ORDINANCE NO. 08-589
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
FEDERAL WAY, WASHINGTON, RELATING TO BUDGETS
AND FINANCE, ADOPTING THE 2009-10 BIENNIAL BUDGET.
WHEREAS, the tax estimates and budget for the City of Federal Way, Washington, for the
2009-10 fiscal biennium have been prepared and filed on October 21, 2008 as provided by Titles
35A.34 and 84.55 of the Revised Code of Washington; and
WHEREAS, the budget was printed for distribution and notice published in the official paper of
the City of Federal Way setting the time and place for hearing on the budget and said notice stating
copies ofthe budget can be obtained on-line and at the Office of the City Clerk; and
WHEREAS, the City Council of the City of Federal Way having held public hearings on
November 4, and November 18,2008, and having considered the public testimony presented;
WHEREAS, the potential adverse impacts on the public health, property, safety and welfare of
the City and its citizens if this Ordinance did not take effect immediately, justify the declaration of an
emergency and the designation of this ordinance as a public emergency ordinance necessary for the
protection of public health, public safety, public property or the public peace by the City Council;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
WASHINGTON, DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. 2009-10 Biennial Budget. That the budget for the 2009-10 biennium is hereby
adopted in the amounts and for the purposes as shown on the attached Exhibit A ("2009 and 2010
Adopted Budgets").
Section 2. Administration. The City Manager shall administer the Biennial Budget and in
doing so may authorize adjustments to the extent that they are consistent with the budget approved
herein.

Section 3. Severability. The provisions of this ordinance are declared separate and severable.
The invalidity of any clause, sentence, paragraph, subdivision, section, or portion of this ordinance or
the invalidity of the application thereof to any person or circumstance, shall not affect the validity of the
remainder of the ordinance, or the validity of its application to other persons or circumstances.
Section 4. Ratification. Any act consistent with the authority and prior to the effective date of
this ordinance is hereby ratified and affirmed.
Section 5. Corrections. The City Clerk and the codifiers of this ordinance are authorized to
make necessary corrections to this ordinance including, but not limited to, the correction of
scrivener/clerical errors, references, ordinance numbering, section/subsection numbers and any
references thereto.
Section 6. Effective Date. This ordinance shall be effective January 1,2009.

(AMENDS ORDINANCE 06-537,07-549,07-569, AND 08-579).
WHEREAS, the City Council enacted the 2007-2008 Biennial Budget on December 5, 2006,
to become effective on January 1, 2007; and
WHEREAS, on March 20,2007, the City Council enacted Ordinance No. 07-549 to carry
forward funds that had not been expended in 2006; and
WHEREAS, on December 14,2007, the City Council enacted Ordinance No. 07-569 to
revise the 2007-2008 Biennial Budget as necessary; and
WHEREAS, on March 18, 2008, the City Council enacted Ordinance No. 08-579 to carry
forwards funds that had not been expended in 2007; and
WHEREAS, as a result ofthe final biennium adjustments the City Council finds it necessary
to revise the 2007-2008 Biennial Budget to include the 2008 housekeeping adjustments into the
revised budget for 2008;
WHEREAS, the potential adverse impacts on the public health, property, safety and welfare
ofthe City and its citizens ifthis Ordinance did not take effect immediately, justify the declaration of
an emergency and the designation ofthis ordinance as a public emergency ordinance necessary for
