Adjournment NEXT MEETING IS MARCH 4 , 2010 • CITY OF FEDERAL WAY PARKS, RECREATION AND CULTURAL SERVICES PARKS AND RECREATION COMMISSION Thursday, January 7, 2010 Hylebos Conference Room 6:00 p.m. City Hall MINUTES Chair Konkell called the meeting to order at 6 p.m. Present: Chair Fred Konkell, Vice Chair Brian Ailinger, Julio Diaz, Martin Moore, Carol Otto, Marie Sciacqua, Jack Shariock Louise Wessel and Karl i a Zinner. Excused: Dwight Otto, George Pfeifer and Justin Schmitter. Staff: Parks and Facilities Manager Steve Ikerd and Peggy Wright, Administrative Assistant. Guests: Jeanne Burbidge, council member and Tom Bontempo, White River Disc Golf. Ailinger moved: Zinner seconded motion to accept the December Parks and Recreation Commission meeting minutes as written. PUBLIC FORUM Tom Bontempo, White River Disc Golf — he reported on parks he visited as possible sites for a disc golf course. He felt Madrona Park was too small, Lakota was too close to wetland areas and Laurelwood had poor access and parking. Mr. Bontempo again inquired about Celebration Park for a couple weekends mid- summer for disc golf tournaments but baseball and soccer tournaments are already booked Spring through Fall. Two other sites — Sacajawea and BPA Trail — were suggested. He will visit those sites as well as others in the Federal Way parks system for possible course sites. Staff provided him with a listing of all parks, acreage and location in the City. Mr. Bontempo will return with site information at February 4, 2010 commission meeting. COMMISSION BUSINESS Parks and Facilities Manager Ikerd gave a brief update on the Roe family concerning the premature birth of their son and wife Krystal's additional surgery and recovery. Commission requested another card be sent to the Roe family expressing their concern and encouragement during this time. Chair Konkell added Item "D" to the agenda for discussion - Proposed Reservation Fee Increase. Trail/Pedestrian Access Subcommittee — Ailinger and Zinner reported on the status of their meeting and distributed an updated list of the Trail/Pedestrian Access committee goals. They want the commission to study the goal list then vote on their top three choices. Ailinger said Director Roe and Manager Ikerd would work with staff to make a comprehensive map, identifying all existing trails within the City. After those had been identified, it would be opened to the public for input — trails they are aware of and use, connecting trails, whether it be City or private property. Six goals were identified: 1)connect Hylebos to Celebration via Panther Lake, 2) connect BPA south to proposed Pierce County Regional Trail, 3) connect Hylebos to Milton Trail, 4) connect Celebration Park to Steel Lake Park, 5) increase awareness of existing bikeways /walkways, and 6) connect to Inter Urban Trail. After discussion, commissioners voted and the top three goals were: 1) increase awareness of existing bikeways /walkways, 2) connect Hylebos to Celebration Park via Panther Lake, and 3) connect BPA South to proposed Pierce County Regional Trail. They did agree that safety must still be the number one concem in any project that is considered. Councilmember Burbidge asked that the trail system at Dash Point State Park be identified as well since they are heavily used and close. Ikerd reported the "shared" kiosk at Dash Point is working well and the state agency is willing to work with the City on future endeavors to enhance the trail system. Chair Konkell feels the Hylebos via Panther Lake area could also benefit the hospital — it has been proven patients who can get out and walk in a natural setting heal and. recover more quickly. A map of City trails as a handout to the public as well as placed in local hotels and businesses will raise public awareness. Trail/mileage markers are important on each of the trails for safety, too. 2010 Work Plan — commission reviewed the Work Plan that was distributed. Ailinger moved: Sciacqua seconded motion to move it forward to the Council Committee. Unanimous approval. Disc Golf — commissioners felt that until a site is found, there isn't anything they can do. Ms. Wright acquired a copy of the City of Auburn Memorandum of Understanding for their disc golf program that is with Mr. Bontempo, White River Disc Golf. A recreation manager for the City of Auburn had nothing but praise for the group who facilitate the course in Auburn, led by Mr. Bontempo. He said the White River Disc Golf volunteers built, maintain and police the course. Parks and Recreation Commission, January 7, 2010 Page 2 COMMISSION BUSINESS (continued) Proposed Reservation Fee Increase — information was distributed and discussed on proposed fee increases for picnic reservations and Special Event Permits. There has not been a fee increase in over five years. Ms. Wright did a comparative study of neighboring cities on fees and the City of Federal Way had the lowest fees by a wide margin. It was also proposed that the 4 -hour picnic reservation increment be increased to a 6 -hour reservation and start earlier in the day to accommodate parking. After discussion, commissioners felt the increase was not enough and would like to revisit the fee structure on a yearly basis. Ikerd suggested that the commission further review the increase and take action at the February meeting then forward to PRHSPS Council Committee. The proposed fee increase for the Special Event Permits was favorably accepted as well. The commission felt the City is still charging below market for the reservations and want to review yearly to get fees increased to be comparable with neighboring entities. Ikerd reported that a new problem arose in Steel Lake Park over the summer, people are dumping charcoal briquettes on the ground, causing a bum risk. Last year the Fire Department was called when dumped charcoal started a tree on fire. Staff has supplied bright red cans for disposal throughout the park but users still dump wherever convenient for them. Two commissioners who live near the park have witnessed briquettes being dumped and persons being burned when walking in the park. STAFF REPORTS French Lake Meeting Summary — Ikerd reported on the December follow -up meeting on French Lake Park. There was a small group with representation from both the user group and park neighbors. Overall consensus was that the projects were completed as well as others that arose throughout the year and all issues were resolved to the satisfaction of both groups. Park Pals would like a water station installed but the City does not have a water source — all water is non - potable that is available underground. Neighboring Lakehaven District has a water meter and water source, so the. City recommended that project to Park Pals to pursue. The only on -going issue seems to be Lakehaven backwash waters that are dumped which often freeze on certain park areas and fences, which the City has no control. NEW BUSINESS Ikerd recommended commissioners study the approved Work Plan and come to the February commission meeting with ideas on how to begin implementing projects on the timeline. There were questions on the "Park Enforcement Fines" and what that was for — some thought it pertained to animal violations, others thought general park violations that Council was going to impose or increase fee. Councilmember Burbidge said City Council has not had a conversation on this topic. She said the City Council has recently been discussing how to more effectively deal with animal enforcement. Commissioners reported that the security company that is hired to lock Steel Lake Park is not doing so in a timely manner — they have observed people driving in and using the beachhouse /restroom building as late as 10:30 p.m. Ikerd will contact the company and mention it to staff. Moore asked about "art in the park" programs and was referred to the recreation division — they have several events on the calendar yearly. Chair Konkell cannot attend the PRHSPS Council Committee meeting on January 12, 2010 nor can Vice Chair Ailinger. Chair Konkell will not be in town for the next commission meeting on February 4, 2010. Vice Chair Ailinger will "chair" the meeting in his absence.
