MINUTES
Committee Members in Attendance: Chair Faison, Member Burbidge and Member McColgan.
Council members in Attendance: Kochmar.
Staff Members in Attendance: Assistant City Manager Iwen Wang, City Attorney Pat Richardson, Senior
Financial Analyst Mark Turley, and Deputy City Clerk Krystal Roe.
1. CALL TO ORDER - Chair Faison called the meeting to order at 5:02 p.m.
2. PUBUC COMMENT - None
3. COMMITTEE BUSINESS
A. Approval of Minutes: November 6, 2007 FEDRAC Meeting - The Committee mjsjc to approve the
minutes as presented.
B. ORDINANCE: Increase Advance Travel Expense Fund (Amending Chapter 7 Finance, Article II,
Funds) - Iwen Wang presented the staff report and stated the ordinance has been brought forward by
staff due to increased travel expenses and staff since the policy was originally instituted 16 years ago.
The Committee mjsjc to recommend approval of the Ordinance and forward to the full Council for first
reading at the December 18, 2007 meeting (Option 1).
C. September 2007 Monthly Financial Report - Mark Turley presented the monthly financial report and
highlighted key figures.
The Committee mjsjc to approve the Monthly Financial Report as presented and forward to the December
18, 2007 City Council meeting (Option 1).
F~ Vouchers - Mr. Turley presented the staff report.
The Committee mjsjc to approve the vouchers as presented and forward to the December 18, 2007 City
Council meeting.
4. OTHER - Ms. Roe announced that the 2007 Utility Tax Rebate Program would soon be underway and provided
highlights of the program, information to be included in the packets, and gave the dates for the application
period (January 2 - April 30, 2008). The Committee asked that Neal Beets prepare a presentation under
emerging issues at the next Council Meeting to inform citizens of this important program.
