Council MIN 07-01-2008 Regular FEDERAL WAY CITY COUNCIL REGULAR MEETING Council Chambers - City Hall July 1,2008- 7:00 PM MINUTES (www.cityoffederalway.com) ***** 1. CALL MEETING TO ORDER Ma,ypr poyey called the meeting to order at 7:00 PM. Councilmembers Burbidge, Duc1os,Ferrell, Kochmar, Park and Deputy Mayor Faison present. 2.. PLEDGE OF ALLEGIANCE Cameron Walls led the Flag Salute. 3. PRESENTATIONS · City Photo Contest Award Winners Mayor Dovey thanked all participants in this year's photo contest and introduced the winners. · City Manager Emerging Issues Introduction of New Employees City Manager Beets had no new employees to introduce but asked Chief Wilson to update the public on laws regarding fireworks in the City for the upcoming Fourth of July holiday. Chief Wilson reminded that fireworks are illegal in the City except at a licensed event and stated safety is the Police Department's number 1 priority. Police will be out enforcing the fireworks laws. 4. CITIZEN COMMENT H. David Kaplan - asked for a report on the number of incidences regarding the Fourth of July holiday at the next City Council meeting. Marilvn Gates - asked for an amendment regarding the City's Sign Code; asked that restrictions be lifted for real estate agents. She also submitted written comments. Betty Taylor - asked for assistance in getting the management at The Commons Mall to upgrade their scooters for disabled patrons. Karla Kolibab - asked for a sign code amendment to allow for advertising of the farmers market and other community events Carol Stopper- also asked for a sign code amendment to allow for advertising ofthe farmers market and other community events. She stated the process to get them back from the City is cumbersome and the signs can be very expensive. Hal Finlev - asked for a sign code amendment in regards to real estate signs. Richard Menti - also asked for a sign code amendment for real estate signs. Sam Pace - Association of Realtors - stated that real estate open house signs playa large role in directing people to houses for sale. Mr. Pace submitted written comments stating the necessity of real estate sign in the home-buying process. Mayor Dovey asked Assistant City ManagerRoe to work with Ms. Taylor on her issue and referred the sign code amendment requests to the Land Use/Transportation Committee. 5. CONSENT AGENDA a. Acceptance of Grant Funding from the W A Traffic Commission and Purchase of Motorcycles for Police Traffic Unit - Approved e. Acceptance of Grant Funding for Transportation Improvement Projects- Approved f. Bid Award - 500 Gallon Above Ground Fuel Tank - Approved g. Date Setting for Public Hearing on the 2009-2014 Transportation Improvement Plan- Approved h. 2008/2009 Commute Trip Reduction Contract Amendment - Approved 1. 1 Oth Ave. S Stormwater Improvement Project - S 308th Lateral Drainage Intercept Project and Outlet Channel Modification Project Status Update and Request to Combine the Three Projects - Approved J. Resolution: Ming Court Final Plat Approval MOTION: Deputy Mayor Faison moved approval of the Consent Agenda as presented. Councilmember Duclos second. The motion carried 7-0. 6. CITY COUNCIL BUSINESS a. Resolution: ST2 Ballot Measure City Manager Beets reviewed the Resolution before the City Council stating the Council has previously gone on record supporting the ST2 proposal. This latest Resolution will further define Federal Way's position endorsing a route that extends at least to 272nd Street as the potential southerly terminus point. This proposed route will provide a clear nexus with established park-and-ride stations as well as provide a clear route for potential expansion to Tacoma in the future. Mr. Beets continued to state this resolution urges the Sound Transit Board to adjust the duration ifits package to 15 years. Federal Way City Council Regular Meeting Minutes July 1, 2008 - Page 3 of 4 MOTION: Councilmember Kochmar moved approval ofa Resolution expressing appreciation for 272nd Street as a potential light-rail transit southerly terminus point for an ST2 Package and urging Sound Transit to bring light-rail transit at least to that point. Councilmember Burbidge second. The motion carried 7-0. 7. CITY COUNCIL REPORTS Councilmember Kochmar reported the Puget Sound Regional Council Executive Board has agreed to approve contingency funding for the Pacific Highway S. HOV lanes. She thanked staff for their hard work on the upcoming Red, White and Blues Festival. Councilmember Burbidge thanked the public for their citizen comments; reported the next meeting of the Parks/Recreation/Human Services/Public Safety Committee is scheduled for July 3, 2008; and update the Council/community on upcoming community events including the RWBs Festival on July 4, 2008. Councilmember Duclos attended a water quality coloring contest recently at Lakehaven Utility District and toured the facility; she thanked the public for their comments tonight, and reminded people to please leave their pets indoors during the 4th of July. Councilmember Ferrell wished everyone a safe and happy 4th of July and thanked staff for their work on the Sound Transit Resolution. Deputy Mayor Faison reported the King County Growth Management Planning Council approved a change in the North Highline Potential Annexation Area. The change allows the City of Burien to move forward with a public vote for the annexation after consulting and negotiating with the City of Seattle. Mayor Dovey reported the next Town Hall meeting is scheduled for July 7, 2008 at the Community Center and reported on a recent event honoring mentors for school age children. He stated more mentors are needed and asked anyone interested in becoming a mentor to contact the Federal Way School District. 8. CITY MANAGER REPORT City Manager Beets stated the Executive Session is scheduled to last approximately 45 minutes with no action.
