Res 07-512 RESOLUTION NO. 07-512 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, APPOINTING A CON COMMITTEE IN OPPOSITION OF THE PETITION TO CHANGE THE FORM OF GOVENMENT TO WRITE AN ARGUMENT IN THE KING COUNTY VOTERS' PAMPHLET. WHEREAS, the City Council of the City of Federal Way, Washington, received notice on September 28,2007, from King County Elections that the number of valid signatures on the petition to change the form of government was sufficient; and WHEREAS, the City Council set a special election date, February 19,2008, regarding the change of government; and WHEREAS, RCW 29A.32.280 requires the City Council formally appoint a Committee of not more than three individuals to write an argument in opposition of the proposed ballot proposition for the Voters' Pamphlet; and WHEREAS, the City Council adopted Resolution 07-508 on October 16, 2007, setting November 20,2007, to appoint three (3) individuals to the pro committee and three (3) individuals to the con committee. WHEREAS, the City issued a press release on Thursday, October 18, 2007, seeking individuals willing to serve on the Committees; and WHEREAS, the Federal Way Mirror published a news article soliciting individuals willing to serve on the Committees on Saturday, October 20,2007; and RES #07-512, Page 1 WHEREAS, on November 6, 2007, the City Council established a process for selecting the members of said Committees. The Individuals who signed up will meet and they will decide amongst them which three individuals will be named for their respective group. WHEREAS, the following individuals have indicated their willingness to serve on the con committee to write an argument in opposition of the petition to change the form of government: Donald Dennis H. David Kaplan Joanne Piquette Mary Ehlis NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, HEREBY RESOLVES AS FOLLOWS: Section 1. Opposing Committee Appointment. The City Council appoints to the following listed individuals to serve on the Committee to write the argument in opposition of the petition to change the form of government: 1. Mary L. Ehlis 2. H. David Kaplan 3. J o ann P. Piquette Section 2. Certify Committee. The City Clerk is hereby directed to submit this resolution to King County Elections no later than December 28,2007. Section 3. Severability. If any section, sentence, clause or phrase of this resolution should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, RES #07-512, Page 2 clause or phrase of this resolution. Section 4. Corrections. The City Clerk and the codifiers ofthis ordinance are authorized to make necessary corrections to this ordinance including, but not limited to, the correction of scrivener/clerical errors, references, ordinance numbering, section/subsection numbers and any references thereto. Section 5. Ratification. Any act consistent with the authority and prior to the effective date of this resolution is hereby ratified and affirmed. Section 6. Effective Date. This resolution shall be effective immediately upon passage by the Federal Way City Council.
