CALL MEETING TO ORDER Mayor Dovey called the meeting to order at 5:35 p.m. Councilmember's present: Mayor Jack Dovey, Councilmembers Linda Kochmar, Jeanne Burbidge and Dini Duclos. Councilmember Jim Ferrell arrived at 5:38 p.m., Councilmember Mike Park arrived at 5:48 p.m. and Deputy Mayor Faison arrived at 5:49 p.m. Staff present: Interim City Manager Brian Wilson, City Attorney Pat Richardson and City Clerk Carol McNeilly. 2. PERFORMING ARTS CENTER DISCUSSION Director of Economic Development Patrick Doherty stated at the City Council annual retreat in January staff was directed to research the feasibility of developing a Performing Arts and Conference Center (PACC) in the downtown area. The City entered into an agreement with Webb Management to conduct the study and a representative from Webb Management was here to present the draft feasibility report to the Council. Mr. Duncan Webb of Webb Management reviewed the regional performance venues, conference facilities and types of activities each accommodates. Based on market analysis, there is a need for a combined performance center, hotel and conference center in this area. The proposed concept of the facility is as follows: . The Performance Arts Center would accommodate between 500 - 700 people and be used for both local and touring theatre, musical and comedy events as well as films. . The Conference Center would include an 8,000 square feet expanded lobby and 6,000 additional square feet of meeting space that could be used for smaller meetings/events. The center would provide food services to accommodate weddings, banquets, conferences, fundraising events as well as small meetings. II The Hotel would be a three-star facility with between 150 and 300 rooms. The hotel could be developed at the same time as the PACC or at a later date. Ideally it would be attached to the conference center rather than adjacent to share food support conferences, weddings and other events with over night attendees. Council lv/inutes .lull 2 I. 2009 SJ)ecial Meeting Page 1 of2 Mr. Webb recornrnended the formation of a nonprofit organization entity that has the ability to fundraise to operate the facility and presented a projected 5 year operating budget for the facility. 3. EXECUTIVE SESSION The Council adjourned to Executive Session at 6:32 p.m. for approximately 22 minutes to discuss Potential Litigation pursuant to RCW 42.30.110(1 )(i), Property Acquisition or Sale pursuant to RCW 42.30.110(1 )(b) and Collective Bargaining pursuant to 42.30.140(4). The Council adjourned from Executive Session at 6:53 p.m. 4.
