RESOLUTION NO. 09-556
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FEDERAL WAY, WASHINGTON, APPOINTING A CON
COMMITTEE IN OPPOSITION OF THE PETITION TO
CHANGE THE FORM OF GOVERNMENT TO WRITE AN
ARGUMENT IN THE KING COUNTY VOTERS' PAMPHLET.
WHEREAS, the City Council of the City of Federal Way, Washington, received notice on
August 7, 2009, from King County Elections that the number of valid signatures on the petition to
change the form of government was sufficient; and
WHEREAS, the City is required by State Law to place the matter regarding the change of
government on the November 3,2009, general municipal election; and
WHEREAS, RCW 29A.32.280 requires the City Council formally appoint a Committee of
not more than three individuals to write an argument in opposition ofthe proposed ballot proposition
for the Voters' Pamphlet; and
WHEREAS, the arguments must be submitted no later than 4:30 p.m. on August 19,2009;
and;
WHEREAS, the City Council held a special meeting on August 8, 2009, in order to comply
with State Law for placing the change of government issue on the November 3, 2009, general
municipal election; and
WHEREAS, the City Council is required to take formal action to appoint committee

members for writing arguments for the voters' pamphlet and submit those arguments by 4:30 p. m.
August 19,2009; and
WHEREAS, the City Council finds that time is of the essence to appoint the committee

members, and City Council acted on August 8, 2009; and
WHEREAS, the following individuals have indicated their willingness to serve on the con
committee to write an argument in opposition of the petition to change the form of government:
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
HEREBY RESOLVES AS FOLLOWS:
Section 1. Opposing Committee Appointment. The City Council appoints to the following
listed individuals to serve on the Committee to write the argument in opposition ofthe petition to
change the form of government:
1. Jerry Vaughn
2. Mary Ehlis
3. Bob Kellog
Section 2. Certify Committee. The City Clerk is hereby directed to submit this resolution to
King County Elections no later than August 11, 2009.
Section 3. Severability. If any section, sentence, clause or phrase ofthis resolution should be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase of this resolution.
Section 4. Corrections. The City Clerk and the codifiers ofthis ordinance are authorized to
make necessary corrections to this ordinance including, but not limited to, the correction of
scrivener/clerical errors, references, ordinance numbering, section/subsection numbers and any
references thereto.

Section 5. Ratification. Any act consistent with the authority and prior to the effective date of
this resolution is hereby ratified and affirmed.
Section 6. Effective Date. This resolution shall be effective immediately upon passage by the
Federal Way City Council.
