1. CALL MEETING TO ORDER
Mayor Dovey called the meeting to order at 7:11 p.m.
Council members present: Mayor Jack Dovey, Councilmembers Jeanne Burbidge,
Mike Park, Linda Kachmar, Dini Duclos and Jim Ferrell.
Mayor Dovey excused Deputy Mayor Eric Faison.
Staff present: City Attorney Pat Richardson, Human Resources Director Mary McDougal and
City Clerk Carol McNeilly.
2. COUNCIL BUSINESS
a. Interview and Selection of Search Firm for City Manager Recruitment.
The City Council interviewed the following search firms:
. Waldron & Company
Dick Cushing and Lane Youngblood provided background information on Waldron &
Company, a local firm that has been in business for 26 years. The city worked with Waldron
in 1989 to conduct the City Manager recruitment. Mr. Cushing and Ms. Youngblood reviewed
their work proposal, highlighted their organizations strengths and answered Council
questions.
. The Mercer Group
Jim Mercer reported the Mercer Group has been is business for 28 years, has conducted
over 2,000 executive searched and has 10 offices across the country. The City worked with
the Mercer Group in 1999 to conduct the City Manger recruitment. Mr. Mercer reviewed the
proposal submitted for services and answered questions from the City Council.

<I> Prothman Company
Greg Prothman stated the Prothman Company is based out of Bellevue and focuses their
work primarily on the West Coast. They have conducted City Manager recruitments for
numerous cities in Washington; however, they have not worked with the City of Federal
Way. Mr. Prothman reviewed his recruitment process work proposal and answered clarifying
questions from the City Council.
The Council discussed the candidates and proposals and took the following action.
MOTION: Councilmember Ferrell moved to authorize staff to execute an agreement
with Prothman Company for the City Manager recruitment. Councilmember Duclos
second.
: Motion carried 6-0.
3. ADJOURNMENT
With no further business before the Council, Mayor Dovey adjourned the meeting
at 9:20 p.m.
