RESOLUTION NO. 08-520
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FEDERAL WAY, WASHINGTON, URGING 2009 FEDERAL
LEGISLATIVE ACTION TO ADDRESS FUNDING FOR
MUNICIPAL TRANSPORTATION INFRASTRUCTURE.
WHEREAS, Federal funding is a necessary and important source of funds to construct and
maintain vital projects within the City of Federal Way; and
WHEREAS, the City of Federal Way annually makes requests through the Washington State
Congressional Delegation for funding on key issues such as transportation, infrastructure and parks
projects; and
WHEREAS, meeting local funding challenges has become more difficult given the economy
and the rising cost of such things as land acquisition, construction and labor and nearly all other
cities face similar problems;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
RESOLVES AS FOLLOWS:
Section 1. Findings. The following findings of fact are hereby adopted:
A. The City Center Access Project is a multi-phased effort that will completely modify
the 1-5 and South 320th Street Interchange, a move that will drastically improve access to Federal
Way's busy and growing downtown core. The City's funding request of $1.5 million would add
additional right and left turn lanes on the southbound offramp from 1-5 to South 320th Street. The
addition ofthe turn lanes would reduce collisions by half and would save the average driver roughly
12 hours in wait times at the 320th signal over the course of a year. The project would be open to

drivers in 2011. Access to the City's downtown retail core is critical to the City's economic vitality
as sales tax revenue makes up 32% of the City's revenue stream. The City's reliance on sales tax is
significantly higher than similar urban cities. South King County's first skyscraper project (The
Symphony Development) is breaking ground in Federal Way this spring, bringing with it thousands
of new trips associated with the 60,000 square feet of retail and 900 condo units. In addition, two
other major mixed use centers in the downtown core are in the planning stages, so the importance of
accelerating access to the City's economic hub cannot be understated.
B. The Triangle Project is multi-phase effort that will completely reconstruct the 1-5/ SR
18/ SR 161 interchange--the fifth-most congested and accident prone spot in the state. The City's
funding request of$I.2 million would completely fund the right-of-way acquisition and construction
ofthe required off-site wetland and stream mitigation to improve habitat at a scale large enough to
mitigate anticipated impacts of all phases ofthe project.
Section 2. Secure $1.5 million in Federal funds for the City Center Access Proiect. The City
Council of the City ofF ederal Way urges the Washington State Congressional Delegation to strive to
secure $1.5 million in Federal funds for the Center Access Project.
Section 3. Secure $1.2 million for the environmental mitigation portion of the Triangle
Proiect. The City Council ofthe City of Federal Way urges the Washington State Congressional
Delegation to strive to secure $1.2 million in Federal funds for the environmental mitigation
portion of the Triangle Project.
Section 4. Implementation. The City Council ofthe City of Federal Way authorizes the
City Manager to take whatever steps are necessary to implement this resolution.

Section 5 Severability. If any section, sentence, clause or phrase ofthis resolution should be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase of this resolution.
Section 6 Corrections. The City Clerk and the codifiers of this resolution are authorized to
make necessary corrections to this resolution including, but not limited to, the correction of
scrivener/clerical errors, references, resolution numbering, section/subsection numbers and any
references thereto.
Section 7 Ratification. Any act consistent with the authority and prior to the effective date of
this resolution is hereby ratified and affirmed.
Section 8 Effective Date. This resolution shall be effective immediately upon passage by the
Federal Way City Council.
