompson, Jerric Lottes, Nancy Chapman: All
would like to see a park (French Lake) designated as an off-leash dog area.
H. David Kaplan: Opposes use of French Lake Park as an off-leash dog arca.
Richard Reece: Asked for the community's support of scouting and the city's purchase of
thc Camp Kilworthproperty.
City Manager Moseley reported that the mini-bikes issue will be an information item at the
Parks, Recreation, Human Services, and Public Safety Committee on June 13th.
Councilmember Burbidge reported that usage of French Lake Park is also on the
committee's upcoming agenda.

Consent Agenda (c):Council Bill #371/2004 Comprehensive P1an/Puget Center Partnership
City Planner Margaret Clark was askcd by Council to make a presentation and to
provide an explanation on the definition of "fast food restaurant." It was clarified
that the current proposal is to allow fast food restaurants, but they cmlliot have a
drive-thru on the site. It was also clarified that exceptions could be made to the
drive-thru prohibition (such as coffee houses), if so desired by Council.

City Manager Moseley called upon Community Development Director Kathy
McClung to make a staff presentation. Shc read into the record a letter of opinion
on the proposed ordinance from Lcland Consulting Group. She explaincd a public
hearing will take place within 60 days of the ordinancc's passage. She also
explained a number of cities have used this action in thc past, including Kirkland,
Des Moines, Redmond and Tacoma.
City Clerk Green read the ordinance title into thc rccord.
MOTION BY COUNCILMEMBER FERRELL TO FIND THE PROPOSED
INTERIM ZONING ORDINANCE NECESSARY FOR THE IMMEDIATE
PROTECTION OF THE COMPREHENSIVE PLAN AND APPROVE THE

VIII. CITY COUNCIL REPORTS
Councilmember Dovcy: He thanked citizens for their input on Camp Kilworth and Frcnch
Lake Park during public comment. The next Land Use/Transportation Committee meeting
will take place on June 20 at 5:30p.m.
Councilmember Burbidge: The next Parks, Recreation, Human Services, and Public Safety
Committee meeting will take place June 13 at 5:30p.m. Yesterday, she and other
Councilmembers and the City Manager met with Pugct Sound Energy. 'Thursday shc will
be attending a meeting of the Puget Sound Regional Council Transportation Advisory
Board in Seattle.

Deputy Mayor Kochmar: She congratulated Councilmembcr Burbidge for bcing nmncd
Vice-Chair of the Transportation Improvement Board. IIcr reported that the Solid Wastc
Advisory Board is cxamining public-private options for operating the solid waste system in
the county.
Councilmember Park: Thc Lodging Tax Advisory Committee will be meeting on .Junc 10
at 8:00a.m. Thc next City/Korcan Community Liaison meeting will take place on June 16
at 6:30p.m.
Councilmember Ferrell: Last night he attend cd the Land Use/Transportation Committee
meeting; they discussed issues surrounding Coronado Park. He thanked local citizens ncar
the park and city staff for their help in improving safety in and around thc park. 'romorrow
State Attorney General Rob McKenna will be speaking at the Suburban Citics Association
(SCA) dinner. SCA's Public Issues Committee will be meeting ncxt week.
Mayor McColgan: He thanked all ofthe supporters and participants in thc Relay for Lifc
event recently held at Sacajawea Park; a record number of participmlts attended, despitcthe
bad weather. Hc cxtended congratulations to all of the graduating seniors in our local high
schools.

CITY MANAGER REPORT
The second cdition of the City Update News Magazine show is completed, and will be
shown on FWTV at the conclusion of tonight's City Council meeting. It will continue to
be shown on both the FWTV and city website. He added that thc city purchased new
equipment that will improve both audio and video trmlsmissions and provide more contcnt
to citizens. A schedule of shows can be found on the city's website.
The next Finance, Economic Development, and Regional Affairs Committee meeting is
.June 14 at 5:30p.m.
Saturday, the Masonic Lodge is hosting a steak feed bcncfiting the Federal Way Sister City
Baseball Team who will leave for Japan later this month.
Thc new Police Evidence Building is nearing completion; thc police will be moving into
the new building by the end of July.
