Council MIN 01-02-2008 Regular FEDERAL WAY CITY COUNCIL REGULAR MEETING Council Chambers - City Hall January 2, 2008- 7:00 PM MINUTES (www.cityoffederalway.com) ***** 1. CALL MEETING TO ORDER Mayor Park called the meeting to order at 7:04 PM. Councilmembers Burbidge, Dovey, Duclos Faison, Ferrell, and Kochmar present. 2. PLEDGE OF ALLEGIANCE City Manager Neal Beets led the flag salute. MOTION: Councilmember Kochmar moved to suspend the rules to allow Judges to conduct the swearing-in ceremonies for the elected officials and the Mayor/Deputy Mayor appointments. Councilmember Burbidge second. The motion carried 7-0. 3. PRESENTATIONS . Municipal Court Judge Michael Morgan conducted the Swearing-in Ceremony for Elected Officials - Jack Dovey, Dini Duclos, Jim Ferrell and Mike Park. City Clerk Laura Hathaway called for nominations for Mayor. Councilmember Kochmar nominated Councilmember Dovey. There were no other nominations. MOTION: Councilmember Kochmar moved to close the nominations for Mayor. Councilmember Park second. The motion carried 7-0. MOTION: Councilmember Kochmar moved to instruct the City Clerk to cast a unanimous ballot for Councilmember Jack Dovey as Mayor for the 2008-2009 term. Councilmember Park second. The motion carried unanimously. District Court Judge Elizabeth Stephenson preformed the swearing-in ceremony of Mayor Dovey. Mayor Dovey thanked outgoing Mayor Park for his service and presented him with a gavel. Mayor Dovey opened nominations for the Deputy Mayor. Councilmember Ferrell nominated Councilmember Faison for Deputy Mayor. There were no other nominations. Mayor Dovey closed the nominations and instructed the City Clerk to cast a unanimous ballot for Councilmember Eric Faison as Deputy Mayor. District Court Judge Elizabeth Stephenson performed the Swearing-in Ceremony for Deputy Mayor Faison. Deputy Mayor Faison thanked outgoing Deputy Mayor Ferrell for his service and presented him with a plaque. Council recessed at 7:22 PM to honor the newly elected/appointed officials. Council reconvened at 7:40 PM. . City Manager/Emerging Issues - Utility Tax Rebate Program City Manager Neal Beets introduced Deputy City Clerk Krystal Roe who updated the council and citizens on the City's Utility Tax Rebate Program. Ms. Roe stated this year the City expanded the program to include low-income disabled people and reviewed the criteria for eligibility. The program runs through April 30, 2008. 4. CITIZEN COMMENT H. David Kaplan - Congratulated the new and returning elected officials and the new Mayor and Deputy for their appointments. He invited the Council to attend a Forum on the expansion of the King County Regional Library on January 14, 2008 and encouraged the Council to adopt a resolution supporting continuity of library services during construction. John Sheller - President of the Multi-Service Center - updated the Council on the City's $10,000 match grant for Human Service funding and stated that to date over $20,000 has been raised in matching funds for over $30,000 total collections. He thanked the City Council for instituting this match program. 5. CONSENT AGENDA Items listed below have been previously reviewed by a Council Committee of three members and brought before full Council for approval; all items are enacted by one motion. Individual items may be removed by a Councilmember for separate discussion and subsequent motion. a. Minutes: Approval of the December 18, 2007 Special and Regular Meetings - Approved b. Enactment Ordinance: Police Dog Regulations - Approved - Ordinance No. 08-574 c. Enactment Ordinance: Increase Advance Travel Expense Fund - Approved - Ordinance No. 08-575 MOTION: Deputy Mayor Faison moved approval of the Consent Agenda as presented. Councilmember Kochmar second. The motion carried 7-0. 6. CITY COUNCIL BUSINESS a. 2008 Council Committee Appointments Mayor Dovey postponed the committee appointments until the January 15, 2008 Council Meeting. b. Court STOP (Services-Training-Officers-Prosecutors) Grant to Benefit Domestic Violence Victims Judge Morgan reviewed the STOP Grant for the City Council. The application is due by January 4, 2008 which is why this did not go through Council Committee. The grant would benefit the court and domestic violence victims by adding an x -ray machine to enhance the security domestic violence victims, prosecutors who work domestic violence cases and the overall security of the court. The grant requires a 30% match by the City. MOTION: Councilmember Burbidge moved approval to authorize the Municipal Court to apply for the STOP Grant. Councilmember Ferrell second. The motion carried 7-0. 7. CITY COUNCIL REPORTS Councilmember Kochmar welcomed Councilmember Duclos. Councilmember Park noted the Lodging Tax Advisory Committee Meeting is scheduled for January 10, 2008 and the Joint City/Chamber Meeting will be held tomorrow morning (January 3, 2008). Councilmember Burbidge reported that the next Parks/RecreationlHuman Services/Public Safety Committee meeting is scheduled for January 8, 2008 and encouraged all to attend a meeting on January 9, 2008 to discuss the Performing Arts Center Feasibility Study. The meeting will start at 7:00 PM. Councilmember Duclos stated she is happy to be serving the citizens of Federal Way. Deputy Mayor Faison stated the January Finance/Economic Development/Regional Affairs Committee meeting has been postponed until February. Mayor Dovey thanked his fellow Councilmembers for their appointment; stated the Land Use/Transportation Committee meeting has been rescheduled until January 14th, and reviewed the numerous upcoming regional/committee/and public meeting set for the coming weeks. 8. CITY MANAGER REPORT City Manager Beets welcomed new Councilmember Duclos to the City and welcomed back reelected Councilmembers Ferrell, Park and Dovey. He also congratulated Mayor Dovey and Deputy Mayor Faison on their appointments. 9. ADJOURNMENT Mayor Dovey adjourned the meeting at 8: 1 0 PM ATTEST:
