1. CALL MEETING TO ORDER
Mayor Dovey called the meeting to order at 7:04 p.m.
Councilmembers present: Mayor Jack Dovey, Deputy Mayor Eric Faison, Councilmembers
Mike Park, Linda Kochmar, Dini Duclos, Jeanne Burbidge and Jim Ferrell.
Staff present: City Manager Neal Beets, City Attorney Pat Richardson and City Clerk Carol
McNeilly.
2. PLEDGE OF ALLEGIANCE
Betty Taylor led the Pledge of Allegiance.
3. PRESENTATIONS
a. City ManaQer EmerQinQ Issues I Introduction of New Emplovees
Council Annual Retreat Recap: City Manager, Neal Beets stated the Council conducted their
annual retreat on January 31,2009. At the retreat, the Council reviewed accomplishments
from 2008 and established the following goals for the 2009-2010 budget cycle:
1. Expand Economic development efforts downtown.
2. Develop additional ways to save taxpayer dollars.
3. Create a small business development center.
4. Initiate an economic development project downtown by year-end.
5. Develop a conference and cultural center downtown.

b. Suburban Cities Association update
Pete Lewis, Auburn Mayor and President of Suburban Cities Association (SCA), presented
Council member Park with an award for his service to SCA as current board member and past
president. Mr. Lewis also thanked Mayor Dovey, Councilmembers Burbidge, Duclos and
Kochmar for their services to SCA.
Karen Gorski, Executive Director of SCA, reviewed issues facing SCA in the coming year.
She presented the SCA 2008 Annual Report to the Council along with an annual meeting
schedule and additional reference materials.
c. Police Chiefs Citizen Commendotion to Mr. GOry Lvon Postponed
This item was postponed to the February 17, 2009 City Council meeting.
4. CITIZEN COMMENT
Ron Walker, Diversity Commission Chair, provided a report on the Martin Luther King
celebration event that took place at Decatur High School. He estimates event attendance
between 300 to 400 people. Mr. Walker will be resigning as Chair of the Martin Luther King
Celebration Committee. He has served for the past 1 O-years and feels is time to step down.
Nancy Combs does not feel the Council listens to residents regarding what they really want
and based on feedback from residents she suggested the Council conduct a community
meeting to allow residents to ask questions of the Council. She does not support the Council
moving forward with the Performing Arts Center project, or churches using city facilities.
Wally Costello, Quadrant Homes, reported they will not be moving forward their proposed
project. They have signed a letter of intent to sell the property to South King County Fire &
Rescue so they can develop a training center.
Mike Stanley reported the Federal Way Community Garden is being developed at the Senior
Center. Everything grown in the garden will be donated to help families in need. The garden is
wheel chair accessible, will include a fountain and a play-area for children. Classes on organic
gardening will also be offered at the center.
H. David Kaplan wished Assistant City Manager Cary Roe a happy birthday.
5. CONSENT AGENDA
Items listed below have been previously reviewed in their entirety by a Council Committee of three members and brought before
full Council for approval; all items are. enacted by one motion. Individual items may be removed by a Councilmemberfor separate
discussion and subsequent motion.
a. Minutes: January 8, 2009 Legislative Meeting and January 20, 2009 Regular Meeting -
approved
b. Vouchers - approved
c. ORDINANCE: 2008 National Electrical Code Adoption (First reading 1-20-2009) approved
Ordinance #09-590
MOTION: Deputy Mayor Faison moved approval of the Consent Agenda.
Councilmember Ferrell second.
VOTE: Motion carried 7-0.

6. COUNCIL BUSINESS
a. Appointments to Human Services Commission
Council member Burbidge stated the Council conducted interviews prior to the regular meeting.
MOTION: Councilmember Burbidge moved the following appointments to the
Human Services Commission: re-appoint Bob Wroblewski and Elizabeth
Hughes as voting members with 3-year terms. Appoint Julie Davis as an
alternate with a 3-year term, and appoint Betty Taylor as an alternate member
with a 1-year term. Council member Ferrell second.
VOTE: Motion carried 7-0.
b. Federal Way Community Center MarketinQ Plan and BudQet
Mary Faber, Recreation & Cultural Services Superintendent, stated staff presented the
Federal Way Community Center Strategic Communications and Marketing Plan at the
January 20 Council meeting, and Council directed staff bring back information relating to
increasing pass sales, daily sales and rental usage. Council discussed the additional
information received from staff.
MOTION: Councilmember Burbidge moved' approval of the Strategic
Communications and Marketing Plan and Budget. Councilmember Kochmar
second.
VOTE: Motion carried 6-1, Mayor Dovey dissenting.
c. SCORE Fundina for Reaional Jail (FEDRAC 1-27-09)
Assistant City Manager, Bryant Enge presented background information on the SCORE
Interlocal Agreement. There have been delays in the funding for this project, however in an
effort to move forward staff is recommending Council authorize $910,000 to cover the City's
portion of design and permit costs. If approved, staff will meet with the SCORE Finance
Committee to ensure reimbursement from bond sales or proceeds from pending property
sales are in order.
MOTION: Councilmember Park moved to authorize $910,000 to cover the City's
portion of the SCORE project costs for design and permit work until the
proceeds are available. Councilmember Ferrell second.
VOTE: Motion carried 7-0.
7. CITY COUNCIL REPORTS
Council member Duclos reported on upcoming meetings.
Councilmember Burbidge reported the February PRHSPS meeting has been cancelled. The
next meeting will be in March. King County Metro has approved funding for a new bus shelter
in Federal Way, near the Orion Center. She shared information on upcoming community
eyents.
Councilmember Park feels the Council's annual retreat was beneficial, and he is pleased the

City was able to report so many accomplishments in 2008. He thanked staff for lobbying to
receive funding for flood issues and reported on upcoming meetings.
Councilmember Ferrell stated he attended FEMA Training last week along with
representatives from the Federal Way School Board, Fire District and City staff. The training
was a pre-cursor to a National Conference in Maryland later this year. He recently testified
before the Senate in support of stronger legislation for domestic violence offenders. The City
is working with Sound Transit to improve quality of cameras at transit center garage.
Councilmember Kochmar feels the annual retreat was very productive and thanked staff for all
their work associated with the event. St. Francis Hospital is sponsoring Heart Healthy Month
to bring awareness to the risk of women and heart attacks.
Mayor Dovey noted the first Hispanic Community meeting is being held this week. Tomorrow
he will be presenting the State of the City address to the Chamber of Commerce
8. CITY MANAGER REPORT
City Manager Neal Beets reported the Council would not be adjourning into Executive
Session.
9. EXECUTIVE SESSION
Potential Litigation per RCW 42.30.110(1 )(i) Cancelled.
10. ADJOURNMENT
With no further business before the Council, Mayor Dovey adjourned the meeting at 8:40 p.m.
