1. CALL MEETING TO ORDER
Mayor Dovey called the meeting to order at 7:02 p.m.
Councilmembers present: Mayor Jack Dovey, Deputy Mayor Eric Faison, Councilmembers
Jim Ferrell, Linda Kochmar, Mike Park, Jeanne Burbidge and Dini Duclos.
Staff present: Interim City Manager Brian Wilson, City Attorney Pat Richardson and City
Clerk Carol McNeilly.
2. PLEDGE OF ALLEGIANCE
Barbara Reed led the pledge of allegiance.
3. PRESENTATIONS
a. State Leaislator Recoanition
The City Council presented a certificate of appreciation to Senator Eide for her efforts to
pass Senate Bill 5413 regarding look-a-like weapon penalties, the allocation of $5 million
dollars for infrastructure improvements and the allocation of $325,000 for the Federal Way
Coalition for the Performing Arts.
The City Council presented a certificate of appreciation to Representative Miloscia for his
support of Senate Bill 5452 that increased the debt limit for the Washington Housing
Finance Commission, House Bill 2331 that assisted communities with housing efforts, and
the approval of the LIFT Program.
The City Council presented a certificate of appreciation to Representative Priest for his
efforts to secure $110 million in funding to address traffic issues at the Triangle Interchange,
$1.3 million in funding for improvements to Pacific Highway and help in resolving sea-lettuce
issues in waters surrounding Federal Way.
b. City Manaaer Emeraina Issues/Introduction of New Employees
Interim City Manager Brian Wilson stated there were no emerging issues or new employees.

4. CITIZEN COMMENT
Betty Taylor asked the City Council to consider live-streaming City Council meetings.
John Micchiche stated he has been issued multiple code violations by the city, some of
which he has taken to court. He feels the violations are unfair and encouraged the Council
to reevaluate the City Code.
5. CONSENT AGENDA
Items listed below have been previously reviewed in their entirety by a Council Committee of three members
and brought before full Council for approval; all items are enacted by one motion. Individual items may be
removed by a Councilmember for separate discussion and subsequent motion.

MOTION: Deputy Mayor Faison moved approval of the Consent Agenda.
Councilmember Kochmar second.
VOTE: Motion carried 7-0.
6. COUNCIL REPORTS
Councilmember Duclos had no report.
Councilmember Ferrell announced the Kiwanis annual Salmon Bake was July 24,2009. He
attended a tour of the Hanson Dam conducted by the Army Corp of Engineers that focused
on the security of the land abutting the Dam and the potential for flooding in the Valley.
Council member Kochmar reported that representatives from the City would be attending
emergency management training on the East Coast. She attended a meeting with SCA
Leadership and King County Representatives to discuss a $60 million dollar shortfall. The
next LUTC meeting is August 3,2009.
Councilmember Burbidge attended a South County Area Transportation Board meeting that
focused on funding options for transit services.
Councilmember Park reported the next FEDRAC meeting is July 28, 2009. He will be
attending an upcoming Regional Law Safety & Justice meeting. The Federal Way Chamber
of Commerce is conducting a forum for King County Executive candidates on July 28th,
2009.
Deputy Mayor Faison had no report. He requested the Council conduct a Public Hearing on
Initiative 1033 and formally state their position on the item.

Mayor Dovey reported the Relay for Life event is happening this weekend. He will be
attending an upcoming SCORE meeting, and stated the Des Moines City Council recently
approved construction of the jail facility to begin. There will be a Town Hall meeting on July
27,2009 at Dumas Bay. There will also be a Special Council Meeting after the FEDRAC
meeting on July 28, 2009.
7. CITY MANAGER REPORT
Interim City Manager Wilson had no report.
8. EXECUTIVE SESSION
The Council adjourned to Executive Session at 8:03p.m. for approximately 45 minutes to
discuss Potential Litigation Pursuant to RCW 42.30.110(1 )(i), Property Acquisition or Sale
Pursuant to RCW 42.30.110(1 )(b) and Collective Bargaining Pursuant to RCW
42.30.140(4 ).
At 8:48 p.m. City Attorney Pat Richardson adjourned and stated the Council would continue
in Executive Session for approximately 30 minutes. Council adjourned from Executive
Session at 9:19 p.m.
9. ADJOURNMENT
With no further business before the Council, Mayor Dovey adjourned the meeting at 9:19
p.m.
