City Hall MINUTES Chair Konkell called the meeting to order at 6:02 p.m. Present: Chair Fred Konkell, Vice Chair Brian Ailinger, Mody Catahan, Scott Chaffee, Julio Diaz, Martin Moore, Carol Otto, Marie Sciacqua, Jack Sharlock and Karl Zinner. Excused: George Pfeiffer. Unexcused: Chris Hash and Sheri McConnaughey. Staff: Interim PRCS Director Steve Ikerd and Administrative Assistant Peggy Wright. Guests: Jeanne Burbidge, Councilmember. Ailinger moved: Diaz seconded motion to approve the February meeting minutes as written. Motion passed unanimously. PUBLIC FORUM Sally and Harrel Hurst — from the Parks Pals group and wanting to hear update on French Lake Park since they were out of town for the last meeting. Joann Piquette — representing the Lodging Tax Advisory Committee who are sponsoring the Buds and Blooms event this year on May 9 -10, 2009. She was requesting volunteers from the commission and explained many of the volunteer opportunities available. She distributed the "Save a Date" postcards. She also announced that the Weyerhaeuser Pacific Rim Bonsai Collection was closing and would not be a part of the tour this year. Volunteers can also contact Lillian Yeh at the City of Federal Way for volunteer opportunites. COMMISSION BUSINESS Work Plan — Ikerd distributed an updated 2009 Work Plan. Budget issues have deemed it necessary to re -visit some of the projects because of carry- forward money allocation. Ikerd forecast possible change in the Lakota and 2010- 2012 CIP projects. STAFF REPORTS Celebration Park Building Update — Ikerd reported that the building is at 60% completion. There has been one delay by the contractor ordering lesser gauge siding panels which were delivered to park site. Building is at a standstill awaiting shipment of the correct gauge siding which should arrive within one week. The roof materials were the proper gauge and are installed. Once the siding arrives, it will take an additional 4 -5 days for contractor to complete their portion. Overhead doors are on order. French Lake Park — Progress Report — Ikerd reported that the public meeting went well. A 20' buffer and additional pet stations will be installed. Formal monitoring and logging pond activity for one year will be done to see if it is cost efficient to operate and maintain without health hazards. Staff has met with Lakehaven and have an agreement for a gate on the NW corner of park. Arbor chips will be placed in buffer area with planting done on April 18, 2009/Earth Day. Bidding on plants for the area is being done at this time as well. A security company has been hired to lock French Lake Park gate at closing and are trained to walk the park to notify persons still inside. Park Playground Update — Ikerd distributed a graph on City playgrounds showing location, year installed/upgraded, manufacturer, age group, key features and current condition. Diaz asked how the condition criteria was determined with Ikerd responding that staff trained through the National Playground Safety Inspection process did assessment. Clinton "Tony" Collins, NPSI Inspector, provided the majority of the information since he does monthly inspections. Commissioners requested another column be added to show how much use at each site. Chair Konkell suggested a parks tour between June and September for the commission. Parks and Recreation •mission, March 5, 2009 Page 2 NEW BUSINESS Celebration Park 10 -Year Anniversary Sub - Committee Report — The subcommittee met and recommended Friday, May 29, 2009 for a small reception/open house on -site in late afternoon. Invitations would be sent to council members, commissioners and staff involved since the inception of Celebration Park, as well as contributors. Discussion involved a photo collage, possible refreshments, plaque commemorating 10 -year anniversary, tree planting, etc. The thought is to commemorate Celebration Park throughout the entire year to include the Red, White and Blue Festival. One thought was to estimate how much use the park has gotten in ten years — how many tournaments played (soccer & baseball), estimated attendance at Red, White and Blue Festivals in ten years, etc. Subcommittee: Brian Ailinger, Julio Diaz and Jack Sharlock. Sciacqua reported the Historical Society will be vacating the Fisher Pond house and moving to the Steel Lake Annex building soon. Ikerd said staff will contact the Fire and Police Departments then demolish with budgeted funds. Chair Konkell reminded commissioners that if you are unable to attend the monthly commission meeting, please notify him and Administrative Assistant Peggy Wright of your absence. Chair Konkell also inquired on the status of the vacant PRCS Director and Parks Planner positions and if and when they were going to be advertised. Ikerd reported that the positions will open this weekend and close on March 20, 2009. Chair Konkell will attend the PRHSPS Council Committee meeting on March 10, 2009.
